CHAPTER I

PAY AND ALLOWANCES

Section 1-1 General

RA 138 as amended by RA 1067 provides that the pay and allowances of military
personnel are prescribed by law, that as long as they are in the active military service,
they are entitle to receive pay and allowances corresponding to their grades, unless
said pay and allowances or any portion, thereof, have not been accrued or have been
forfeited or withheld.

Section 1- 2 Regular Pay and Allowances

1. General

Base Pay - A fixed amount of compensation for regular work rendered


designated in the Salary Schedule for Uniformed Personnel for all ranks.

1 Authority:

Executive Order Nr 76 refers to the implementation of the 4th tranche of the


modified salary schedule for civilian personnel and base pay schedule for military and
uniformed personnel in the government and was signed on 17 June 2008. Under
Section 1b, of EO Nr 76 military and uniformed personnel, the compensation
adjustments due to the implementation of the 4 th tranche of the modified Base Pay
Schedule shall cover the military personnel under the Department of National Defense
(DND) and uniformed personnel under the Department of Interior and Local
Government (DILG), Philippine Coast Guard (PCG) and National Mapping and
Resource Information Authority (NAMRIA). Also, under Section 3 of EO Nr 76,
implementation of the 4th tranche monthly base pay schedule for Military and
Uniformed Personnel shall be implemented effective 01 June 2012.

Section 1- 3 Longevity Pay

Authority:

RA 1134 as amended by RA 3725 and implemented by Circular Nr 32 dated 10


May 72 and further strengthened by Letter-Directive, GHQ, AFP dated 04 Sep 73.

This Act provides for the payment of longevity pay also known as ―Foggy Pay‖
or ―Long Pay‖ to military personnel which is 10% of the current monthly Base Pay
compounded every five (5) years of active military service but not to exceed 50%.
Hence, as the BP increases, the LP also automatically increases. It should be noted
that the following formula is applicable only if the long pay and other collateral
entitlements are included in pay increases. Since the increase mandated by Executive
Order Nr 219 dated 20 Mar 2000 as implemented by NBC No.468 dated 21 Mar 2000
does not include increases in Long Pay and other collateral entitlements directly
affected by the increase in Base Pay, current LP rates are still based on the BP rates
mandated by EO Nr 389 dated 28 Dec 1996 and NBC Nr 458 dated 02 Jan 1997.

Formula: LP Computation

1LP = BP x10% or BP x .10


2LP = (BP + 1LP) x 10% + 1LP or BP x .21
3LP = (BP + 2LP) x 10% + 2LP or BP x .331
4LP = (BP + 3LP) x 10% + 3LP or BP x .4641
5LP = BP + 50% or BP over 2 or BP x .50

Section 1- 4 Subsistence Allowance

Paid to all Officers, Enlisted Personnel of the AFP including Candidate


Soldiers, Cadets, P2LTs rendering military training, ROTC Cadets on Summer
Camp Training, Reserve Officers and Enlisted Personnel AFP Reservist undergoing
assembly mobilization test, and members of CAFGU.

Authority:

Congress of the Philippines Joint Resolution Nr 05 dated 28 July 2014 – Joint


Resolution increasing the daily Subsistence Allowance of all Officers, Enlisted
Personnel, Candidate Soldiers, Probationary Second Lieutenants, Cadets and Civilian
Active Auxiliaries of the Armed Forces of the Philippines, Commissioned and Non-
Commissioned Personnel of the Philippine National Police (PNP), Bureau of Fire
Protection (BFP), Bureau of Jail Management and Penology (BJMP), Cadets of the
Philippine National Police Academy (PNPA), Philippine Cost Guard (PCG), The
Candidate Coast Guard Men of the (PCG), and the uniformed Personnel of the
National Mapping and Resource Information Authority (NAMRIA) from Ninety (P
90.00) pesos to One Hundred Fifty (P150.00) pesos per day effective 01 January
2015.

Section 1- 5 Quarters Allowance

Officers and Enlisted Personnel according to grades, without living quarters,


shall be allowed to commute their quarters allowance in full rate.

Section 1- 6 Clothing Allowance

Authority:

AFP Comptroller Letter Nr 92-6 dated 21 July 1992, Subject: Adjustment in


Clothing & Quarter Allowance effective 01 Jul 1992.

Applies to all Officers and Enlisted Personnel of the AFP at the rate of
P200.00 pesos per month.

Section 1- 7 Personnel Economic Relief Allowance

Authority:

Joint Resolution Nr 4 dated 28 July 2008, authorizing the President of the


Philippines to modify the compensation and position classification system of civilian
personnel and the base pay schedule of military and uniformed personnel in the
government and for other purposes. It includes the Standard Allowances and Benefits
given to all employees across agencies at prescribed rates, guidelines, rules and
regulations. This includes the Personnel Economic Relief Allowance (PERA) which
will be given at Two Thousand (P2,000.00) pesos per month, the combined total of

the current Five Hundred (P500.00) pesos PERA and the One Thousand Five
Hundred(P1,500.00) pesos Additional Compensation (ADCOM) to supplement pay
due to the high cost of living.

Section 1- 8 Hazard Pay

Authority:

Executive Order Nr 611 dated 14 Mar 2007, Hazard Pay is granted to all
Officers and Enlisted Personnel of the AFP and all the uniformed personnel
under the DILG, PCG and NAMRIA at P240.00 pesos per month as incentive
due to their exposure to danger in the performance of their duties effective 01 July
2007.

Section 1- 9 Laundry Allowance

Authority:

AFP Comptroller Letter 98-02 dated 06 Mar 1998, Subject: Laundry Allowance
for Uniformed Personnel in the AFP.

This Comptroller Letter prescribes the guidelines in granting laundry allowance


to the Uniformed Personnel of the AFP. All military personnel regardless of duty
assignment are granted laundry allowance at the rate of:

Officers - P 60.00
EP - P 30.00

CHAPTER II
COLLATERAL ENTITLEMENTS

Section 2-1 General

These are emoluments or monetary benefits given apart from the regular pay
and allowances.

Authority:

1. CSAFP approved SDF dated 27 August 2011, Subject: Adjustment on the


Basis of computing Base Pay-Based Collateral Entitlement from CY 2000 Base Pay
Level to CY 2004 Base Pay Level.

2. CSAFP approved SDF dated 27 August 2011, Subject: Payment of


Differential for Collateral Entitlements for Program 4-GHQ Personnel 2002.

3. MFO, AFP STL dated 07 Sept 2011, Subject: Adjustments of All Collateral
Claims. Pursuant to these references, the Commanders, Major Services/KBUs;
Commander, Unified Commands, Commanders, AFPWSSUs are directed to
implement the following:

a) Adjustment of all Collateral Allowances of military personnel which are


dependent on Base Pay shall be based on the CY 2004 Base Pay Schedule
effective 01 January 2011. These collateral allowances refers to as Flying Pay,
Sea Duty Pay (SDP), Instructors Duty Pay (IDP), Hazardous Duty Pay (HDP),
Jump Pay and Parachutist Pay, Radiation Hazard Pay, Magna Carta, Benefits
of Public Health Workers and other collateral allowances.

b) Payment of differential for collateral claims covering the period 01 Jan


to 31 Dec 2010 for Program 4-GHQ Personnel chargeable against Obligation
Request (OBR) No. 2010-12-003 dated 30 Dec 2010. Funding requirements for
the payment of the said adjustment of all collateral allowances shall be charged
against respective GHQ/Major Services Personal Services (O1) Funds.

2 General Appropriation Act FY 2014 / RA


10633. Pursuant to the section 46 of the
General Provision of the above
reference, deductions from salaries,
emoluments or other benefits accruing to
any government employees chargeable
against the appropriations for personnel
services may be allowed for the payment
of an individual employee’s contribution
or obligations provided that such
deductions shall in no case reduce the

Section 2- 2 Cold Weather Clothing Allowance

Authority:

GHQ AFP Circular Nr 17 dated 07 Feb 2003. This Circular 17 prescribes the
policies governing the grant of Cold Weather Clothing Allowance (CWCA) and Annual
Cold Weather Clothing Maintenance Allowance (ACWCMA). The Cold Winter
Clothing Allowance and ACWCMA are granted to AFP Officers, Filler Officers,
Probationary 2LTs/Ensigns, Enlisted Personnel, trainees and draftees and civilian
employees who are assigned, or on Detached Service (DS) or undergoing training at
any of the station/units/sites in the Philippines that are considered cold places.

Section 2- 3 Combat Duty Pay and Combat Incentive Pay

Officers and Enlisted Personnel who are engaged or have participated in any
Combat duties/activities shall in addition to their monthly Base Pay be paid of Combat
Duty Pay (CDP) at the following rates and subject to certain conditions.

Authority:

1. Executive Order (EO) Nr 38 dated 28 April 2011, Subject: Consolidating All


Presidential Issuances Relating to the Combat Duty Pay (CDP) and Combat Incentive
Pay (CIP) of Officers and Enlisted Personnel of the AFP.

2. Standard Operating Procedure Nr 13 dated 06 August 2008, Subject:


Combat Incentive Pay.

Management and Fiscal Letter No. 2011-
04 dated 26 May 2011, Subject:
Guidelines on the consolidation of all
AFP issuances relating to Combat Duty
Pay (CDP) and Combat Incentive Pay
(CIP) of Officers and Enlisted Personnel
of the AFP. Executive Order (EO) Nr 38
dated 28 April 2011 consolidating all
Presidential Issuances relating to the
Combat Duty Pay (CDP) under EO Nr
1017 (s-1985) and Combat Incentive Pay
(CIP) under EO Nrs. 658 (s-2007) and
15 (s-2010) of Officers and Enlisted
Personnel of the AFP. This is to ensure
that the total combat pay including
allowances and incentives are adequate

and commensurate to the services
rendered by the members of the AFP in
line with the intent of the Administration
to improve their condition. Therefore, this
AFP Management and Fiscal (MF) Letter
is issued to prescribe policy guidelines in
the granting of CDP and CIP to Officers
and Enlisted Personnel of the AFP. This
AFP Management and Fiscal Letter shall
take effect 01 January 2011.

Guidelines:

1. The rate of Combat Duty Pay of the Officers and Enlisted Personnel of the
AFP specified under Executive Order Nr 1017 (s-1985) is hereby rendered ineffective.
Instead, the rate shall now be Five Hundred (P500.00) pesos per month.

2. The provisions of Executive Order Nr 658 (s-02007) as implemented by SOP


Nr 13 dated 06 August 2008 which provide that the members of the AFP who figure
directly in actual combat against members of various insurgents, terrorists and lawless
groups shall be entitled to an additional Combat Incentive Pay of One Hundred Fifty
(P150.00) pesos per day while actually engaged in combat operation is hereby revived
and given effect, subject to the following conditions:

a) The operations must be for a specific combat mission that is duly


covered by an Operations Order (OPORD) or a Fragmentary Order.

b) The personnel involved in combat must be in the published task


organization of the OPORD.

3. The total additional Combat incentive Pay for each individual shall not
exceed One Thousand Five Hundred (P1,500.00) pesos per OPORD/FRAG-O.
Procedures for the granting of this entitlement shall be in accordance with SOP Nr 13
dated 06 August 2008, Subject: Combat Incentive Pay.

4. The Combat Incentive Pay shall be over and above the Five Hundred
(P500.00) pesos per month Combat Duty Pay that the members of the AFP assigned
in field units are entitled to.

The following personnel are qualified to receive Combat Incentive Pay:

1. Uniformed personnel of combat, combat support and/or combat service


support units of the Philippine Army, Philippine Navy and the Philippine Air Force who
figure in actual combat, to include those who become victims of enemy liquidation or
partisan operations while on official duty, subject to conditions/parameters contained in
Section 5 of SOP Nr 13 dated 06 August 2008 with Subject: Combat Incentive Pay.

2. Uniformed personnel of the Technical Administrative Service (TAS) who


become subject of hostile fire while performing duty in a given area, subject to
conditions/parameters discussed in Section 5 of the above mentioned SOP.

The following personnel are not qualified to receive Combat Incentive Pay:

1. Unless subjected to direct or indirect hostile fire and ensuing reaction does not
constitute violation of Articles of War such as desertion and cowardice, uniformed
personnel:

a. Who helped plan out and/or execute a combat operation by:

1) Designing, coordinating and directing movements,

2) Shuttling or transporting operating troops,

3) Providing intelligence and route security and

4) Performing reconnaissance and Forward Observer (FO) missions.

b) Whose task was limited to influencing the outcome of an operation through


the following activities:

1) Establishing check points and blocking positions,


2) Providing supporting roles such as in creation of buffer zones, ruses
and diversions and

3) Rendering supporting fires.

c. Whose mode/nature of contact with the enemy are as follows:

1) Seizure of an abandoned camp or an unguarded arms cache; and

2) Apprehension or negotiated surrender of an armed/unarmed enemy


personality.

