1. INTRODUCTION

Oil & Gas Construction LLC (OGASCO) “Tenderer” has been invited by ADCO (hereinafter
COMPANY) to submit a proposal for carrying out the Replacement of 42” LP Flare Header at
BAB CDS Project which encompasses detailed engineering procurement, construction, pre-
commissioning and provision of assistance and supervision during start-up and
commissioning for the completed facilities.
It is not intended that this method statement shall be incorporated into or forms part of the
Contract. This document will be enhanced and further developed during the project execution
stages.
The document intends to clearly identify the key areas of the Project and to describe
Tenderer methodology employed to ensure that the overall requirements and objectives as
set for in the contracts are met. The methodology to be adopted for this project will be based
on a common system long in practice to ensure its successful completion in order to meet
the requirements to Safety, Quality, Cost and Schedule.
In executing the project, Tenderer will adopt the following principles set below which are
critical features for the execution of the CONTRACT to ensure proper control and co-
ordination:
 Execution of the work in meeting the requirements of the Project Scope of Work and the
Contract Documentations.
 Adherence to an establish Project Quality Plan incorporating the requirements of latest
ISO standards.
 Development of procedures to establish effective communications.
 Strategic planning and control of the Project utilizing proven project control and reporting
systems.
 Maximizing work efficiency through the appropriate use of IT facilities.
 Assignment of qualified, proactive and experienced personnel familiar with Project
requirements.
 Internal reviews.

2. BRIEF PROJECT DESCRIPTION

The BAB Central Degassing Station (BCDS) consists of 42” LP Flare which has been in
operation for more than 22 years. Hence an Ultra-sonic testing was carried out to check the
integrity of the 42” LP Flare Header.
The UT scanning showed alarming situation for the integrity of the line with approximately
6mm diameter holes in two locations. The UT report revealed that the metal loss is than 60-
90% at more than twenty weak points.
The project objective is to replace these corroded sections of the 42” LP Flare Header upto
the Flare skid including all associated affected items such as process and utility piping,
foundations, electrical and instrumentation at BCDS.
Tenderers understanding of the Scope of Work are outlined as below:
 Provision of new 42” flare piping within BCDS upto fence located near the main process
area.
 Provision of new pipe supports and foundations within the BCDS with new isolation
valves on the train sub headers to facilitate any future requirement to replace sub-
headers to existing trains.
 New piping systems and tie-ins with the existing network.
 Replacement of existing piping based on integrity check. The integrity check shall be
carried out by Tenderer.
 Modification of closed drain piping system and tie-in with the existing network.
 Modification of the existing test separator piping system and tie-in with the existing
network.
 Modification of gas piping, plant air, potable water, instrument air and nitrogen piping
system and tie-in with existing network.

OPTIONAL SCOPE
 Replacement of the entire 42” LP flare header downstream of BCDS fence upto the LP
flare stack (FL-1903) instead of replacing the corroded segments of the headers based
on the outcome of the integrity check and COMPANY approval .

4. PROJECT MANAGEMENT
4.1 Project Team
Tenderer plans to execute this Project utilizing our resources and expertise as per given
below

OGASCO has the relevant experience and expertise in handling the brown field work of used
material in hydrocarbon contaminated area within live plant. For best delivery of quality
deliverables, we propose to utilize/hire few specialists in this project to take advantage of
their expertise and specialty in handling brown field projects.
Tenderer plans to execute the Project with dedicated leads in each discipline area, and has
adequate technical personnel that can be utilized on an as needed basis for specific
technical studies and analysis. The COMPANY representatives will be located in the same
offices together with Tenderer’s Project Management team.
The key OGASCO team members include: Project Manager, QA-QC Manager, HSE
Manager, and Procurement Manager & Sub-Contracts Engineer.
The Project Manager will be the principle point of contact through the duration of the project
and through the team will be responsible for
 Ensure full compliance with all obligations required for the project.
 Monitor/Control the resource allocation and timely mobilization.
 Prepare planning package including schedule and project execution plan.
 Closely monitor project progress.
 Issue project control procedures including document control.
 Prepare and issue regular progress reports.
 Prepare and lead project meetings at all levels.
 Issuance of all deliverables.

