I. Committee Reports
a) Committee Report of Committee on Environment, Ecological and Solid Waste Management Committee on Health,
Nutrition and Sanitation and Committee on Rules and Ordinances on the Adoption of Provincial Ordinance No. 072,
series of 2016 –Establishing the Role of every household in the prevention of Mosquito Borne Diseases. The
Committee reported that the Barangay needed this ordinance as the mosquito borne diseases arising numbers of
victims. According to the report of the committee on Health there are two cases of Dengue Fever recorded at Zone 5.
So it’s quite alarming that these borne diseases reach our community. So this committee report suggested and
recommended to put in the penalty clause for the adoption is to post the list of house who are not involving in this
ordinance and also the violators shall not be given barangay clearance and/or barangay certification until he/she has
served their fines and penalties. The committee also recommended to take this measures into the Barangay
Assembly for public hearing for the approval of the residents of the barangay.

a) Reading and Approval of the Previous Minutes.
The Barangay Secretary read the minutes of the previous regular session and there is no inclusion and no
amendment.
On motion by Hon. Kagawad Evangeline C. Radaza to approve the previous minutes duly seconded by Hon. Kagawad

1. Hon. Tita A. Anonuevo in view of the upcoming 2019 Second Semester Barangay Assembly Day,

reiterated her “Dugo Mo, Suknong sa Buhay Ko Ordinance” an ordinance establishing voluntary blood

donation program of the barangay, she said same with the beautification ordinance it was never been
approved, adopted and enacted. So she asked the body to act and immediately passed this ordinance,
because of its importance to the barangay and its residences, but Hon. Dempsey C. Ces said that he had
no idea, although he knows what this is about and he asked for the presentation of the entire draft
ordinance to the body. Hon. Anonuevo as her co-sponsor called Hon. George C. Avenido Jr. to dicuss the
full ordinance. After the presentation of the ordinance Hon. Dempsey C. Ces, asked the body to give time
for the new body to take into consideration, take a study of the measures and think of some suggestions
or revisions for this, as it was said that this was from the past Sangguniang Barangay. Motion by Hon.
George C. Avenido Jr to take this to the next regular session to grant the request of Hon. Ces, seconded by
Hon. Tita A. Anonuevo, there being no objection, approved.
2. Hon. George C. Avenido Jr. presented is the Prepared Proposed Annual Budget of the Barangay Umalo
for the Calendar Year 2020 in the amount of two million one hundred ninety six thousand eight hundred

seventy two pesos (2,196,872.00 Php.). Copies of the prepared budget were given to the Sangguniang
Barangay Members for their reference. This is for the first reading of this Barangay Appropriations Act

Punong Barangay Hon. Daniel J. Corral asked the Sangguniang Barangay to set their very available
schedule for the conduct of BDC Meeting, BDRRMC Meeting and BCPC Meeting, in the preparation of
the CY 2020 20% EDF, 5% BDRRM Fund and 1% of IRA for BCPC. The honorables agreed to conduct
meeting on October 19, 2019 at 4:00 o’clock in the afternoon. There being no objection, unanimously
approved.

The 10% Sangguniang Kabataan Fund for CY 2020 was submitted to the Sangguniang Kabataan

Chairperson Hon. Leonica H. Aborquez, and suggested to follow the guidelines of the DILG, COA and
Barangay Kagawad
Budget Offices for the preparation of the Annual Barangay Youth Investment Plan for CY 2020.
The 1% of IRA for the Senior Citizens and Person With-Disability will be submitted to the Barangay
Senior Citizen of Umalo to prepared project Proposal for their funds.
Hon. George C. Avenido Jr. motioned to approved the Proposed Estimated Annual Budget and the
Appropriations Act for CY 2020 to its first and referral reading, seconded unanimously, there being no
objection, approved.
3. Hon. Evangeline C. Radaza presented to the Sangguniang Barangay the program of the DILG the Seal of
Good Local Good Gevernance (SGLG) 2019 for CY 2018. In preparation for this the DILG requested list of
two to three (2-3) years old through the MSWDO, so the Hon. Kagawad requested to the Sanggunian
members to prepared the list per zone, so that the Barangay Secretary will onlu consolidate and submit to
the MSWD. Motioned and unanimously approved.