2. Personnel who acted recklessly or disregarded an order deliberately as to:

a. Compromise an operation and/or safety of their colleagues.

during crisis situations where negotiation
is the standing option to resolve the
conflict.

Section 2- 4 Flying Pay

Authority:

1. Executive Order Nr 94, 50% of Base Pay of Officers and EP of AFP.

2. National Compensation Circular Nr 11 dated 01 Jul 1980, Subject: Flying
Pay of personnel of the Philippine Air Force whose duty requires regular and frequent
aerial flights. Any Officer or EP who holds an aeronautical rating and who, as a result
of holding such designation, is placed in flying status will receive flying pay equivalent
to 50% of current base pay. This circular shall apply to all Officers, staff members and
personnel of the Philippine Air Force whose duty requires regular and frequent aerial
flights whether as crew or non-crew members:

a. For Crew Members:

1) Any Officer or EP who holds an aeronautical rating and who, as a result of


holding such designation is place on flying status.

2) Any Officer who holds a designation as flight surgeon or flight nurse and
who, as a result of holding such designation is place on flying status.

3) Any Officer or EP who is assign to a course of instruction for qualification as


rated aircraft observer.

4) Any EP whose flying status orders specify that the duties performed are
essential to the accomplishment of the mission of the aircraft (EP must be first priority
in SRF 125-132).

5 For Non-Crew Members:

In general, non-crew members include any Officer or EP not included in the


category of crew-member but placed on flying status in accordance with regulations of
the Philippine Air Force.

Section 2- 5 Hardship Allowance

Basically a monetary incentive for military personnel assigned at stations and


places which are isolated and inaccessible by normal air, water or land transportation,
where there is a little or no opportunity for such military personnel to join their families
during their tour of duty and where the facilities within the station and the locality are
inadequate to provide the basic necessities of life.

Authority:

Circular Nr 3, AGPCR2, GHQ AFP GHQ, AFP dated 25 July 2001.

Also known as ―Loneliness Pay‖. Any of the following conditions or combination


of conditions should first be satisfied before entitlement of hardship allowance is
granted: (Annex B)

1. Condition I – the station/camp/site is inaccessible by a regular scheduled


means of military/or civilian transportation.

6 Condition II – Facilities for billeting,
messing, recreation, medical service,
light and water, mail and telegraph inside
the station/camp/area are inadequate
and there is no population center (barrio
and larger) within 200 km radius.

The monthly rates of Hardship Allowance are as follows:

Section 2- 6 Hazardous Duty Pay

Authority:

GHQ, AFP Circular Nr 06 dated 08 October 2004. Effective 08 October 2004,


Officers and Enlisted Personnel who are actually performing any of the hazardous
duties in this circular shall be entitled to Hazardous Duty Pay (HDP) equivalent to Fifty
Percent (50%) of the current rate of their monthly base pay, subject to the policies and
procedures prescribed hereunder and availability of funds:

a. Deep sea-diving

b. Mine sweeping

c. Air/sea rescue operations during typhoons or in rough seas

d. Terrain rescue operations during earthquakes and other natural calamities


and disasters.
e. Detection, identification, evaluation, rendering safe recovery and disposal of
Unexploded Explosive Ordnance (UXO) and Improvised Explosive Devices (IEDs).

f. Renovation of primers, boosters, fuses or similar devices that contain


sensitive explosives such as; mercury fulminate, lead azide, lead styphnate,
DiazoDiNitroPhenol (DDNP) and tetracene.

g. Preparation and testing lethal materials or devices such as explosive,


incendiaries, poison gases and radioactive materials.

h. Testing of new and dangerous equipment.

i. Explosive demolition whether done in the surface, sub- surface or under


water.

j. Handling of lethal agents such as nerve gases, blood gases, blister gases and
lethal biological agents.

k. Fire Fighting, when such is performed in a place where POL products,


ammunition or inflammable chemicals are stored.

l. Duty or assignments in the Kalayaan Group of Islands, Mangsee Island and


Scarborough Shoal.

m. Installation, removal, repair and modification of aircraft egress system.

n. Operation of physiological training devices to include compression therapy.

o. Intensive search of a place or area by Explosives and Ordnance Device


(EOD) personnel for unexploded ordnance of any type or caliber, Improvised
Explosive Devices (IED), mines booby traps, chemical/biological/ radiological materials
that are hazardous to life and property.

p. Disposal of unserviceable ammunition, explosives and ammunition


components either by detonation or burning.

q. Surveillance of unserviceable non-repairable ammunition with major and


critical defects and ammunition due for disposal to ensure its safety for continued
storage and handling.

r. Ammunition surveillance to determine their degree of serviceability and rate of


deterioration in compliance to AFPRG 400-031 dated 21 April l992, Subject: Security,
Maintenance and Surveillance of Ammunition in the AFP, the results of which to be
reflected in formats prescribed in Circular Nr 07, GHQ AFP dated 04 May 1993,
Subject: Disposal of Unserviceable Ammunition, Ammunition Components and
Explosives.

s. Demilitarization of ammunition and Improvised Explosive Devices (IEDs)


either as final dispositive action or preparation of training aids and static displays.

t. Construction of power distribution system, installation, inspection, servicing,


trouble shooting, repair and modification of high voltage electric distribution and
utilization equipment.

u. Exposure to radiation hazards while being in the vicinity of radioactive


material performing operations of radarscopes in the conduct of twenty-four (24) hour
air/naval surveillance, command and control and testing, trouble shooting, conducting
preventive maintenance of radar and its ancillary equipment powered by high voltage
electric and power network in the radar sites and Air/Naval Defense Operation
Centers.

v. Directly involve in the repair, installation and/or replacement of cables near


electrical power lines and antennas on towers and the maintenance, repair and
operation of microwave radios and power generating equipment by Signal Personnel
assigned at Terminal or Relay Stations.

Section 2 – 7 Incentive Pay

Authority:

1. Ras 2085, 3098 and 5338 (Incentive Pay to all Officers of the Medical
Corps).

7 GAA CY 1978 as implemented by GHQ,


AFP Letter Directive dated 03 May 1978,
Subject: Incentive Pay. An allowance of
Two Hundred (P200.00) pesos monthly
is granted to all Officers of the Medical
Corps and JAGS and One Hundred
(P100.00) pesos for Dental, Veterinary
and Nurse Corps Officers.

Section 2 – 8 Instructor’s Duty Pay

Authority:

1. Republic Act 9498, General Appropriations Act, FY 2008, and thereafter.

2. DND Circular Nr 04 dated 11 July 2008, Subject: Amending Department


Circular Nr 2 dated 04 May 2007, Omnibus Implementing Rules and Regulations of
Presidential Decree Nr 190 dated 11 May 1973, ―Creating the National Defense
College of the Philippines (NDCP)‖.

3. DND GHQ, OTAG PCRD Circular Nr 02 dated 15 June 2009 re Instructor


Duty Pay. As used in this Circular, the following terms shall mean and be interpreted
as hereunder indicated:

a. Instructor Duty – Duty assignment of an Officer or Enlisted Personnel of


the AFP, requiring such personnel to teach, convey or communicate
knowledge; supervise training activities or conduct research or perform duties
as training aide in one or more military and/or general subjects and to conduct
doctrine development related activities as basis for training in any AFP school,
training and doctrine center/unit as classified and enumerated in this Circular,
where said Officer or Enlisted Personnel is assigned/detailed.

b. Accredited AFP Training and Doctrine Schools/ Centers/Units are AFP


Training Schools/Centers/Units and Doctrine Centers accredited by the AFP
Education and Training Board and duly authorized by the Chief of Staff, AFP to
grant IDP to Officers and Enlisted Personnel of the AFP who are
assigned/detailed thereat to perform instructor duty therein.

c. Instructor Duty Pay (IDP) – A form of incentive allowance authorized for
military personnel performing instructor duty in any accredited AFP Schools and
Training Units and AFP or Major Service Doctrine Development Centers.

d. Actual Training Activities – Classroom or field instructions whereby a


military instructor shows or demonstrates to students how to do something,
giving them lessons, provides them with knowledge, insights or understanding
on a particular subject or supervises them in learning to do something in a
specific field of interest.

e. Training and Doctrine Management and Research Activities - are


supervision of classroom or field and/or doctrine development activities, that
includes training management by school commandants, instructors, deans or
academic training group heads, department heads, school directors and course
directors. It also covers other activities related to doctrine development like
research and formulation, test evaluation and validation to include management
and supervision of these doctrine-related activities. This does not include the
general administration of school or training units such as staff duties which are
only indirectly connected to classroom/field activities nor the organization of
routine duties such as OD, duty EP duties. This shall also include research
activities wherein an instructor makes a careful, systematic and patient study or
investigation in some field of knowledge in order to establish facts or principles.

f. Activities supportive to Training and Doctrine Development – Activities which


directly help in the conveyance of knowledge or skill to students and in doctrine
development such as:

1) Helping the instructor in the preparation of teaching materials or training


aides.

2) Helping the instructor as part of the demonstration team in classroom or


field instructions by performing duties as training aide.

3) Assisting the instructor in supervising the students in laboratory works.

4) Gathering data for the instructor’s lesson or research.

5) Involved in the development of doctrines or assisting doctrine


developers in their requirements in conducting research and development, test
evaluation and validation of doctrines.

g. Philippine Association of State Universities and Colleges (PASUC), an


accredited state universities and colleges in the Philippines.

Instructor’s Qualifications:

The minimum qualifications required for AFP personnel for assignments as


Instructor are as follows:

a. For Officer in the AFP Command and General Staff College:

- Must be a graduate of the Command and General Staff Course at the
AFPCGSC or of a similar course at a foreign Command and General Staff
College.

b. For a Military Officer in the Philippine Military Academy Academic Group

Tactics Group:
- Must be an Officer who specialized on the subject he shall teach.

c. For Enlisted Personnel in the Philippine Military Academy:

- Must be a specialist in the subject he is teaching, supervising or helping to


teach.

d. For Military Officers and Enlisted Personnel in all other AFP Schools:

- Must be a graduate of the course or must have specialized on the particular


subject he shall teach.

e. For Military Officers and Enlisted Personnel in the Doctrine Centers:

in doctrine development projects.

Personnel to Receive IDP:

Commanders of respective accredited AFP Training Schools/Units and Doctrine


Centers in GHQ and AFPWSSUs are authorized to issue orders designating qualified
personnel on an instructor duty status and to terminate such status. Major Service
Commanders are, likewise, authorized to issue such orders for the other AFP Training
Schools/Units and Doctrine Centers under their jurisdiction, or delegate such authority
to the commanders of the training schools/units and doctrine centers.

Policies and Procedures on Payment of Instructor Duty Pay:

1. There shall be an accreditation system whereby specific AFP Training


Schools/Units and Doctrine Centers must be evaluated and accredited by the AFP
Education and Training Board and duly approved by the Chief of Staff, AFP before
their personnel would be authorized to receive Instructor Duty Pay.

2. The AFP Education and Training Board shall review semi-annually or


whenever necessary, the classification and listing of accredited AFP Training
Schools/Units and Doctrine Centers and recommend to the Chief of Staff, AFP the
exclusion of inactive or deactivated training schools/units or doctrine centers and the
inclusion of activated ones. This will be covered in an appropriate GHQ directive
prepared under the cognizance of the DCS for Education and Training, J8.

3. Evaluations/Inspections of Training Schools/Units and Doctrine Centers to
determine its accreditation/upgrading shall cover the following:

a. Order/Authority of the school’s or doctrine’s activation

b. School or doctrine centers facilities/training equipment

c. Sources of students

d. Curriculum/POI of courses offered

e. Courses/Training objectives

f. Instructor’s Profile

g. Relevance of Doctrine Development to training

4. Any request for amendments of the listed accredited Training Schools/Units


and Doctrine Centers must be submitted in writing by the Major/Technical Service
Commanders/Chiefs or Commanders of AFPWSSUs to the Chief of Staff, AFP (Attn:
Office of the Deputy Chief of Staff for Education and Training, J8).

5. The classification of accredited Training Schools/Units and Doctrine Centers


shall be reviewed semi-annually (every June and December) or whenever necessary.
GHQ will publish changes, if any, after the review.

6. The ratings of IDP shall be categorized as follows:

a. All military personnel who are assigned with the primary AFP Training
Schools/Units and Doctrine Centers and are performing activities as defined in
paragraph 3d and 3e above shall be entitled to an IDP equivalent to twenty five
percent (25%) of their base pay, provided that they satisfy the aggregate minimum
monthly instructional load of forty eight (48) hours, to be computed as follows: One
(1) hour of actual classroom instruction is equivalent to one (1) instructional hour and
one and a half (1.5) hours of research work or two and a half (2.5) hours of
supervisory activities shall be considered as one (1) instructional hour.

b. All military personnel who are assigned with primary AFP Training
Schools/Units and Doctrine Centers and are performing activities supportive to
classroom or field teaching and doctrine development as specified in paragraph 3f
above shall be entitled to an IDP equivalent to ten percent (10%) of their base pay.

c. All military personnel who are on instructor duty in secondary AFP


schools and training units accredited to grant IDP shall be entitled to an IDP equivalent
to ten percent (10%) of their base pay.