 Setup invoicing procedures
 Provide full liaison and support to the client and the other Contractors.
 Resource Management in line with the planned progress.

Project Engineer will be responsible for liaising with the Engineering Manager, Sub-
Contractors and Lead Discipline Engineers in the following capacity:
 Assist in the overall delivery of the Scope of Work.
 Assist in the overall HSE performance for the Scope of Work.
 Reporting and accountability to Project Manager for performance.
 Assist in coordination of team building activities.
 Participation in technical reviews meetings.
 Project Summary – Close Out Report.
Lead Discipline Engineers will have responsibility over specific discipline area work-scope.
The Lead Engineer also is to coordinate with COMPANY representatives.
4.2 Project Office
All the services will be executed from Tenderers main office situated in AbuDhabi, UAE.
A dedicated project area will be allocated for COMPANY representatives and Tenderer’s
Project Management Team to execute the services.
The PMT office located in Mussafah shall be responsible for

4.3 Planning, Monitoring and Reporting
The Project Team will manage the overall Project planning, progress monitoring and
reporting. Progress will be measured by agreed milestones and weighted to get the overall
progress. The Project Manager will be responsible for monitoring and controlling the
expenditure and progress. Project Control will be organized around the Schedule Level 3 and
Master Document Register. The physical progress will be calculated and reported against
planned.
Schedule will be updated by the Planning Engineer according to the actual date of
completion of the event in the Master Deliverable Register.
For project planning, we propose to use the PRIMAVERA Project Planner software.
A Deliverable Register will be issued within two (2) weeks of the commencement of this
project and will be updated for submission to COMPANY every month thereon.
The Project Manager assisted by his team will prepare Weekly Progress Reports. Weekly
reports will provide a brief status of the project statistics, an update of the one-week look
ahead schedule, an update of the current week activities, and description of areas of
concerns. Main attachments include S-curve and histogram charts.

5. EXECUTION
5.1 Kick – off Meeting
Following the award of the contract, OGASCO shall initiate a robust Project Management
approach to the project. The project activities will commence with a kick off meeting to be
held in COMPANY office in Abu Dhabi which shall be attended by the Tenderer and the
Tenderers engineering consultant. The purpose of the meeting will be to define;
 An overview of the project.
 Restatement of the scope of work and services
 Establishment of communication protocols
 Review any information relating to other ongoing projects that may have a bearing on
the scope of work.
 Review project schedule
 Arrangement of site visit dates
 Obtain all relevant documents drawings and data of existing facilities from COMPANY.

5.2 Site Visit/Survey Phase
Following the KO meeting, Tenderer shall forward relevant requests to the COMPANY to
enable security passes to be obtained for the site visit and data collection exercise for the
proposed modification area and proposed tie-in locations.
The Project Manager will lead the site visit supported by the relevant discipline engineers.
The aim of the site visit will include the following
 Familiarisation with the existing field operations and site details
 Review of existing operator documentation.
 Collect and review As-built drawings and document relevant to this scope of work.
 To further verify all data presented to OGASCO during the ITB and KOM, clarify any
inconsistencies and obtain any additional information that may be required to complete
the work.
 Identify/check the location of tie-in points, crossings and other critical areas, determine
the civil, piping, electrical and instrumentation work interfaces as relevant to this work.
Additional information necessary to evaluate possible problem areas will be obtained in this
exercise in order to identify primary alternatives for more detailed evaluation.
On return from site visit, OGASCO shall prepare and submit to COMPANY a site survey
report for review and approval. This will then create a working document for the survey and
subsequent progress of the project.
5.3 Topographical/Geotechnical/Underground Detection Survey
The survey works shall be carried out by a specialist third party. Following the survey
following documents provided by sub-contractors shall be provided to Tenderers Engineering
Consultant;
 Survey Report;
 Preliminary Profile (in approved editable AutoCAD format);
 Preliminary Route (in approved editable AutoCAD format);
A preliminary method statement regarding to the topographical survey has been attached
along with which forms a part of this document.

