AN ORDER ORGANIZING THE BARANGAY PEACEKEEPING ACTION TEAM (BPAT)

WHEREAS, in the past, the Philippine National Police adopted various anti-criminality strategy to
promote public safety. However, most of the strategies were unsustainable because the concept is not
suitable for our country;

WHEREAS, it is along this line that a peacekeeping concept responsive to the unique peace and
order condition in our country were crafted. It is called the “Barangay Peacekeeping Operation”;

WHEREAS, the rationale of the Barangay Peacekeeping Operation is “the community relies upon
the police for protection and the police relies upon the community for support”;

NOW, THEREFORE, I, ___________________, Punong Barangay, by virtue of the powers vested

in me by law, do hereby order:

SECTION 1. Organization of the Barangay Peacekeeping Action Team (BPAT). There is hereby
organized Barangay Peacekeeping Action Team.

SECTION 2. Composition. The BPAT shall be composed of different organized sectors in the
barangay.

SECTION 3. Concept of Operation. The Philippine National Police employ the BPAT as force
multiplier and shall be under the direct supervision of the PNP unit in the municipality. Being the force
multiplier, the BPAT shall do community based activities and information campaign to support public
safety program of the government. Particularly, the BPAT shall function for:

1. Law enforcement
2. Community organization
3. Disaster management
4. Environmental protection
5. Barangay conflict resolution

SECTION 4. Repealing Clause. All previous issuances or part(s) thereof which are inconsistent with
this Order are hereby repealed or modified accordingly.

SECTION 5. Effectivity. This Executive Order shall take effect immediately, and let copies hereof
be furnished to all concerned for their information, reference and guidance.