7. Instructor Duty Pay shall be payable to military personnel of AFP Training


Schools/Units and Doctrine Centers as specified in the orders issued by Major
Services and GHQ (for TAS).

8. All personnel on instructor pay shall receive either the IDP or any of the
incentive pays: flying pay, hazardous duty pay, sea duty pay or combat pay, whichever
is higher.

9. Military personnel may be placed on duty/detail with an accredited training


school/unit for purposes of performing prolonged or extended instructor duties or
augmenting the teaching staff of the school when such instructional duty require a
teaching load of at least forty-eight (48) hours or a duration of at least one (1) month,
provided, that the number of personnel detailed is within the authorized number of
personnel authorized to receive IDP.

10. Payment of Instructor Duty Pay (IDP) shall be made on a payroll or


individual voucher and shall be payable every month. A certification duty signed by the
Head/Superintendent of the school concerned shall accompany the payroll or voucher
at the time of payment.

11. Funds for this purpose shall be chargeable against Major Services and
GHQ and AFPWSSUs yearly appropriations. The payment of IDP must be supported
by the respective unit’s Personal Services (PS).

12. Those authorized to receive IDP must be on full duty status for at least
twenty days (20) of the month that IDP is being claimed. Those on official leave or
whose absences are authorized for more than ten (10) working days may receive IDP
in the amount proportionate to their actual duty days.

AFP Training Schools/units are classified into two (2) categories:

1. Major AFP Training Schools/Units – This includes schools whose personnel


on instructor’s day status are entitled to an Instructor’s Duty Pay (IDP) of 10% or 25%
of their base pay depending on the nature of their instructor’s duty. The following

Applies to military and civilian public health workers assigned in military


hospitals administering treatment for infectious diseases, those assigned in mental
hospitals, those who are exposed to radiation and those exposed to chemical/Toxic
substances in the laboratories and the like.

Authority:

AGPCR2 dated 31 August 2007, AFP Management & Fiscal Letter Nr 2007-05,
Full Implementation of Magna Carta Benefits of Public Health Workers (PHWs). This
AFP Management and Fiscal Letter provides revised policies and procedures for the
full implementation of the 25% rate of the monthly basic salary based on CY 2000
Base Pay for SG-19 and below, while the amount of P4,989.75 for SG-20 and above
for both military and civilian personnel shall be uniformly implemented effective 01
January 2007.

Procedures On Payments:

1. The concerned GHQ/Major Services/KBUs shall pay their respective PHWs out
of their fund allocation while, TAS PHWs assigned with major services shall claim their
Magna Carta at GHQ.

2. GHQ MFO/counterparts from the Major Services/KBUs shall issue Allotment


Advice to the recipient units based on the actual fund requirements pertaining thereto.

3. The full implementation of Magna Carta shall be guided by the following rates:

2. Certification by the Chief of Hospital that the duty had actually performed

3. Cos of the Units concerned shall issue certification on the following:

a) Roster of Troops

b) Other collateral entitlements of similar in nature are not received by


the concerned individual.

c) Concerned individual were not on leave, vacation or schooling.

4. Approval of Cos of Units concerned or his authorized representative in the


payment of HA, SA & LA.

5. Payment of differential for the Hazard Allowance for SG 19 and below for
civilian employees and Chief Master Sergeant and below for military personnel shall
be based at 25% of the CY 2000 base pay while SG 20 and above for civilian
employees and 2LT and above for the military personnel shall be paid on the fixed
amount of P4,989.75 a month.

6. Funding requirements for the differential pay of Magna Carta Benefits of


PHWs shall be charged to PS savings from the current year.

7. J1 – shall be responsible for the full implementation of Magna Carta of


PHWs in the AFP effective 01 January 2007.

8. GHQ MFOs/counterpart in the Major Services/KBUs – shall be responsible


for the fund requirements to effect the full implementation of Magna Carta. Thus, AFP
Management and Fiscal Letter shall take effect on 01 January 2007.

Section 2- 10 Parachutist’s Pay

Authority:

GHQ, AFP Circular Nr 8 dated 05 November 2003, grants fifty percent (50%) of
base pay for Officers and EP assigned or placed on Detached Service (DS) with any
designated Airborne Unit for training. To be entitled to parachutist pay, he must
satisfactory completed the Basic Airborne Course as prescribed by AFP Training
Directives and has satisfactory performed five (5) jumps from an aircraft in flight duly
certified by competent authority.

Section 2- 11 Productivity Incentive Bonus

Authority:

AFP Comptroller Letter Nr 98 dated 07 May 1997, Granting of Productivity
Incentive Benefit to military and civilian personnel of the AFP.

Grant of Productivity Incentive Bonus covers all deserving military personnel


and civilian employees of the AFP including casuals, temporary and full time
contractual personnel whose positions have been approved by DBM and whose
hiring have been approved by the CSC. The basis for the grant is the individual
personnel productivity and performance.

To be entitled, the personnel concerned shall have at least a Satisfactory


Performance Rating for two semesters (for enlisted personnel and civilian
employees) or one year (for Military Officer) immediately preceding the year in
which the incentive pay shall be released.

For military personnel, rating shall be based on their regular Officer


Evaluation Report (OER) and Enlisted Personnel Evaluation Marks (EPEM).

For civilian employees, the basis is the Performance Evaluation Report.

The total cost of incentive shall in no case, exceed the total amount of
P2,000 per occupied/filled position.

Personnel Outside the Coverage of PIB:

a. Personnel with pending administrative case shall not be entitled to the


said benefits. A pending administrative case shall be construed as follows:

1. When the disciplining authority has already filed a formal charge; or

2. In case of a complaint filed by a private person a prima facie case is


already found to exist by the disciplining authority. However, if the case is
finally resolved favor of the personnel concerned, he shall be entitled to the benefit.

b. Personnel due for separation / dishonorable discharge due to conviction by


disciplining authority or separation for the good of service.

c. Personnel on leave for at least three (3) months. This should be construed
as ninety (90) days shall be an aggregate of said number of days that employee has
not been coming in the official or producing result whether with or without pay, as
provided in AO Nr 161 dated 16 Dec 1994.

d. Personnel who have been absent without official leave (AWOL) for at
least one (1) month during the rating period covered shall not be entitled to the PIB.
However, if the employee has been cleared of AWOL he/she shall be entitled to the
benefit.

e. Personnel with incomplete rating for the period.

f. Personnel with less than one (1) year of continuous active military service
reckoned from 1 January of the year covered.

g. Personnel without specific assignment.

h. Military personnel who were given appraisal rating below 3.1

i. Civilian personnel who were given performance rating below 4.60.

Section 2-12 Radiation Hazard Pay

GHQ Letter Directive Nr 77-038 dated 10 March 1977. Effective 01 January


1977, Radiation Hazard Pay (RHP) is paid at 15% of pay of military personnel
assigned to AFP hospitals and dispensaries working directly with X-Ray machines,
Cobalt, Cesium or exposed to radio-active radiation except those already receiving
overseas duty pay, combat duty pay, flying pay, parachutist pay, specialist pay or
hazardous pay.

Section 2-14 Research Allowance for AFPCGSC Students

Authority:

a. Expenses of AFP Officers undertaking the regular CGSC at the


AFPCGSC for the following activities as specified shall be supported:

1) Per capita cost of P48,700.00 pesos per student from the Major
Services and Technical and Administrative Services (TAS) the per capita cost
of the Major Services (PA, PAF, and PN) will be released by OJ6 as Centrally
Managed Item (CMI) to AFPCGSC; those from the TAS (MC, NC, MAC, Corps
of Professor, Chaplain Service, Education and Training) fund with OJ8 as Direct
Support Fund (DSF). Additionally, the total cost will be based from their
respective actual number of students enrolled.

2) Support to Non-Resident Instruction Students (NRI-S). Training fund


support for NRI students shall be made available subject to the provisions of the
GAA for CY 2003 (RA 9206) setting a minimum of 3% of the total number of
participants to the course. The training cost over and above this level shall be
supported by OJ9 out of its yearly Retirees and Reservists Affairs Program
Funds;

3) Cost of research work, thesis writing and other incidental expenses of


not more than P6,100.00 pesos per CGSC student. For TAS, this will be
administered and supported by OJ1 and released to the AFPCGSC.

4) Indirect training Cost. The amount of P0.685M per class as indirect


training costs shall represent the support to training which will be needed prior
to the start of the class to prepare the administrative and logistical needs of
local and foreign students and shall be released by OJ8 as DSF.

b. Expenses of Foreign Students shall be supported as follows:

1. Per Capita cost shall be the responsibility of the Major Service or GHQ
that initiated the invitation.

2) OJ8 shall provide fund augmentation of not more that Fifteen


Thousand (P15,000.00) pesos per foreign student. This is to cover
subsistence support.

3) Indirect Training Cost for foreign students shall be included in the


P0.685M DSF.

c. The above-cited training expenditures shall be included by concerned


Program Directors at GHQ and the Major Services in their Annual Budget Program
(ABP) to ensure support for respective students.

d. The per capita cost of students from other government agencies – The
training costs involved for student-officers of the Philippine Coast Guard (PCG) shall
be the same as set forth in paragraph 1a above and shall be governed by the
provisions of the Memorandum of Agreement (MOA) between the AFP-DND and
PCG-DOTC.

e. Cost of foreign travel of AFPCGSC students – Until such time that the ban is
suspended, foreign travel shall not be allowed and supported in view of the
government’s prohibition to this effect and in the light of austerity measures in the
AFP.

f. General Line Officers recommended by the Major Services (including those


assigned with GHQ, U/Cs and AFPWSSU’s) to CGSC shall be supported out of their
respective appropriations.

g. DCS for Education and Training, J8 and other concerned J-Staffs, the Major
Services and AFPCGSC shall be responsible in ensuring that the support for the
above-cited activities are adequately provided on time. This directive shall take effect
01 January 2004.

Section 2-15 Sea Duty Pay and Additional Subsistence Allowance

Authority:

Circular Nr 5, HPN dated 22 April 2006, prescribes the policies and procedures
for the entitlement of Sea Duty Pay (SDP) and Additional Subsistence Allowance
(ASA) for naval personnel.

Policies:

Entitlements for emoluments under this Circular shall be governed by the


following principles:

1. Entitlement for SDP and ASA shall be strictly on a ―No actual performance of
Sea Duty, No SDP and ASA policy‖. SDP and ASA shall be utilized as Additional
Compensation for their vessels and other activated water craft and not for any other
purpose.

2. The rates of SDP and ASA shall be computed on a daily basis hence,
corresponding entitlements to SDP and ASA shall be in proportion to the duration of
the actual performance of duties aboard ships/vessels.

3. Those units which ideally are embarked aboard ships not limited to Naval
Task Forces but actually situated ashore and its personnel are performing duties
ashore are entitled to SDP and ASA respective of the specific duration at the time
when they actually perform duties aboard the ship.

4. Those personnel who are entitled to SDP/ASA and other incentive pays shall
have the option to choose whichever is higher to the exclusions of the other.

5. Payment of SDP and ASA shall be based on a progressive/graduated
schedule rate vis-à-vis the immediate succeeding paragraph.

Entitlements:

Subject to the policies and procedures prescribed in this Circular and to the
availability of fund, the following military personnel may be entitled to receive SDP and
ASA subject to a graduated scheduler rate depending on sea duty status and duration
of actual performance of duty aboard ship:

1. Personnel on Regular Sea Duty – the following military personnel may be


entitled to receive SDP not exceeding twenty five percent (25%) of their monthly base
pay and ASA equivalent to P2.00 pesos per day for Commissioned Officers and P1.00
peso per day for other naval personnel:

a. Those regularly assigned with a commissioned vessel or small craft in


service with the PN.

b. Those assigned with unit actually embarked aboard a commissioned


vessel or small craft.

c. Those assigned with floating dry docks, floating cranes, barges and
other similar vessels that are non-self propelled stationed outside Cavite/Manila
area based on the authorized manning requirements.

d. Those detailed with indigenous watercraft, speed boats, yacht and


other similar vessels having gross displacement at least three (3) tons and have
been in the service with the Philippine Navy and officially activated by this
Headquarters for Environmental Watercraft (EW) above fifteen (15) tons and by
Naval Forces; Major/Support/Special Units for Environmental Watercraft (EW)
below fifteen (15) tons, provided, such EW are on Ready for Sea (RFS)
operational status.