5.5 Procurement
Procurement activities will be coordinated and carried out by purchasing/procurement teams
under the management of purchasing/procurement managers (PPM) in the PMT office at
Mussafah. PPM and their teams will be responsible for elaborating the vendor list and for
establishing procedures and forms (purchase order, terms and conditions) for the project
procurement activities.
Technical requisitions will be prepared by engineering contractor under coordination of each
discipline engineer in the PMT office. After review, a technical documentation is performed in
accordance with standard procedures and approval by the responsible project engineer.
These requisitions will be issued to the purchasing/procurement team including the names of
the bidder from vendor list agreed in the Contract document.
In order to comply with the project requirements and schedules, procurement activities will
follow below mentioned regulations:
 Selection of technically qualified vendors from vendor list
 Delivery time is consistent with overall schedule of contractual documentation
 Requirements of contract and specifications are fulfilled

Purchasing/Procurement Manager (PPM) as a member of PMT is responsible for
procurement management. Proposed procurement organization in detail will be presented
after contract award.
Purchase of equipment and materials will be executed by qualified purchasers under
direction of the PPM. Purchasers will share their responsibilities for the following categories
of equipment and materials:
 Mechanical equipment
 Piping
 Fabricated products
 Electrical equipment and instruments
 Fire fighting
Responsibility of expeditors, who are members of PPM team, commences from time they
receive the information of placement the purchase order till the time they hand over all
necessary particulars concerning the purchase order to invoicing team.
Quality assurance inspector is responsible for the following activities:
 Performing the inspection and testing
 Review and endorsement of test records submitted by vendor
 Review of manufacturer data record
 Issuance of inspection release note
 Reporting non-conformities
Procurement plan comprises the following procedures:
 Inquiries will be issued to vendor included in vendor short list.
 Evaluation of Quotations
 Technical evaluation in engineering team (un-priced quotations)
 Commercial evaluation by PPM and finally by PM
 Upon receiving approval of vendor selection from project manager the purchaser
shall place the respective purchase order.
 Expediting plan shall follow delivery schedule which has been submitted to
COMPANY.
 Storage of the procured materials
 The warehouse for storage of Materials for the Project shall be located on the
planned area of the Site. However, those Goods/ materials shall also be

stored at the Site if that storage is convenient for erection/ installation, saving
time for Goods/materials utility as well as reducing cost of transportation
without any negative impact to the construction execution.
All the Materials will be stored and mobilized in required quality, quantity, and
model. The proper care and storage in accordance with the requirements and
specifications of each Materials shall not only keep the Materials in good
quality but also make the management procedure easily, safely and
conveniently.
5.6 Construction & Erection
All field construction and erection will be performed by OGASCO or subcontracted to well
qualified subcontractors and will be performed under its total responsibility and management.
The field organization consists of Construction Management, Field Planning and Control,
QA/QC, HSE/Security, Commissioning, Administration/ Accounting, Material Control, Field
Engineering.
Civil works shall be sub-contracted to COMPANY approved contractor. Civil contractor shall
become involved with EPC Project execution immediately after contract award with the
assignment of the Construction Manager to Contractor's Project Management Team.
Construction staff will be mobilized to Site to set up the Site Temporary Facilities like
construction power, construction water, storage yard, construction yard etc. The Construction
Manager takes direct control.
During his PMT office assignment, the Construction Manager prepares, with construction
specialists, detailed plans for the field activities including subcontractor selection, schedules,
site facilities, mobilization plans, construction equipment requirements and heavy lifts etc. In
general, every aspect of construction and Site activity is planned in great detail, based on
engineering and procurement information from nominated Engineering Contractor.
The Construction Manager (CM) reports to the Project Manager. The CM has full authority
supported by respective specialists and responsibility on all field activities.
For efficient control of construction, the work would be divided into several areas, each
managed by Coordinator responsible for Mechanical, Piping, Civil/Building and Electrical/
Instrumentation.
Activities are organized and implemented on an area basis but, as completion approaches, it
is shifted into system basis to allow an early start of pre-commissioning activities.

