Q1(a) State the major difference between mechanical engineering and civil engineering.

Mechanical Engineering is involved with the planning, design, develop, manufacture, and test
tools, engines, machines, and other mechanical devices.

Civil Engineering is involved with the planning, design, construction and maintenance of
public works.

(b) Differentiate the main function between The Institution of Engineers Malaysia (IEM) and
Board of Engineers Malaysia (BEM).

IEM is a society established to promote and advance the Science and Profession of
Engineering in any or all its disciplines and to facilitate the exchange of information and
ideas related to Engineering.

While BEM is to rgulate the conduct and ethics of the engineering profession in order to
safeguard the safety and interest of the public.

(c) Justify the need of accreditation for engineering degree program conducted in Malaysia by
The Engineering Accreditation Council (EAC).

An accredited engineering degree means the degree is recognized by the Malaysian


government. It is also a sign of the degree being of high quality and the holder of the degree
has already attained a certain level of knowledge, skill and maturity of thought related to the
relevant discipline.

(d) Explain briefly Three(3) benefits that can be derived from Outcome Based Education (OBE).

 Graduates to be more “relevant” to industry & other stakeholders (more well rounded
graduates).
 Students are expected to be able to do more challenging tasks other than memorize and
reproduce what was taught.
 Students should be able to: write project proposals, complete projects, analyze case studies,
give case presentations, show their abilities to think, question, research, and make decisions
based on the findings.

Q2(a) What should be you do under this situation and why? Repair the oil leak OR follow Mr.
Alex’ instruction to continue the production?

If I follow Mr. Alex’ instruction to continue the production, it will pleased my company. But
it will the endanger the safety, health and welfare of the public as the leaked engine oil will
pollute the river and have an adverse effect on the environment. On the other hand, if I repair
the leak, I will be unable to complete the order on time. This will not good for company from
the business point of view.

To strike a balance without stopping production and at the same time not to pollute the river,
the best option is to install/fix a temporary container to collect all the leaked engine oil and
at the same time continue the production until my order is complete. Then only stop the
production and do the repairs.

(b) Are you facing an ethical dilemma? If yes, how do you resolve an ethical dilemma.

Yes, I am facing an ethical dilemma. I have to choose between serving my employer with
complete fidelity, but at the same time, I have an obligation to hold paramount the safety,
health and welfare of the public. If I report the problem to the authority, it will upset my
superior, which may in turn affect my career in that company. Furthermore, I have to be loyal
and cannot give information about the company to outsiders. On the other hand, not doing
anything about the problem could endanger the health and safety of the public.
In many cases, ethics involves a delicate balance between conflicting obligations. However,
it is clear where the conflict is between “loyalty to the employer or client” and the “protection
of the public,” the latter must be viewed by, in this case by me, as the higher obligation.
Therefore, it is clear that I have an obligation to report the matter to my employer, through
the plant manager, Alex

(c) State Two (2) relevant BEM codes that are applicable in this case and explain briefly its
impact on the case.

The obligation to ensure public safety while performing professional services is written in the
BEM Guidelines for Code of Practice:

Item 1.0: A Registered Engineer shall at all times hold paramount the safety, health and
welfare of the public.

On loyalty to the employer or clients, the Code of Practice states:


Item 4.0: A Registered Engineer shall act for each employer or clients as faithful agent or
trustee.

(b) Explain the differences between Accreditation and Certification under ISO 9001.

 Certification means that an independent, external body has audited an organization's


management system and verified that it conforms to the requirements specified in the
standard (ISO 9001).
 Accreditation means the formal approval by a specialized body - an accreditation body - that
a certification body is competent to carry out ISO 9001 certification in specified