2. Personnel on Intermittent Sea Duty – the following military personnel may be


entitled to received SDP and ASA proportionate to the specific number of days of
actual performance of duty aboard ship:

a. Those on DS/TDY with a commissioned vessel or small craft in


service with the PN.

b. Those detailed with commissioned vessel of other government


agencies on account of official arrangements with the Philippine Navy.

c. Those detailed with machinery repair teams of the Patrol Force,


Service Force, Assault Craft Force, Philippine Fleet and Naval Shipyard when
they embark aboard unit afloat to conduct repairs. Provided, however, that they
will be performing their designated tasks aboard ship, provided, further that
vessels/craft under machinery repair are not under custody for repair at Naval
Shipyard facility/industrial area.

d. Those detailed with commissioned vessels or small craft for the
purpose of naval training.

e. Those detailed with mobile training teams of the Fleet Training Group
of the Philippine Fleet and the Fleet Readiness Evaluation Group of the Ready
Force when conducting training and evaluation, respectively, aboard ship.

f. Those detailed as members of the prize crew of non-PN vessels.

3. Special Provisions:

a. As additional compensation for Officers who have been awarded the


Command-at-Badge and included in the Pool of Cos by competent authority,
they may be entitled to have an SDP equivalent to twenty five percent (25%) of
their monthly base pay, subject to the living conditions:

1) They must be physically fit as certified by The Chief Surgeon


Navy (TCSN) to command any commissioned vessel of the Philippine
Navy in case their services are needed; and

2) That they must render at least three (3) hours a month aboard
ship as drill evaluators on shipboard evolutions as certified by Naval
Force Commander, Philippine Fleet or Commander, Naval Task Force
whichever is appropriate.

b. As additional compensation for EP who were designated as Boat


Captains for at least five (5) years, they can avail of the SDP equivalent to
Twenty Five percent (25%) of their base pay (old rate), subject to the following
conditions:

1) They must be included in the Pool of Boat Captains approved


by CPF through the recommendation of CACF.

2) They must be physically fit as certified by TCSN and ready to


assume as Boat Captain in case his services is needed.

3) That they have served as drill evaluators on shipboard


evolutions for at least three (3) hours a month aboard Category 1 vessels
or small craft as certified by CACF or Commander, Naval Task Force
whichever is appropriate.

c. Whenever a vessel including non-self-propelled had been declared not


Ready for Sea (NRFS) or non-operational and continues to be in that status for
a period of more than six (6) months, sea duty pay of all personnel on board
shall be reduced to 12.5% of their Base Pay, if the Flag Officer in Command,
PN determines through a Board created for this purpose that the cause of delay
of repairs was due to the fault of ship personnel. As soon as the vessel is again
ready for Sea (RFS) operational, payment of previous regular sea duty will
resume upon orders from this Headquarters.

d. Sea Duty Pay of all Philippine Navy Personnel on board floating dry
dock, floating cranes, barges and other similar vessels that are non-self
propelled and are stationed within Manila/Cavite areas, shall be entitled to sea
duty pay equivalent to fifteen (15) days for every month.

Section 2-16 Special Counsel Allowance

Authority:

Special Counsel Allowance.

In consonance with the provision of Section 42, General Provision, Republic Act
Nr 10352 dated 28 December 2012 regarding the granting of Special Counsel
Allowance (SCA) for lawyers and personnel designated to assume the duties of a legal
Officer and those in the legal staff of departments, bureaus and offices of the National
Government deputized by the Office of the Solicitor General to appear in the court as
Special Counsel in collaboration with the Solicitor General or prosecutors concerned
and personnel who are graduates of Bachelor of Laws (LLB) and are involved in the
administration of military justice, the authorized rate of Special Counsel Allowance
(SCA) shall be increased from Four Thousand (P4,000.00) pesos to Five Thousand
(P5,000.00) pesos per month. The funds necessary to implement this Directive shall
be chargeable against the savings in the appropriations. This shall be made effective
as of 01 January 2013.

Section 2-17 Specialist Pay

Authority:

Above publications prescribed that military and civilian personnel authorized to


travel abroad shall be granted WCA of $400.00 provided that such WCA shall not be
availed of more than once in every 24 months.

Section 2-19 Year-End Bonus and Cash Gift

Section 2-20 Five (5)-Day Commutation Leave of Military Personnel

Authority:

Letter Directive Nr 22 dated 26 November 2007, Subject: Commutation of


Leave of Military Personnel for CY 2007. Every military personnel shall be granted a
5-day maximum commutation of leave for CY 2007 unless he executes a written notice
waiving his interest for this claim. The formula for the computation of entitlement shall
be as follows:

CLB = BP + LP
20.91667 x N

Where CLB = Commutation of Leave Benefits

BP = Base Pay
LP = Long Pay, and
N = Number of days for Commutation

Commutation of Leave claims shall be treated as collateral entitlements, hence,


appropriate orders shall be issued by respective Adjutants where they are presently
assigned.

Funding requirements for this purpose shall be charged against their respective
unobligated Personal Services (PS) Balances of concerned GHQ/Major
Services/KBUs for CY 2007.

Section 2- 21 Grant of Uniform/Clothing Allowance for AFP Civilian Employees

Authority:

AFP Management and Fiscal Letter Nr 2012-04, Subject: Rules and


Regulations on the Grant of Uniform/Clothing Allowance to AFP Civilian Employees.

DBM Budget Circular Nr 2012-1 dated 23 February 2012, Subject: Rules and
Regulations on the Grant of Uniform/Clothing allowance to Civilian Government
Personnel.

Section 40, General Provisions, Republic Act (RA) Nr 10155, FY 2012 General
Appropriations Act (GAA) provides that appropriations may be used for Uniform /
Clothing Allowance of employees at not more than P5,000.00 pesos per annum
subject to rules and regulations issued by the DBM.

Section 1 - Benefits and Privileges due to Active Military Personnel and their
Dependents

1. AFP Scholarship Program

14 AFPSLAI Scholarship and Educational


Assistance Program

The AFPSLAI Scholarship and Educational Assistance Program offers an


opportunity for direct dependents of AFPSLAI Regular members who are intellectually
capable but in need of financial assistance to pursue and complete baccalaureate or
vocational courses. The Program has provided them opportunities for education
through payment of tuition and miscellaneous fees, monthly stipend, books and board
& lodging expenses. Since its launching during the Association’s 29 th Anniversary, the
Program has taken in a total of 384 scholars (374 baccalaureate and 10 vocational
courses) coming from all parts of the country, distributed among the 21 Branch
Offices.

Qualifications:

- Sponsor must be an AFPSLAI Regular member in good standing.

- Aggregate annual family income must not exceed P570,000.00 pesos


inclusive of interest/dividend from savings deposit/capital contribution accounts in
AFPSLAI.

- Applicants of baccalaureate courses.

- Incoming regular freshman with a minimum General Weighted Average


(GWA) of 85% or its equivalent and with no grade lower than 80% or its equivalent
in any subject.

- Incoming regular sophomore with a minimum GWA of 2.0 or its equivalent,


with no grade lower than 2.50 or its equivalent in any subject.

- Applicants for vocational/technical courses must be a high school graduate.

15 PAFCPIC Scholarship Program

Immediate dependents of KIA (Killed-in-Action) military personnel can now


apply to the Scholarship Program provided that the KIA personnel was a PAFCPIC
member prior to his death and the date of death is from 25 April 2013 onwards (date
of approval of inclusion of this clause under the Scholarship Policy by the Board of
Directors). Applicants must be able to comply with the documentary requirements,
pass the pre-qualifying examination and interview with the Scholarship Committee
(SC).

Qualifications:

- Immediate dependents refer to a child of a married member and unmarried
sibling of a single member.

- KIA dependents are allocated 15% of the total annual quota. A ration of one
scholar-dependent to one-KIA-case will be allowed.

Reminders for Scholars & Sponsors:

PAFCPIC will only accept and process refunds or issue allowances to scholars
who have submitted COMPLETE documentary requirements;

a. Billing Statement/Assessment from college or university.

b. Proof of enrolment/Original Receipt with list of subjects to be taken.

c. Written Report on the experiences of the previous semester.

d. Grades/Class Cards.

The cut-off of submission of requirements is every Wednesday. Release of


tuition fee refunds is on Monday of the following week while issuance of monthly
stipend is every first Friday of the month at the Main Office and the following Monday
at the Satellite Offices.

PAFCPIC shall hold the release of entitlements unless scholars have complied.
A scholar who fails to submit the requirements within the deadline shall be sent a
written warning and may result to termination of scholarship grant and privileges for
non-compliance after the warning.

17 AFP Educational Benefit System Office


(AFPEBSO)

It is the primary Office that administers all Educational Benefit Program for
military personnel and their dependents:

Procedures applying for Scholarship:

1. Inquire at AFPEBSO through telephone, mail or personal visit to know about


the programs and benefits suitable for the applicant. You can also inquire from the
Unit’s Sergeant Major or the Unit Personnel Officer.

2. Get a list of complete documents and other requirements to be submitted for


the application of scholarship at AFPEBSO or on its website.

3. Submit complete documents and other requirements to AFPEBSO through


personal visit or main on or before the deadline set.

4. Only applicants who have submitted COMPLETE documents and other
requirements on or before the deadline set will be given the chance to be screened
and approved by the AFPEBSO Scholarship Committee.

5. Applicants will be notified by AFPEBSO regarding the status of their


applications through telephone, mail or email.

6. Approved applicants will be given a Scholarship Certificate or will be


requested to sign a Scholarship Agreement/Certificate of Undertaking with the
AFPEBSO. For Co-managed Programs, approved applicants will be given a copy of
the Endorsement Letter to be presented to the partner educational institution. (Annex
D)

provide members with decent wake and burial and help defray accompanying expenses on the part of the bereaved
families.

1. Qualified members are regular and associate members of PAFCPIC at insurable age of 18 years
to 50 years old and in good health condition.

2. Member-subscribers shall pay P50.00 pesos monthly premium or P600.00 pesos annually which
shall be deducted either from their payroll or any deposit accounts with PAFCPIC.

3. Insurance coverage is P100,000.00 pesos per member upon death regardless of the number of
years of subscription.

4. Associate members subscribing to the Program must submit a Medical Certificate or Certificate
of Good Health.

5. Failure to pay the monthly premium for three (3) consecutive months shall be a ground for
termination of insurance coverage or forfeiture of benefits.

d. PAPSI Assist Program – there are two (2) types of PAPSI Assist Program:
1. Social Services- assistance intended for individual members and their dependents such as but
not limited to donation or medical items/equipment such as wheelchairs, crutches, medicines and etc.

2. Socio-Civic Services – assistance extended to government and non – government / private


institutions / organizations with legal personality but not limited to donation of tangible assets.

28 PNSLAI

Capital Contribution Deposits – The Board of Trustees in its Special Board Meeting held on December 27,
2013 has approved the new policies on deposit scheme for the 1st semester of Calendar Year 2014 pursuant to Board Resolution
Number 2013-233 dated December 12, 2013 and Board Resolution Number 2013-238 dated December 27, 2013. Hereunder are
the special rules/guidelines principally on the subject of capital contribution, to include the aspects on Special Savings Deposit
Account (SSDA) and Savings Deposit corollary, thereto, thus:

a. Capital Contribution (CAPCON):

a. A member is authorized to make a one-time deposit of P30,000.00 pesos capital contribution for
the first semester of CY-2014 except for those who has already reached the maximum capital contribution as stated
above.
b. Qualified members whose total deposit for the 1 st semester of CY-2014 is less than P30,000.00
pesos shall be allowed to deposit an equivalent amount to complete the maximum amount of P30,000.00 pesos semi-
annual deposit.

c. The cut-off date of deposits for paragraphs 2a and 2b is until January 20, 2014.

29 A member has the option to deposit P5,000.00 pesos per


month or P15,000.00 pesos per quarter.

b. Special Savings Deposit Account (SSDA):

1. The Special Savings Deposit Account (SSDA) shall earn interest 8% per annum.

2. The deposits for the SSDA shall only come from the excess reduction of maximum capital contribution, as
stated in Item No. 5 following hereunder.

3. There shall be no migration/transfer from the other deposit accounts or direct deposits to SSDA.

4. All dividends and/or interest of Special Savings Deposit Account shall be deposited only in Savings Deposit
Account (SDA) or be withdrawn.

5. All Philippine Navy and Philippine Coast Guard personnel who retired in the year 2013 to make maximum
lump sum deposit of P2M to the SSDA from the proceeds of their retirement benefits.

30 Savings Deposit Account (SDA) – The savings Deposit


Account will continue to earn interest at 4% per annum. This
policy/scheme for capital is effective January 01, 2014.