We set up the construction plan for the Project focused on the Project’s critical issues
especially related to construction activities such as areas for lay-down, temporary facilities,
warehousing, etc. and availability of skilled craft labor.
This plan is a preliminary construction plan worked out on the basis of past experiences and
the latest information. We will prepare and submit more practical construction execution plan
in detail, providing that the Project’s information such as scope of work and supply,
discipline, magnitude and volume, the condition of temporary facility space for the
construction work be provided to the Contractor.

6. CONSTRUCTION MANAGEMENT
We plan, manage and control all the construction activities for the project with full knowledge
of applicable laws and regulations, conditions of labor, local conditions, the site conditions
and environmental aspects and will comply with requirements thereof.
After contract award, the Construction Management Team (CMT) is organized in the head
office. The CMT begins by studying and reviewing key elements of project schedule
including progress, manpower, construction equipment, materials and other construction
procedures including constructability study.
The CMT then develops and defines the construction plan to provide maximum value and
minimized costs for the overall project and project execution paying careful consideration to
the sequence of construction in order to meet safety requirements and achieve defined
mechanical completion and startup dates.
Later we organize the CMT at the site to manage and coordinate all construction efforts
associated with the work and ensure the required safety, quality, and performance. This
effort includes, but is not limited to, site HSE, monitoring all subcontractor schedules,
materials management, progress assessment, project report, quality assurance and quality
control, field engineering, turn-over of facilities, obtainment of permits and approvals.
The CMT will
 provide management, inspection and coordination among subcontractors.
 coordinate the provision of materials, if applicable, and services furnished by sub-
contractor
 provide interface coordination among all of its subcontractor’s work force in addition
to other contractor’s interface activities and the Owner and/or other entities.

Contractor’s scope of work and services for construction management at the site will include
the followings:
 Achieve the highest level of safety to avoid accidents/incidents with stimulation of
health and well-being of the people on the job and no negative impact on the
environment through strict adherence to the Owner’s HSE procedures Safety
requirements
 Effectively manage contractor’s own and subcontractor’s construction staff
 Prepare risk management plans and accordingly identify risks early and mitigate
construction risks
 Meet the quality requirements as set forth in the project specification through effective
quality assurance and quality control plan
 Ensure that construction is carried out to meet the design requirements as set out in
the project specification and conforms to the approved engineering drawings and
documents.
 Manage, coordinate and monitor the subcontractor’s activities and work.
 Award, manage, control and administer subcontractors.
 Meet the intermediate milestones target dates to achieve the scheduled completion
date
 Meet construction completion within the approved budgets and costs
 Interface management and coordination with all parties within and outside the project
 Perform field engineering as required including interface and coordination with the
engineering team of home office
 Organize, manage and coordinate with the vendor representatives during installation
and pre-commissioning
 Adhere to national, local and the Owner’s rules and regulations.
 Manage and control field procurement, logistics and materials.
 Organize, manage and provide training at the site for the Owner’s staff as stated in
the project specification
 Maintenance of good public relations
Contractor’s method of executing the construction and pre-commissioning will be applied to
subcontractors under the direction of the CMT. The whole construction work shall be

subdivided some subcontract packages in consideration of homogeneous construction
disciplines, magnitude of the works and construction program requirements.

