ROSA INTERIM TERMINAL AND VALENZUELA GATEWAY COMPLEX INTERIM TERMINAL WHEREAS, on 19 June 2017, the Department of Transportation (DOTr) issued Department Order No. 2017-011 (Re: Omnibus Guidelines on the Planning and Identification of the Public Road Transportation Services and Franchise Issuance) adopting the rules and procedures for the issuance of franchises for public transport routes and services; WHEREAS, pursuant to Section 5(a) of Executive Order No. 202, dated June 19, 1987, the Land ‘Transportation Franchising and Regulatory Board (LTFRB) shall have the power “to prescribe and regulate routes of service, economically viable capacities and zones or areas of operation of public land transportation services provided by motorized vehicles, xxxxx"; WHEREAS, on 16 July 2019, the Board issued Memorandum Circular No. 2019- 031 entitled “Route Amendment Of Certificate Of Public Convenience Of All Provincial Buses Originating From The North And South with Terminals Along EDSA Of Metro Manila, While Provisionally Amending Also The Route Of All City Buses; WHEREAS, under said Memorandum Circular, all the routes of Provincial Buses coming from the North with terminals along EDSA are temporarily amended to end at Valenzuela Interim Terminal, and those coming from the South Luzon, Visayas and Mindanao with terminals along EDSA in Cubao, Quezon City will end at Sta. Rosa Interim Terminal; WHEREAS, per records of this office, there is no existing PUVs authorized to ply and inter-connect from Sta. UP caw, Jorrce ane ain sonnet AUG 02 2019 a ANTRATEREITER ‘Arueintgive Roles and Requiaians ae | | Each Route will be awarded to only one (1) qualified Applicant and subsequently processed for the grant of CPC following the provisions of Memorandum Circular No. 2019-013 also known as the Consolidated Guidelines on the Process of Issuance of Certificate of Public Convenience (CPC) and Provisional Authority (PA)/Special Permit (SP) under the Omnibus Franchising Guidelines & Public Utility Vehicle Modernization Program (PUVMP) dated 15 March 2019. The deadline for the submission of letter of intent and qualification documents shall be at 03:00PM of 5 August 2019 to be submitted at the Office of the Executive Director- Central Office. Opening of the sealed documents will immediately follow at 4:00pm of the same date. In case of failure on the initial qualification process, interested applicants shall be given two (2) working days from the date when the initial process is declared a failure to file their Letter of intent and qualification documents. This Memorandum Circular shall take effect immediately following its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