Additional Conditions/Qualifications of Membership:

The Association shall allow the membership of minors thru their parents for the purpose of saving for the education of their
children. In cases where the grandparent makes the initial deposit to their grandchildren, the Association will require the consent
of parents of the children and designating the grandparents as co-depositor.

31 Pag-IBIG Fund Provident Benefits (SAVINGS) Program

The Pag-IBIG provident savings program is a fast, easy and affordable way for a member to save for his
future needs.

Pag-IBIG membership contribution rates shall be based on the monthly compensation of covered employees

A promotional loan package referred to as ―ULTRA‖ (Unique Loan That Really Assist the members) with the
lower interest rate of 9.5% per annum, another product for the regular and/or associate members of the Association to include the
PN, PCG and other AFP Pensioners. This financial assistance loan is a short term loan at a cheaper rate. Members with existing
loans but has remaining Net Take Home Pay (NTHP) and those members who do not have outstanding loans can avail of this

NTHP) payable in six (6) months up to twenty four (24) months with an interest rate of 9.5% per annum lower than the

Multi-Purpose Loan (MPL) Program can be availed by active military personnel of the AFP.

The following are the terms and conditions of availing MPL:

- Loan entitlement shall be equivalent to 75% of the total refundable contribution to RSBS

- Loanable amount of P30,000.00 to P100,000.00 (in multiples of P5,000.00) provided, that the member-
borrower should have at least sixty (60) months of accumulated contributions to RSBS

- Interest rate of eight percent (8%) per annum

- Term of 1 year or 2 years w/ 2 months grace period

- Net Take Home Pay as set by the Major Services

- Payment is through salary deduction or deduction from the refundable contributions to RSBS

- Re-availment of loan shall be allowed after payment by the member-borrower of at least fifty percent (50%)
of the outstanding principal loan and based on the condition that the member-borrower has not defaulted in the payment
of any monthly amortization; otherwise, the delinquent borrower shall be restricted from renewing his/her loan availment

- Non-remittance of the total loan amortization shall likewise subject the employer with a penalty of one-tenth
of one percent (1/10 of 1%) per day of delay of the amounts payable from the date the loan amortizations or payments
fall due until paid.

- Purchase of a fully developed lot or adjoin lots not exceeding 1,000 sq.m. within a residential area

The monthly amortizations may be paid through any of the following modes:

- Salary Deduction (whenever feasible);

- Issuance of post-dated checks;

- Collection Servicing Agreement with accredited developers;

- Over-the-Counter;

- Auto debit arrangement with banks;

- Any other collection system which Pag-IBIG Fund may implement in the future.

Processing Fee: P3,000.00 – (P1, 000.00 to be paid upon filling of the loan application and is non-refundable and
P2,000.00 to be deducted from the loan proceeds).

d. Insurance:

Mortgage Redemption Insurance (MRI) – For tacked loans, the principal borrower and his co-borrower/s shall each be
covered by the MRI to the extent of their individual loan entitlements:

- Interim Coverage – Effective on the date of issuance of the Notice Approval (NOA) or letter of Guaranty (LOG) by the
Pag-IBIG Fund.

- Regular Coverage – Effective on the date of loan takeout.

Fire and Perils Insurance:

Effective on the date of loan take out. Fire insurance covers loan with housing components only.

Default: Failure to pay any three (3) consecutive monthly amortizations and other obligations on the loan.

Effect Of Default:

- At point of default, the outstanding loan together with the accrued interest, penalties, fees and other charges, shall
become immediately due and demandable.

Pay partial processing fee of P1, 000.00 (non-refundable)

- National Capital Region (NCR) Properties: To be filed at any of the following Pag-IBIG Offices: Manila, Imus, Kamias,
and JELP Business Solutions Building, 409 Shaw Blvd., Mandaluyong City.

- Principal properties: To be filed at the Pg-IBIG Office nearest the subject property.

- Processing Period: 15 working days (Inclusive of Credit Investigation and Property Valuation).

3. Receive your Notice of Approval/Letter of Guaranty and sign your loan documents.

- NOA will be released ONLY to the borrower or to the Attorney-In-Fact for the Overseas Filipino Workers members provided
with Special Power Attorney.

4. Accomplish your NOA requirements for the check release. You are given ninety (90) calendar days to the following:

For purchase of House and Lot/Purchase of Condominium Unit/ Purchase of Lot:

- Give LOG to the seller

- Proceed to the BIR for payment of Capital Gains Tax and Documentary Stamp Tax. The BIR will issue Certificate of
Authorizing Registration

- Proceed to the Local Government Unit (LGU) for the payment of Transfer Tax

- Proceed To the Registry of Deeds (RD) for the transfer of the title and annotation of mortgage

- Proceed to the LGU for the transfer of Tax Declaration

For purchase of House and Lot Mortgage with Pag-IBIG Fund:

- Proceed to the Bureau of Internal Revenue for payment of Capital Gains Tax and Documentary Stamp Tax. The BIR

Refund of Pag-IBIG Fund Contributions:

A member may withdraw his Total Accumulated Value (TAV) or savings after twenty (20) years of membership with the
Fund and after having made a total of 240 monthly contributions. A member may also withdraw his savings under any of the
following valid grounds:

a. Retirement

- Early retirement at age 45

- Optional retirement at age 60

- Mandatory retirement at age 65

b. Permanent departure from the country

c. Permanent or total physical disability

d. Insanity

e. Termination from service by reason of health

f. Death of the member

g. Optional withdrawal at 10 years or 15 continuous years of membership

- A member who registered under RA 7742 may be allowed to withdraw his TAV after 10 or 15 years continuous
membership.

- A member who registered under RA 9679 may be allowed to withdraw his TAV after 15 years of continuous
membership.

h. Other causes as may be provided by the Board of Trustees

This directive applies to all beneficiaries/heirs of military/CAA/CVO personnel


who were killed in action (KIA) and personnel with Total Permanent Physical Disability

Authority:

1. Pronouncement from the Office of the President that military/CAA/CVO


personnel who were killed in the action (KIA) and/or with the total permanent physical
disability (TPPD) will be given free house and lot unit.

2. Three (3) MOAs between PMS and AFP dated 20 Dec 2000, 28 Nov 2001;
and May 2009.

3. MOA between the PCSO and AFP dated 13 Jul 2004.

4. Presidential Management Staff (PMS) Letter to CSAFP dated 08 October


2012.

5. GHQ, AFP, AFPREO/OTAG, AFP Housing Directive No. 01 dated 31


October 2012 re Policy and Procedure for Awarding House and Lot Unit to
Beneficiaries/Survivors of Military/CAA/CVO Personnel Killed-in-Action (KIA) and with
Total Permanent Physical Disability (TPPD).

Policies and Procedures:

1. The overall administration in the awarding of house and lot units to the
beneficiaries and survivors of KIA and TPPD military/CAA/CVO personnel shall be the
responsibility of the Chief of Staff, AFP.

2. The Major Services shall initially screen/assess/evaluate the lists of


KIA/TPPD military/CAA/CVO personnel with their respective beneficiaries and submit
to DCS for Personnel, J1 which in-turn submit same to PMS through the Office of the
President Assistance to Military Affairs (OPAMA) and AFP Housing Board.

3. Beneficiaries through their survivor Officers shall submit requirements to their


respective Major Service Housing Board (MSHB) accomplishing all forms indicating
therein, the preferred permanent location of house and lot.

4. The AFPHB should advise the beneficiaries in the same region so as not to
result in the displacement of their work and their children’s school. If the beneficiaries
are residing in Luzon, they should be given the option to avail of housing units within
the said region.

5. The AFPHB must coordinate first with the NHA and link the beneficiaries on
the available housing sites being offered by NHA before linking them with private
developers/contractors. Beneficiaries must sign a certification to this effect.

6. Beneficiaries of KIA/TPPD military/CAA/CVO personnel shall be allocated


with house and lot units worth One Hundred Eighty Thousand Pesos (P180,000.00).
Beneficiaries who may wish to avail of housing units with cost higher than

P180,000.00 PSF assistance must present a proof that they have the capacity to pay
the equity. The equity must be payable at least five (5) years.

7. Beneficiaries/heirs may acquire the housing units through purchase from


government housing agencies/private developers, construction or improvement of
housing units in the beneficiaries’ acquired/owned lot through ―pakyaw contract‖ or to
be constructed by the beneficiaries/AFP

8. Only legitimate beneficiaries’ survivor is authorized to be awarded house and


lot units and shall sign a ―Contract of Undertaking that he/she will not sell/transfer the
awarded house and lot units within ten (10) years. In case of purchase of house and
lot, it should include in the titling the name of the children. The AFPHB must annotate
the said prohibition at the back of the house and lot to ensure the beneficiaries’
commitment not to dispose the same.

9. The following are the requirements for awarding of house and lot:

a. For Killed in Action (KIA),Total Permanent Physical Disability ( TPPD), of


Military Personnel:

- Spot Report

- Certificate of authorized beneficiaries issued by the Service Records


Center

- Death Certificate for KIA, TPPD orders for TPPD personnel

- Certificate of Completion and Acceptance of the beneficiaries

- Picture of beneficiary with the house and

- Inspection report by AFPREO.

b. For Killed in Action (KIA)/TPPD of CAA/CVO:

- Appointment Order

- Spot Report

- Certificate of the authorized for KIA, TPPD Orders for TPPD personnel

- Death Certificate for KIA, TPPD Orders for TPPD

- Picture of beneficiary with the house

- Certificate of Completion and Acceptance of the beneficiaries and;

- Inspection Report by AFPREO.

10. The beneficiaries must sign the Certificates of Completion and Acceptance
upon their inspection of the 100% completion of their housing units. The housing units
should be in good condition before the signing of the certificate.

11. The AFP should pay the contractor/developer only upon AFPREO’s
validation of the 100% completion of the housing units and signing of the Certificates
of Completion and Acceptance by the beneficiaries.

12. Formal awarding/turn-over of house claim is date of death. The first to


comply with the requirement will be given preference.

Responsibilities:

1. The AFP Housing Board as recommended by the Executive Committee shall


recommend to the Chief of Staff, AFP the beneficiaries of KIA/TPPD military/CAA/CVO
personnel entitled to own a house and lot unit.

2. The AFPHB through AFPFC shall act as funds custodian and administer the
support provided by the government for this purpose.

3. The AFPHB shall submit Disbursement Report and Status of Funds to


Accounting Office.

4. Chief Office of the Internal Auditor (OTIA) conduct audit annually and submit
report to CSAFP.

5. AFPREO is responsible for making coordination with any government and


private housing financial institutions for the housing units and lots of this purpose.

6. AFPREO shall process, evaluate and determine the proper documentation


submitted by MSHB and shall recommend approval to the Chief of Staff, AFP.

7. MSHB shall process, evaluate, screen and compile all pertinent legal
documents and shall submit it to AFPHB through AFPREO.

On- Base Housing Program

The AFP On-Base Housing Program is primarily focused on providing living


quarters to active members of the AFP inside military camps.

It is principally focused towards providing living quarters to active members of


the AFP inside military camps utilizing the limited housing funds for the construction,
repair and maintenance.

Major Service/Unit Housing Boards assign quarters to Officers and Enlisted
Personnel subject to the following criteria:

a) For eligibility, any married military personnel in the active service, who is a
head of the family, to include military personnel who are widows/widowers but heads
of their families.

b) For priorities – priorities in the assignment of quarters shall be responsible of


the Major Service Commanders through their MSHB, subject to the following orders:
seniority, maximum presence and date of application.

c) In the assignment of quarters, the Post Commanders shall consider the


grade of the applicant. Except for Officers entitled to a positional quarters, no military
personnel shall be allowed to occupy more than one quarters regardless of location.

d) The rent of military quarters is equal to the quarter’s allowance (QA) of the
occupant.

Off-Base Housing Program

The Off-Base Housing Program is aimed to assist the AFP personnel to have
houses and lots of their own, undertaken jointly by private developers and other
government agencies.

One of the major efforts along this line is the Proclamation of unused portions of
military camps for Off-Base Housing purposes. This effort does not involve
government funds, only government assets.

Awarding of housing units shall be by order of priority as follows:

a. 1st priority – Married military personnel including widow, widower, separated


or divorced in the active service who have no house or lot of their own.

b. 2nd priority – Single military personnel in the active service but head of the
family who have no house or lot of their own.

c. 3rd priority – Retired married military personnel who have no house or lot of
their own.

d. 4th priority – Married civilian personnel of the AFP who have no house and lot
of their own.

e. 5th priority – Married military and civilian personnel in the active service who
already own a real estate property.

f. 6th priority – Single civilian personnel of the AFP who have no house or lot of
their own.