The organization will be structured to provide optimum management of subcontractors. The


organization structure provides an integrated team with necessary checks and balances
provided for an efficient operation. The organization will be staffed with experienced
personnel who have extensive experience in management of major industrial projects.

Contractor may adjust and modify this organization in the process of construction execution
of the project in order to accommodate any requirement that may be developed in
consideration of homogeneous construction disciplines and magnitude of the works.

We will perform overall construction management services and construction work activities
through subletting to subcontractors. All the mechanical works shall be carried out by
contractor (both at shop and site) whereas all other activities such as civil, E&I and cathodic
protection shall be sub contracted.

Contractor will control all phases of the construction work fully utilizing all functions and
departments within the site organization. Field control activities will be performed in
accordance with schedule, progress, manpower, cost, materials and quality control
procedures.

Accurate schedule forecasting will be achieved by monitoring of actual progress which will be
compared against scheduled progress from which forecasts will be developed through
effective utilization of computer system. Based on the analysis of forecast trends, corrective
actions will be immediately recommended where required.
In order to realize the above control concept in field construction, the following Construction
Management Service will be provided in accordance with the relevant plans and procedures
which shall include, but not limited to, the following:
 Field Scheduling
 Progress Measurement
 Field Material Control
 Field Quality Assurance

The Subcontractor may modify and update above procedures in the process of execution to
accommodate any requirement that may be developed.
 Dimensional or design errors which may occur in drawings or specifications.
 Incorrect or insufficient material take-off
 Late delivery of equipment or materials
 Faulty shop inspections
 Faulty action in the field

7. MANPPOWER MANAGEMENT
7.1 General
A well prepared and logical mobilization plan for construction resources is essential in
ensuring a coordinated and successful start-up to construction work and to further ensure the
early preparation and completion of all construction procedures and similar documentation.

The mobilization plan will deal with all activities necessary to ensure the timely arrival on site
of personnel, construction equipment as required to commence and subsequently maintain
the agreed construction schedule.
7.2 Construction Resources
The Construction management team (CMT) begins work in the home office Engineering
Center during early detailed design and planning phases to provide construction input with
regard to procedure preparation, design solutions, planning, etc. and to carry out
constructability reviews on an on-going basis. Special attention will be taken to interface
coordination from the early stage.

The Contractor will establish an integrated Construction Management Team at the
construction site to supervise the construction activities at the site.

Contractor’s construction management staff to be mobilized at site will be capable,


experienced and have sufficient professional knowledge for his discipline area. Especially, a
team of contractor personnel experienced in the execution of projects of similar project, size
and nature will be mobilized at the site to provide proper technical support, materials and
interface management.

In case if required technical support will be provided by a team of discipline engineers


transferred from the home office design engineering team, to ensure project knowledge and
to carry design responsibility into the field.

The Contractor is featured with numerous and sufficient manpower resources within its
organization to mobilize for the project. However in case if required Contractor propose to
utilize/hire few specialists in this project to take advantage of their expertise and specialty in
handling such brown field projects.

Meanwhile, contractor will mobilize the capable and experienced construction management
personnel for the project by the roll-over of resources.

8. MAJOR EQUIPMENT MANAGEMENT


The Contractor will transfer, rent or purchase the construction equipment from other
locations. Timely provision of these items will play an important role in the successful
construction of the facilities. Most of the construction equipment, lifting and transportation
equipment, such as bulldozer, wheel loader, excavator, dump truck, cranes, trailers with
tractors etc., will be rented from within the UAE which has plenty of resources in
consideration of workload during the Project construction stage.

All construction equipment will be available at the site in accordance with the construction
equipment mobilization schedule.

9. SITE FACILITIES
9.1 General
The detailed execution plan for construction and operation of temporary facilities will be
developed on the basis of designated area provided by the COMPANY. Site Facilities plan
such as site offices, lay-down will be finalized on the basis of work volume and labor
quantities will be developed later on.