1. Modified Basic Insurance – insurance plan designed particularly for regular members:

- has Member’s Equity which will be given to the member upon retirement or separation from the military
service

- has disability benefit

- has natural death benefit equal to face amount of insurance plus member’s equity and earned cash value at
the time of conversion

- has accidental death benefit equal to 150% of face amount of insurance plus member’s equity and earned
cash value at the time of conversion

- has KIA death benefit equal to 150% of face amount of insurance plus member’s equity, earned cash value
at the time of conversion and P50,000.00.

2. Special Group Term Insurance – insurance plan for regular members subsidized by the government:

- the government pays P6.00 per month per member and the member pays P6.00 per month

- coverage of P16,000.00 for natural deaths and P32,000.00 for members killed-in-action (KIA)

- with disability benefit

- with funeral benefit of P1,000.00.

3. Additional Insurance:

a. Endowment at age 56 – a life insurance, savings and investment plan for regular members 55 years old
and below:

- 100% maturity benefit when member reached age of 56

- with dividends starting on the 4th year

- with disability benefit

- double insurance benefit in case of accidental death

- with funeral benefit of P10,000.00.

b. Whole Life Plan – lifetime insurance protection which guarantees biggest amount of protection at minimum
cost:

- Both for regular and associate members

c. 20 Pay Life – lifetime insurance coverage payable only in 20 years:

- Both for regular and associate members

d. Endowment Plan (10,15,20 Years):

- Insurance protection for a specified period and payable in the same given period

- 100% maturity benefit

b. AFPGEN

1. Motor Car Insurance – provides financial protection to motor vehicle


owners against the loss of or damage to a motor vehicle; and legal liability to third
parties and/or passengers for death, bodily injury and damage to property.

Types of Coverage:

a. Compulsory Third Party Liability (CTPL) – is provided for by PD 612, making


compulsory the motor vehicle insurance against third party liability death and bodily
injuries. The CTPL coverage is a requirement before the registration and operation of
any motor vehicle. The minimum required coverage can be increased as requested
through Excess Third Party Bodily Injury/Death Cover Liability (ETPL).

b. Third Party Liability/Property Damage – the insurer will pay all sums (subject
to the schedule limits of Liability) necessary to discharge liability of the assured in
respect of accidental damage to property not be longing to or held in trust by, or in the
custody or control of the assured or any member of the assured’s household or being
conveyed by the insured vehicle as a consequence to the operation of the vehicle.

c. Loss of Damage – this coverage specifies the protection afforded the assured
in so far as his vehicle is concerned. It covers all accidental damages, malicious
damages by any third person (other than an employee of the assured to the insured
car and/or its accessories and spare parts (excluding mechanical breakdown and wear

and tear but including damage resulting from these causes when such resultant
damage is caused by accidental means.

d. Theft – this covers loss or damage arising out of burglary, housebreaking or


theft.

e. Force Majeure (acts of nature) – this provides indemnity (benefits) for loss
resulting or solely from bodily injuries caused by external accident causes while the
Insured/authorized driver or any of his or her passengers are riding in, boarding or
alighting from the insured vehicle.

aircraft and while riding as a passenger of any two-wheeled vehicle with sidecar
(tricycle).

Classification of Accident Insurance

Direct Losses:

a. Accidental loss of life resulting from injuries sustained by the individual.

b. Accidental loss or limbs or sight. Limbs may be severe or permanently


disabled, or eye blinded out of injuries sustained by the individual.

Indirect Losses:

a. Loss of income as a result of injuries sustained from the accident, the


individual may be disabled for some time, either totally or partially. He may be confined
in the hospital or bedridden at the house in which case he is unable to engage in his
usual means of livelihood.

b. Medical expenses incurred for the medical management of the injuries


sustained from an accident.

Bonding coverage to the obligee, such as the AFP and PNP to indemnify them
for the losses incurred in the event of the contractor or supplier to whom the contract

Covers the possible liability claims from guests, neighbors and other third

66 Micro Insurance

Assistance and Family Protection

Insuring Agreement: On the basis of the Insured’s payment of premium,


subject to all provisions, terms and conditions of this policy, the Company agrees to
insure and indemnify the named Insured in the policy, based on the Schedule of
Coverage/Benefits, for loss and damage proximately caused by the risk insured under
the policy.

Description of Coverage:

Coverage A – Property

The Company will pay the Insured or his representative the amount of
P50,000.00 in annual aggregate for any loss or damage to insured property due to
accidental Fire and/or Lightning provided that such loss or damage will exceed the
amount of P5,000.00.

If the Insured, due to an accident, is hospitalized for at least one (1) month, the
Company will pay the Insured P3,000.00 per month for three (3) months to pay for
any loan amortization.

Hospital Cash Assistance

The Company will give a daily cash assistance of P500.00 per day of hospital
confinement (up to maximum of 30 days) to the insured if he/she is hospitalized due to
an accident. Hospital confinement shall mean in-patient stay/confinement in a hospital
for at least twenty four (24) hours.

Burial Cash Assistance

The Company will provide a cash assistance of P3,000.00 in case of death of


the insured and/or immediate members of the family due to an accident. An
immediate member of the family means the spouse and their children and/or the
parents if single.

7. Medical/Dental Services

Active military personnel and their dependents and members of CAFGUS can
avail of the free hospitalization benefits provided by the AFP Health facilities situated
in various parts of the country. These benefits include the following:

Objective

The Corporation shall implement a Quality Assurance Program applicable to all
health care providers for the delivery of health services nationwide. This program shall
ensure that the health services rendered to the members by accredited health care
providers are of the quality necessary to achieve the desired health outcomes and
member satisfaction. Thus, the Corporation is specifically mandated to ensure that:

1.The personal health services delivered, measured in terms of inputs,


processes and outcomes are of desired and expected quality.

2. The health care standards are uniform throughout the nation.

3. Acquisition and use of scarce and expensive medical technologies and


equipment are consistent with actual needs and standards of medical practice and that
the performance of medical procedures and the administration of drugs are
appropriate, necessary and consistent with accepted standards of medical practice
and ethics and respectful of the local culture. Drugs for which payments will be made
shall be for those included in the PNF, unless explicit exception is granted by the
Corporation.

4. Health care professionals of the accredited health care institutions possess


the proper training and credentials to render quality health care services to members
of the Program economy from the lower segment who do not qualify for full subsidy
under the means test rules of the DSWD.

5. Ensure that all government entities including LGUs issuing professional or


business license or permit shall require all applicants to submit certificate or proof of
payment of PhilHealth premium contributions, prior to the issuance of renewal of such
license or permit.

6. Encourage associations, charitable institutions, cooperatives, private non-


profit health insurance organizations/associations or individuals to mobilize funds for
the enrollment of as many persons who cannot afford to pay premium contributions.

7. Establish efficient premium collection mechanism.

8. Establish and maintain an updated membership and contribution database.

9. Conduct information campaigns on the principles of the Program to the


public and private accredited health care providers. This campaign must include the
current benefit packages provided by the Corporation, the mechanisms to avail of the
current benefit packages, the list of accredited and dis-accredited health care
providers, and the list of offices/branches where members cay pay or check the status
of paid health premiums.

10. To establish an office, or where it is not feasible, designate a focal person in


every Philippine Consular Office in all countries where there are Filipino citizens. The
office or the focal person shall, among others, process, review and pay the claims of
the migrant workers.

Members and their dependents are entitled to the following services, subject to
the limitations specified in the Act and as may be determined by the Corporation:

a. In-patient care:

These services packages shall be reviewed annually to determine its financial
sustainability and relevance to health innovations, with the end in view of quality
assurance, increased benefits and reduce out-of-pocket expenditure. Such review
shall include actual studies.

Excluded Personal Health Services

The Corporation shall not cover expenses for health services, which the
Corporation and the DOH consider cost-ineffective through health technology
assessment. The Corporation may institute additional exclusions and limitations as it
may deem reasonable in keeping with its protection objectives and financial
sustainability.

Entitlement to Benefits

Members and/or their dependents are entitled to avail of the benefits if either of
the following is met:

a. Paid premium contribution for at least three (3) months within the six (6)
months prior to the first day of availment; or,

calendar year.

In addition, the member is not currently subject to legal penalty of suspension


and has premium with sufficient regularity. The Corporation may issue other
requirements for entitlement to benefits as it deems appropriate.

The following need not pay the monthly contributions to be entitled to the
Program’s benefits:

a. Retirees and pensioners of the SSS and GSIS prior to March 4, 1995; and

Continuation of Entitlement and Benefits in Case of Death of Member

In case of death of the member, the dependents of the deceased member shall

end of the calendar year, whichever comes first.

Benefits of Members and their Dependents Confined Abroad

Members and/or their dependents shall be eligible to avail of benefits for


confinement/s outside the country: provided, that the conditions for entitlement under

this rules are met and the following requirements are submitted within one hundred
eighty (180) calendar days from the date of discharge:

a. Official receipt or any proof of payment and/or statement of account from the
health care institution where the member/dependent was confined; and,

The benefits to be granted shall be paid to the member in the equivalent local
rate based on the Level Three (3) hospital category with the applicable case-rate
payment.

Payment of Claims

The following provider payment mechanisms shall be allowed in the Program:

- Fee-for-Service payments

- Case Rate payments

- Capitation of health care professionals and institutions, or network of the


same including HMOs, medical cooperatives, and other legally formed health service
groups

- Global budget; and

- Such other provider payment mechanisms that may be determined and


adopted by the Corporation.

No Balance Billing for Indigents in Government Health Care Institution

- No other fee or expenses shall be charged to indigent in government


health care institution, subject to the guidelines issued by the Corporation.

- All necessary services and complete quality care to attain the best
possible health outcomes shall be provided to them.

- Health care institutions must give indigent members preferential access


to their welfare funds, which may be used to augment the benefit package provided, in
case of insufficiency to fully cover ll confinement charges.

- Health care professionals must not charge over and above the
professional fees provided by the Program for members admitted to a service bed.

Income Retention By Government Health Care Institution

Reimbursements paid to public facilities shall be retained by the individual


facility in which services were rendered and for which payment was made. Such
revenues shall be used to primarily defray operating costs other than salaries, to
maintain or upgrade equipment, plan, or facility, and to maintain or improve the quality
of service in the public sector.

Reimbursement and Period to File Claims

All claims for reimbursements or payment services rendered shall be filed within
a period of sixty (60) calendar days from the date of discharge of the patient from the
health care provider. The period to file the claim may be extended for such reasonable
causes as may be determined by the Corporation.

Guidelines on Payment of Claims

1. The health care provider shall submit the prescribed and completely filled up
PhilHealth claim forms and other documents required for processing:

a. The claim sent through mail or courier, the date of mailing stamped by
the post office of origin or date received by the courier service shall be considered as
the date of filing.

b. If the delay in the filing of claims is due to natural calamities or other


fortuitous events, the health care provider shall be accorded an extension period of
sixty (60) calendar days.

c. If the delay in the filing of claim is caused by the health care provider
and the benefits had already been deducted, the claim will not be paid. If the benefits
are not yet deducted, it will be paid to the member chargeable to the future claims of
the health care provider.

d. For any other means of filing of claims, such as but not limited to
electronic submission, the Corporation shall issue specific guidelines for the purpose.

2. The health care provider shall deduct from the total charges all expenses
reimbursable by the Corporation upon discharge of the patient. The payment of
benefits shall be made directly to the health care provider.

3. Health care providers are not allowed to charge for PhilHealth forms and
processing fees from the member when claiming reimbursement from the Corporation.

4. Direct filing of claims and payment to the member shall be allowed only for
confinements abroad; claims for adjustment of reimbursement, emergency in non-
accredited facilities or such other conditions as may be determined by the Corporation.

5. The Corporation shall penalized health care providers for claims attended by
any but not limited to the following circumstances:

a. Over-utilization of services

b. Unnecessary diagnostic and therapeutic procedures and intervention

c. Irrational medication and prescriptions

d. Fraudulent, false or incorrect information as determined by the


appropriate office

e. Gross, unjustified deviations from currently accepted standards of


practice and/or treatment protocols

f. Inappropriate referral practices

g. Use of fake, adulterated or misbranded pharmaceuticals or


unregistered drugs

h. Use of drugs other than those recognized in the latest PNF and those
for which exemptions were granted by the Board

i. Failure to comply without justifiable cause with the pertinent provisions


of the law, IRR and any issuances of the Corporation.

6. When the claim is denied, the amount of claim shall not be recovered from
the member.

7. All claim applications for drugs and medicines shall be in generic


terminology in conformity with DOH regulations and the law.

8. When the claims filed by a private health care institution indicate that its
bed occupancy rate exceeds its accredited bed capacity, such claim must be justified
in a notarized document, the contents of which shall be prescribed by the Corporation.
Otherwise, the same shall not be processed.

9. Any operation performed beyond the accredited capability shall be


considered a violation and a claim for such shall be denied by the Corporation, except
when the same is done in an emergency case or when referral to a higher category
health care institution is physically impossible.