The Contractor will design, procure, install and properly maintain all its provided temporary
facilities necessary for full and complete performance of work within the area assigned by the
COMPANY. Temporary facilities work will be started prior to the commencement of civil work
during site preparation stage.

The Contractor will establish site temporary facilities plan including site offices, toilet/washing
facilities, first aid facilities, warehouse, work shop, maintenance shop for construction
equipment, lay-down area, etc. in allocated area by the Owner for contractor/subcontractor’s
management and supervision staffs.

The Contractor will also construct site temporary facilities including utility systems for water
and power in compliance with the Owner’s requirements. The detail plan of all temporary
facilities and site offices will be finalized at the early in construction stage after confirmation
to the COMPANY and the finalisation of the subcontractor packages.
9.2 Required Spaces
Enough spaces for temporary facilities area such as site offices and lay-down area for
Contractor and subcontractor are required to perform construction work up to the completion
of the Project. Designated spaces for lay-down area will be expected to allocate in close
complex.

Lay-down area for bulk material such as pipe spools, prefabricated plate for tank and steel
structure material and buildings such as warehouse, workshop, civil work shop,
prefabrication shop and E&I shop should be provided for construction activities.

The specific configuration of lay-down areas with respect to each other will be determined
later on. However, for the reference, minimum spaces shall be allocated as per Contractor’s
in-house data as shown below.

9.3 Site Offices


Site offices for Owner/Contractor/Subcontractor will be located in designated area by Owner
near to the site. The arrangement drawings are attached this document in detail.
The offices will be equipped with international and local telephone, fax lines, electronic mail,
IT system, air conditioner, toilets and washing facilities as well as septic tanks, water tank
and related pipe line.

9.4 Contractor Temporary Warehouse


The Contractor will provide a temporary warehouse building which will be made of a steel
structure closed by panels. Paving will be concrete floor; a dedicated air conditioned room
will be built to store special materials requiring special storing conditions. Internal metallic
shelves for storage of small items will be provided and installed.
An office for the warehouse staff will be provided inside of warehouse.

9.5 Contractor Laydown Area


This area will be arranged to store bulk materials such as pipe, valves, spools, cable drums,
steel structures and others.
This area will be fenced with lighting system and internal temporary roads will be provided to
allow access and transit of the trucks and other vehicles.

9.6 Other Facilities And Service


Temporary roads inside the working camp and lay down area and inside the site will be built
for temporary purpose and maintained up to the completion of the works in order to serve the
project.
Contractor will provide security force to provide overall site security for the project including
access in and out the site.
The Contractor will provide, maintain and operate within working area for the treatment and

reporting of minor first aid cases. Medical Facilities (MF) in the site offices will be installed
for minor injuries, equipped with a first aid facilities will be positioned around Contractor’s
area.

Other first aid will be installed at Contractor’s Medical Treatment Facility (CMF) in the Camp
area. Contractor’s Medical Treatment Facility with adequate ambulance transportation and
highly trained staff will be located in camp area. Contractor’s Medical Treatment Facility will
be operated and staffed 24 hours per day, under the direct responsibility of Contractor.

The Contractor will provide facilities to communicate with the COMPANY by various means.
Contractor’s communication and IT infrastructure will include software, hardware and cabling
for e-mail, LAN, telephony, fax services and two-way radio communication services.

The Contractor will provide, install, configure, administer and maintain all contractor
communication system infrastructures. The Contractor will install the temporary security
fence and gates for contractor’s temporary facilities areas for site offices area, lay-down area
and camp area respectively to secure contractor’s office area and/or materials and
equipment.

The Contractor will provide adequate lighting facilities at working area, storage area, camp
area and other required area. Perimeter lighting will be installed with the outer fence for the
security. The detailed information will be submitted in early construction stage based on
actual site conditions.
A temporary emergency power station will provide electricity for the temporary facilities in
case of emergency. The supply will be by means of diesel-generators and will comprise of
generators sized to have spare capacity.