10. Primary care facilities shall be compensated only for certain medical and
simple surgical operations as determined by the Corporation.

11. All claims for services filed by a health care institution after its category is
downgraded/ upgraded pursuant to this Rules shall be paid based on rates for such
downgraded/upgraded category.

12. All completed claims, except those under investigation, shall be paid within
sixty (60) calendar days from receipt of the Corporation.

13. Confinements of less than twenty-four (24) hours shall only be


compensated under the following instances:

a. If the patient is transferred to another health care institution

b. In emergency cases as defined by the Corporation

c. If the patient expired; or

d. Other cases as may be determined by the Corporation.

14. Claims of members confined in a non-participating health car institution shall


be compensated; provided, that all of the following conditions are met:

a. The health care institution is licensed by DOH

b. The case is emergency as determined by the Corporation; and,

PhilHealth Identification Number and Health Insurance ID Card

Consistent with the mandate of enrolling Filipinos into the Program, the
Corporation shall assign a permanent and unique PhilHealth Identification Number to
every member including each and every dependent of theirs. It shall facilitate the
issuance of a Health Insurance ID Card containing the PIN for purposes of
identification, eligibility verification and utilization recording. The issuance of this ID
card shall be accompanied by a clear explanation on the rights, privileges and
responsibilities of a PhilHealth member and the list of PhilHealth-accredited healthcare
providers.

The absence of the ID card shall not prejudice the right of any member to avail
of benefits or medical services under the Program.

This health insurance ID card with a corresponding ID number shall be


recognized as valid government identification and shall be presented and honored in
transactions requiring the verification of a person’s identity.

Replacement of Health Insurance ID Card

A member may request for replacement of the Health Insurance ID Card due to
loss or wear and tear upon payment of fees for the issuance of a new card.

Requirements for Registration of Members and Dependents

A person intending to register with the Program regardless of membership


category, shall submit to the Corporation a properly accomplished prescribed
Membership Registration Form, whereby the member shall certify the truthfulness and
accuracy of the information provided including the list of declared qualified legal
dependents. If warranted, the Corporation may require submission of supporting
documents. The same process shall be maintained for amendments/revision to any
submitted data of the member and/or dependents.

Emancipated Individual or Single Parent

Any person below 21 years of age, married or unmarried but with a child, shall
be enrolled as a member.

Remittance of Premium Contribution

Remittance of contribution shall be mandatory for all members. It shall be


made to PhilHealth offices or to any of the accredited collecting agents. Failure to
timely remit the appropriate premium contribution shall be subject to interest and
penalties as prescribed by the Corporation without prejudice to other applicable
penalties herein provided.

Effectivity: Membership shall take effect upon enrollment and payment of the
required premium contribution.

79 Tax Exemption For The Members Of The AFP

Authority: Republic Act No. 9040 dated 22 April 2001

An act exempting from tax certain allowances and benefits granted to the members of the Armed Forces of the
Philippines. The tax provides tax exemption of the AFP personnel’s collateral pay and collateral allowances, as well as other
benefits as provided by law.

The following Pay and Allowances of AFP personnel shall not be included in the gross income and shall be exempted
from taxation:

- Longevity Pay

- Mandatory Allowances – such as Cost of Living Allowance (COLA)

- Personnel Economic Relief Allowance (PERA) and Hazardous pay

- Collateral Pay – such as Specialist pay, Combat pay, Flying pay, Air Mechanic pay, Sea duty pay, Parachutist’s and
Hardship pay

- Collateral Allowances – such as Special Clothing Allowance, Cold Winter Allowance, Cold Weather Clothing,
Maintenance Allowance,

- Initial Enlistment/Reenlistment Allowance and Laundry Allowance

- Retirement Benefits, Pensions, Death and Disability Benefits

Section 2 – Benefits Of Retired Military Personnel

A. Retirement Pension

A monthly pay equivalent to 2 ½% for each year of active service rendered but
not exceeding 85% of the monthly base pay and longevity pay of the next higher grade
than the permanent grade last held; provided, that such retirement pay shall be
subject to adjustment on the prevailing scale of base pay of military personnel in the
active service; provided, further, that when he retires he shall be entitled, at his option,
to receive in advance and in lump sum his annual retirement pay for the first three (3)
years and thereafter receives his annual retirement pay payable in equal monthly
installments as they accrue.

Any military personnel (Officer/EP/EW) are entitled to receive retirement


pension who has rendered 20 years or more active honorable military service. (Note:
Civilian government service may be included for purposes of retirement; provided,
that he has rendered 10 years or more active military service, provided, that the
civilian service was prior to military service; and provided further, that no period of
such civilian government service longer than his active military service shall be
credited for purposes of retirement.

B. Disability Pension

Under RA 610, as amended, the Disability Pension is accorded to those who


have completed 20 years or more military civilian service and retired due to disability/
ailment /injury contracted in line of duty while in the active service of the AFP, with
Certificate of Disability Discharge (CDD

Vacation Leave and Sick Leave shall be cumulative and any part thereof which
may not be taken within the calendar year in which earned may be carried over to the
succeeding years, but when the military personnel shall voluntarily resign or is retired /

commutation of all accumulated vacation and sick leave to his credit.

D. AFPRSBS Contribution

A system to manage a trust fund which aims to establish an autonomous and


self-reliant funding scheme that will guarantee the payment of pension and gratuities in
perpetuity without relying completely upon the yearly appropriations. Officers and EP
in the active service shall contribute 5% of their monthly base pay deducted from their
pay from the AFP.

The following personnel are entitled to a refund of the contribution:

1) Officers/EP who are retired/separated shall, upon retirement or separation


be refunded in one lump sum of all his contributions to the System plus 4% interest per
annum up to 31 Dec 1995. Effective 1 January 1996, the interest earning shall be 6%
per annum.

2) Heirs of deceased military personnel.

Requirements for refund:

- Statement of Service

- Certificate of Deduction

- Retirement/Separation Orders,

- If deceased, posthumous retirement/separation orders and death


certificate

3) Section 26 of PD 1638- Retired military personnel who have rendered


civilian service and who have included said service in their total years of service for
purposes of retirement shall continue contributing 4% of their Base Pay to RSBS for a
period equivalent to the length of service rendered and credited for retirement
purposes.

E. Refund of Pag-IBIG Contribution

The retirees heirs/beneficiaries of deceased military personnel and other


military personnel attrition for various reasons can claim their contributions from the
Fund plus the employer’s share, thus immediately doubling their savings. The personal
contributions and employer’s counterpart earn fixed dividends of 7.5% per annum plus
variable dividends in case of surplus earnings by the Pag-IBIG Fund.

F. Educational Benefits Under PD 577

Any one of dependents of retired military personnel with 100% disability rating
can enjoy scholarship under this program.

Under Section 7, Art XVI, 1987 Philippine Constitution, the state shall provide
immediate and adequate care, benefits and other forms of assistance to war veterans
and veterans of military campaigns, their surviving spouses and orphans. Funds shall
be provided therefore, and due consideration shall be given them in the disposition of
agricultural lands of the public domain and, in appropriate cases, in the utilization of
natural resources.

A veteran is any person who rendered military service:

1. In the land, sea or air force of the Philippines during the Revolution against
Spain and World War II;

2. In the Armed Forces of the Philippines (AFP) as a member of the Philippine


Expeditionary Force to Korea (PEFTOK) and was honorably discharged;

3. In the Armed Forces of the Philippines (AFP) as a member of the Philippine


Civic Action Group (PHILCAG) and was honorably discharged;

4. In the Armed Forces of the Philippines (AFP) and has been honorably
discharged or separated after at least six years total cumulative active service
(pursuant to RA 6948) prior to 2006;

5. In the Armed Forces of the Philippines (AFP) but separated from service due
to death (Officers or Enlisted Personnel who were killed-in-action (KIA) or died in line-
of-duty (LOD);

6. In the Armed Forces of the Philippines (AFP) but separated due to disability
arising from a wound or injury received or sickness or disease incurred in line of duty
while in the active service (officers or enlisted personnel who with Certificate of
Discharge due to Disability (CDD) from the AFP;

7. For a minimum of six (6) years of military service in the Philippine


Constabulary (PC) which was then under the Armed Forces of the Philippines (AFP)
prior to integration in the Philippine National Police (PNP) in 1991 and was honorably
discharged;

8. For a minimum of six (6) years of military service in the Philippine Coast
Guard (PCG) when it was still part of the Philippine Navy and was honorably
discharged;

9. Rendered military service in the Armed Forces of the Philippines (AFP) and
has been honorably discharged or separated after at least twenty (20) years total
cumulative active service pursuant to RA 9396 enacted in 2006 (those enlisted in the
AFP after the enactment of the law) and was honorably discharged.

Pursuant to Section 5-h of Republic Act No. 7696 enacted in 1994, a veteran,
with or without a service-connected or non-service connected disability, upon reaching
the age of seventy (70) is deemed totally disabled with one hundred percent (100%)
rating and shall be entitled to monthly pension of One Thousand Seven Hundred
pesos (P1,700.00) plus Five Hundred pesos (P500.00) for the spouse and each
unmarried minor children. However, it was only in April 2010 that government was
able to include a provision for the payment of TAD pension for living WWII veterans.
The gap between the law’s passage and the time that government paid TAD pension
resulted in unpaid pension obligations, prompting PVAO to adopt the following order of
priority in the payment of TAD arrearages given the limited funds from the national
government:

Section 3 – Benefits of Separated Military Personnel

Benefits due to military personnel separated alive:

1. Separation Gratuity

a. An Officer/EP separated under Section 14. PD 1638 (military personnel with


less than 20 years active service who incurs in line of duty total permanent physical
disability) shall be separated from the service in the next higher rank grade he holds
and shall be entitled to monthly life annuity the amount of which shall be 50% of the
base pay computed on the basis of separation grade. Provided, that in the case of an
officer in the grade of Colonel/Captain (PN) and higher, the basis of computation of his
separation grade, provided, further, that such monthly annuity shall not be less than
P200.00 (Sec 19 PD 1638).

b. An Officer with less than 20 years accumulated service separated under


Section 10, (service in grade or attaining years of age) Sec 11, (action of the Efficiency
and Separation Board) Sec 12, (Deferred in promotion) and Sec 16, (Resignation) of
PD 1638 shall be entitled to a separation pay equivalent to one month base and
longevity pay of the permanent grade he holds for every year of active service. (Sec
20 PD 1638).

c. An Officer/EP with less than 20 years of accumulated active service


separated under Section 15 (Physical disability other than total permanent) shall be
entitled to lump sum separation pay equivalent to a month’s base and longevity pay of
his separation grade for every year of active service, provided, that in the case of an

officer in the grade of Colonel/Captain (PN) and higher, the basis of computation of his
separation grade shall be the grade next higher that his separation grade. (Sec 21 PD
1638).

d. An Officer/EP separated under Section 14 (less than 20 years of active


service who incurs in line of duty total permanent physical disability) shall receive in
addition to benefits under Sec 17 and Sec 19, a monthly disability pension of P 200.00
(Sec, PD 1638).

2. Reversion Gratuity

a. Reversion gratuity under RA 2334 for Reserve Officers who have rendered at
least 5 years continuous, satisfactory active commissioned service, provided, that any
period of service amounting to 6 months or more shall be counted 1 year, shall receive
reversion gratuity of one month base and longevity pay for every year of service.

b. Refund of RSBS, Pag-IBIG and MBAI contributions.

c. Commutation of accumulated leave/furlough under RA 611 & 1081.

Section 4 – Benefits of Survivors/Heirs of Posthumously Retired


& Separated Military Personnel

Death benefits are given to the legal heirs/beneficiaries (parents/spouse and


children) of deceased military personnel who died in line of duty while in the active
service of the AFP. (Annex E – Checklist Requirements for Death Benefit Claims)

Benefits due to the legal heirs:

1. Posthumous Separation Benefits

– If the military personnel dies before completing 20 years of active


service, his heirs/beneficiaries/survivors shall receive monthly annuity under PD 1044,
as amended, the amount of which is 50% of the next higher grade last held, plus death
gratuity under RA 610, as amended, in the amount of P 6,000.00 payable by PVAO.

2. Commutation of Leave

– the amount depends on the base and longevity pay of the grade last
held and the number of unused leave credit by the deceased.

3. Educational Benefits under the following institutions:

a) PD 577 – granted to dependents of deceased/incapacitated military


personnel who died or were incapacitated in line of duty effective 21 Sep 72. The

grant is good for 10 school years and is transferable to another dependent. However,
the ratio of grantee against the school population is 1 grantee per 2,000 students of an
institution.

b) HERO Foundation, Inc. (Help Educate and Rear Orphans) –


Educational grant in the form of financial assistance, of one (1) child of any one
legitimate child of military personnel who died or was permanently incapacitated in
battle or battle related incident from 01 Jan 86 onwards.

c) RA 6963 – as implemented by Circulars 18, GHQ, AFP dated 30 Oct


91, and this scholarship program provides free tuition and matriculation fees to one
legitimate child of military personnel who died or was permanently incapacitated in the
performance of duty for reasons of his/her office or position, on or after 04 Sep 91.
This scholarship shall be limited to Elementary, High School, Vocational and
Collegiate course in a non – exclusive institution only.

4. Cash Assistance from Alay sa Kawal Foundation (ASK)

The Alay sa Kawal (ASK) Foundation is steadfast in its commitment to


uphold the welfare of the soldiers and personnel of the Armed Forces of the
Philippines. The Alay sa Kawal various programs and projects for its beneficiaries are
the following:

a. Cash Assistance Program - each family is provided with a cash assistance


of P30,000.00 for both KIA and WIA. This follows the 2007 decision of the
Board to adjust the support received by each beneficiary due to higher cost of
living.

c. Livelihood Program – the objective of the livelihood program is to help


soldiers and their dependents that are living within the vicinity of military camps
to put up small business enterprises. This venture will help alleviate the
financial constraints experienced by soldiers and their families while in active
service.

d. Field Fellowship/Entertainment Roadshow - away from the comforts of their


homes and families, the hardships and sacrifices experienced by Filipino
soldiers is not something that is easily endured. The harsh, unfriendly and
often life-threatening environment can take its toll. Through the planned
relaunch of the Field Fellowship program, ASK Foundation aims to relieve the
hardships of separation and extend our sincerest appreciation to the troops
through music, dancing, and special appearances of entertainment
personalities.

Note: The Alay sa Kawal Foundation, Inc. (ASK) Office is located at Camp General
Emilio Aguinaldo, Quezon City.

5. Old Age Pension for Surviving Spouse - surviving spouse is automatically


qualified for old age pension regardless of age. Basic requirements for surviving
spouse to be submitted to PVAO, Camp Gen Emilio Aguinaldo, Quezon City are as
follows:

a. Proof of Service/Retirement Order

1. For WWII & AFP Veterans: Military Service Record from NRD,OTAG

2. For Philippine Scout: Enlistment Record & Report of Separation from


USVA

b. Proof of Birth (wife):

6. Special Financial Assistance (SFA) under RA 6963 – an act granting SFA


and benefits to families or beneficiaries of any military personnel or police or fireman
killed or permanently incapacitated while in the performance of his duty or be reason
of his office or position and for other purposes. The coverage of this SFA includes the
following:

a. Other military operations/actions like civic actions, disaster relief and rescue
operations, routine patrols sentinel/guard duties, etc.

b. It applies to police or military personnel who are killed while in the


performance of their duties or by reason of their positions, regardless of who
are the killers.

c. It applies to military personnel who, while on board a military vehicle en route


to a military and other similar operations, died or become permanently
incapacitated when such military vehicle meets an accident.

AFP Housing Directive Nr. 01 dated 28 February 2006, re Policy and Procedure
for Awarding House and Lot Unit to Beneficiaries/survivors of Military/CAA/CVO
Personnel Killed-in-Action (KIA) and with Total Permanent Physical Disability (TPPD).

Policies and Procedures:

1. The Major Services shall initially screen/assess/evaluate the list of KIA/TPPD


military/CAA/CVO personnel with their respective beneficiaries and submit to DCS for
Pers, J1 which in turn submit same to PMS through Office of the President Assistance
for Military Affairs (OPAMA) and AFP Housing Board (AFPHB).

2. Beneficiaries through their Survivor Officers shall submit requirements to


their respective Major Service Housing Board (MSHB) accomplishing all forms
indicating therein, the preferred permanent location of house and lot.

3. Beneficiaries of KIA/TPPD Military/CAA/CVO personnel shall be allocated


with house and lot units worth One Hundred Eighty Thousand Pesos (P180,000.00).

4. Beneficiaries/heirs may acquire the housing units through purchase from


government housing agencies/private developers. Construction or improvement of
housing units in the beneficiaries acquired/owned lot through ―pakyaw‖ contract‖ or to
be constructed by the beneficiaries/AFP.

5. Only legitimate beneficiaries/survivors is authorized to be awarded house


and lot units and shall sign a contract that he/she will not sell/transfer the awarded
house and lot units within ten (10) years. In case of purchase of house and lot, it
should include in the titling the name of the children.

6. The following are the requirements for the awarding of house and lot:

a. For Killed in Action (KIA) Total Permanent Physical Disability (TPPD of


Military Personnel:

done upon final inspection by AFPREO and acceptance of
beneficiaries.

11.The basis for facilitating housing claim is the date of death. The first
to comply the requirements will be given the preference.

Section 5 – Special Privileges Of Military Personnel

Authority:

107 Republic Act Nr. 9365 - An act


creating the rank of First Chief Master
Sergeant /First Master Chief Petty Officer
in the enlisted ranks of the Armed Forces
of the Philippines (AFP), appropriating
funds therefore, and for other purposes.

Section 1. Declaration of Policy – It is the policy of the State to continuously


develop a professional armed forces. In pursuit thereof, career development and
promotion systems shall be established to ensure a career progression of all
personnel of the Armed Forces of the Philippines and to provide them with appropriate
career motivations.

Section 2. Creation and Distribution of New Rank – The grade of First Chief
Master Sergeant/First Master Chief Petty Officer (E-10) is hereby created as a
component part of the non-commissioned grades of the Armed Forces of the
Philippines and which shall be held by the AFP Sergeant Major.

Section 3. Selection of AFP Sergeant Major – The AFP Sergeant Major shall be
selected from among the Chief Master Sergeants/Master Chief Petty Officers under
such rules and regulations that the Chief of Staff, AFP, may prescribe: Provided, that
unless sooner terminated for cause by the Chief of Staff, AFP, the AFP Sergeant
Major may serve for a maximum term of three years: Provided, finally, that no person
shall be appointed under this Section if he has less than one (1) year in the active
service prior to his reaching the compulsory retirement age.

Section 4. Compensation – A First Chief Master Sergeant/ First Master Chief


Petty Officer shall receive a monthly base pay equivalent to the monthly base pay
given to Salary Grade 19.

Section 5. Retirement and Separation – The enlisted personnel who attains the
rank of First Chief Master Sergeant/ First Master Chief Petty Officer shall be retired
with the rank of Second Lieutenant/Ensign but with the retirement pay and benefits of
a First Lieutenant/Lieutenant Junior Grade (O-2).

Section 6. Appropriations –The amount necessary for the initial implementation


of this Act shall be charged against the available appropriations of the AFP under the
current General Appropriations Act. Thereafter, such sums as may be necessary for
its continued implementation shall be included in the annual General Appropriations
Act.

Section 7. Implementing Rules and Regulations – The Secretary of National


Defense shall, within ninety (90) days after the approval of this Act, promulgate the
necessary rules and regulations for the effective implementation of this Act.

Section 8. Repealing Clause – All laws, rules, regulations, orders, circulars and
memoranda inconsistent with this act are hereby repealed or modified accordingly.

Section 9. This Act shall take effect fifteen (15) days upon approval. This Act
which is a consolidation of Senate Bill No. 1286 and House Bill No. 224 was finally
passed by the Senate and House of Representatives on October 9, 2006 and October
11, 2006, respectively. Also signed by Secretary General, House of Representatives
Roberto P. Nazareno and Secretary of the Senate Oscar G Yabes.

108 Benefits to Medal of Valor Awardees

The Medal of Valor is the highest award that may be granted to a Filipino
soldier for conspicuous act of gallantry above and beyond the call of duty. In this
regard, the state shall give due recognition in the form of social services and financial
assistance (Auth: RA# 9094 as approved on 22 March 2001 repealing PD No. 1687):

An awardee/s and his heirs/beneficiaries shall be entitled to the following


benefits and privileges:

1) A lifetime monthly gratuity of Twenty Thousand Pesos (P20,000.00) separate
and distinct from any salary or pension which the awardee is currently receiving or will
receive from the government.

2) Precedence in employment in government agencies or government owned or


controlled corporation provided that the awardee or his/her dependent also meets the
job qualifications or requirements.

3) Priority in the approval of the awardee’s housing application under existing


housing program of the government.

4) Privileges in obtaining loans in an aggregate amount not exceeding Five


Hundred Thousand Pesos (P500,000.00) from government-owned or controlled
financial institutions without having to put up any collateral or constitute any pledge or
mortgage to secure the payment of the loan.

5) Twenty percent (20%) discount from all establishments relative to utilization


of transportation service, hotels and similar lodging establishments, restaurants,
recreation and sports centers and purchase of medicine anywhere in the country.

6) Twenty percent (20%) discount on admission fees charged by theaters,


cinema houses and concert halls, circuses, carnivals and other similar places of
culture, leisure and amusements

7) Free medical and dental services and consultation in hospital and clinic
anywhere in the country.

8) Exemption from the payment of tuition and matriculation fees in public or


private schools, universities, colleges and other educational institutions in any
baccalaureate or post graduate courses.

9) If interested in joining the Cadets Corps, AFP (PMA), a quota and exemption
from the written examination of the awardee and or his son if he satisfies all the basic
requirements for admission to the PMA.

10) Priority for direct commission, call to active duty or enlistment in the regular
force of the AFP.

c. Privilege of being buried in Libingan Ng Mga Bayani

Procedures are the following:

a. Deceased Military Personnel – the Survivor Officers (SO) or the


survivor Non-Commissioned Officers (NCO) shall coordinate with CO,
Quartermaster for the registration of the deceased and preparation of grave al
the LNMB at least three (3) days prior to interment.

b. Deceased Retired Military Personnel – the next of kin shall notify the
Adjutant General, AFP who shall process the documents and determine of the
deceased is qualified to be interred or re-interred at the PNMB.

c. Government Dignitaries, Statesmen, National Artist and other
deceased persons whose interment or retirement has been approved by the
Commander – In – Chief , Congress or the Department of National Defense.
The next of kin shall inform/notify the Adjutant General, AFP who shall
coordinate with the Quartermaster for the arrangement and conduct of funeral
honors and burial services at the LNMB.

d. Deserving NCO for Commission as Officer

– an NCO considered deserving can qualify for appointment to the grade of


2LT/ENS (PN) in the Reserve Force, AFP under RA 718, provided he satisfies the
following requirements:

1. Rendered exceptional service and demonstrated either outstanding


administrative ability or exceptional courage and leadership qualities.

2. Earned any of the awards/decorations specified below:

a) AFP/Major Service Soldier of the Year Award

b) At least one of the following Awards:

- Medal of Valor

- Distinguished Conduct Star

- Gold Cross Medal

- Outstanding Achievement Medal

c) Any two of the following Awards:

- KAWAL Awards (Gold Medal)

- Bronze Cross Medal

- Distinguished Navy Cross

- Distinguished Aviation Cross

- Philippine Legion of Honor (Degree of Officer)

d. Any four of the following Awards:

- Military Merit Medal

- Silver Wing Medal

- Philippine Legion of Honor (Degree of Legionnaire)

- Any award enumerated in the preceding sub-paragraph

3. Be recommended by his Major Service Commander

The AFP and Major Service Enlisted Personnel of the Year shall be entitled to
the following:

1. Badge-AFP or GHQ, PA, PAF, PN

2. Incidental awards:

- Promotional to the next higher rank/grade for those below MSgt


in accordance with existing policies on the promotion of Enlisted
Personnel.

ANNEX A

Definition of Terms:

1. Combat Duty Pay (CDP) - Officers and Enlisted Personnel who are engaged in any
combat duties/activities shall be entitled to CDP in addition to their monthly base pay.

2. Combat Incentive Pay (CIP) – Collateral allowance in addition to the CDP per month
entitlement for combat duties computed at One Hundred Fifty pesos (P150.00) per day
to be given to members of the AFP who figure in armed engagements or actual
combat against members of various insurgents, terrorists and lawless groups.

3. Actual Combat – refers to armed engagements that are either offensive or defensive
in nature and further characterized by actual firefight or gun battle between any
member or members of the AFP or any of its units or commands against various
insurgent, terrorist or lawless groups. The armed engagement, incident or
confrontation could either be land, water or airborne.

4. Operations Order (OPORD) – a directive issued by a commander to his subordinate


commander/s for the purpose of effecting the coordinated execution of an operation.
Also called the Five Paragraph Field Order, it contains as a minimum a description of
the task organization, situation, mission, execution, administrative and logistics
support, and command and signal for the specified operation. As used herein,
OPORD includes plans for camp defense, contingency, logistical run/movement,
casualty evacuation, and case operations.

2 Fragmentary Order (FRAG-O) - an


abbreviated form of an operation order,