The Contractor will provide adequate fire protection measures throughout the construction
period at a level commensurate with the prevailing risk. Fire protection measures will meet
the requirements of the authorities and the COMPANY.

The Contractor will erect, operate and maintain fire extinguisher sets and other fire fighting
equipment at the camp. Smoke detectors will be provided, too. Contractor’s and

subcontractors’ personnel will be trained for the operation of all fire protection system and
equipment

9.7 Construction Utilities


Temporary potable water and sanitary water for construction, fabrication, temporary buildings
and workshops and camps required for contractor’s performance of the Work will be supplied
through the connection point allocated by the Owner.

The sanitary sewage from the temporary facilities area and construction areas will be
collected in sewage holding tank at camp area and transferred to a local sewage treatment
facilities until a central sanitary sewage treatment plant.

The Contractor will dispose waste water from pipe and equipment flushing, residues of
chemical cleaning, hydro test water and other liquid wastes from construction activities
including all other contaminated materials in an environmentally safe manner though site
drainage system to tie-in point allocated by the Owner.

Garbage and other refuse are collected in closed garbage containers which are emptied
daily, and the contents hauled to approved/designated disposal area. Scrap materials will be
gathered at the location in the temporary facility area.

Mobile air compressors will be provided by contractor and subcontractor, when required.
Site offices will be equipped with wall mounted type room air conditioner and exhaust fan.

9.8 Environmental Consideration


All workplaces shall abide by the related Acts and Regulations on occupational safety &
health and environment. We are complying strictly to the requirements stipulated in the
relevant Acts and Regulations.

Outline environmental management controls are described to mitigate potential


environmental impacts at the Project construction sites.

The environmental and management issues that have been specifically considered within
this Environmental Management Plan include:
 Water Quality;
 Air Quality, including dust, emissions and odors;
 Noise and Vibration;
 Waste Management;
 Worksite Housekeeping;
 Emergency Response Plans.
This plan is designed to assist project management in developing appropriate environmental
controls and integrate the controls into site activities. It provides an outline of the specific
responsibilities and documentation to be maintained to facilitate internal and external
auditing of environmental controls.

The Contractors will be required to include environmental controls to mitigate against


potential environmental impacts, to prevent pollution, and to provide sufficient equipment and
resources to effectively implement the requirements of the Environment Management Policy.
It is expected that a project or site specific EMP will be developed.
On top of the applicable legislation, this document identifies relevant environmental
protection that is applicable to the Projects and any other commitments.

The Contractor expects all parties involved in projects to comply with all applicable HSE
legislation as a minimum standard. The adoption of best practice will be positively
encouraged, and all parties will be required to demonstrate their application of best practice
and innovation in order to reduce adverse environmental impacts.

10. CONSTRUCTION METHODS AND PROCEDURE

It is Contractor’s intention to complete the construction work to the highest possible standard
using the best possible techniques at each stage of construction.
Contractor will issue after the contract award the construction procedures to be implemented
at the site to regulate and govern relations among COMPANY, Contractor and
Subcontractors.

11. PRECOMMISSIONING AND COMPLETION


Contractor shall provide the facilities complete and ready for commissioning and perform all
pre-commissioning and testing.
Prior to commissioning, Contractor shall be responsible to submit all AFC drawings, marked
up further, during the construction documents marked up further, during the construction
stage, to reflect the as-built status.
Contractor shall provide experienced and qualified personnel to perform pre-commissioning
activities and achieve completion.
It is noted that commissioning shall be carried out by COMPANY only after Completion
certificate has been achieved and issued by the COMPANY.
Contractor shall provide all necessary pre-commissioning equipment, tools, instruments and
fluids, temporary power, compressed air, nitrogen, etc. Contractor shall also provide all
necessary pre-commissioning spare parts and vendor support if required.
Contractor shall comply with all the pre-commissioning requirements as per the COMPANY
specifications.
