Inauguration of Heritage Museum in Vijaya Towers, Bengaluru
Memories of the erstwhile Vijaya Bank which was amalgamated with Bank of Baroda and Dena Bank on
with effect from 1st April 2019 can now be refreshed at the museum dedicated to its history. Sri Jose J.
Kattor, Regional Director of RBI, Bengaluru inaugurated the museum which has rare collections of
photographs through which the growth of the Bank is showcased. Dr Sharat Shetty, grandson of the
founder Chairman, Late Shri Attavara Balakrishna Shetty; Smt Vranda Shetty Punja, daughter of the
modern architect of the Bank, Late Shri Mulky Sunderram Shetty; Sri Murali Ramaswami & Sri
Vikramditya Singh Khichi, our Executive Directors were present.

FBOBOA continues its relentless efforts in changing the Transfer Policy & effectively tackling
the issues faced by the Officers community of the Bank
Both in our Joint Meeting on 05.10.2019 & in the special Discussion session on 14.10.2019 at BCC,
Mumbai with the Management, we have uncompromisingly pursued the demand for scrapping of the
draconian Transfer Policy, and replacing the same with a scientifically revamped one. Members are
aware that the existing Transfer Policy of the bank - BCC/BR/110/300 dated 08.06.2018 –
purported to have been introduced after due deliberations with All India Bank of Baroda Officers
Association (Affiliated to INBOC & INTUC) meant transfer of all Officers, including ladies, out of
the Zone / State after 6 years without any exception. Adding salt to the injury, eligibility to
enter any Zone / State, including the deficit one, is after 6 long years. This Policy is sure to
displace more than 50 % of the Officers’ from their present Zone / State during Transfers-2020, even
if they are working in deficit zones, unless we succeed in getting the policy rescinded. Hence, it is a
question of life & death for the Officers community. We have strongly demanded emulation
of the policy of SBI & Bank of India wherein Officers are retained in the deficit zone till they
are promoted to Scale V. We have also sought calling for options from all the Officers
(presently working out of their home zone / state) for transfer to deficit zones, without
linkage to their service in the present zone. We have demanded strict Timeliness for issue
of Transfer Orders starting with the inter zone transfers happening in second week of April.
Many more radical demands such as linking the distance from the present place of working
of an officer to his/her home Region for getting home state transfer, special weightage for
lady officers, provisions for home region posting for officers coming under PWD category
and officers having PWD dependants, and so on, have been made by us.

We bring to your notice that the Circular no. HO: BR: 111/271 dated 25th
September, 2019 issued by you, is unconstitutional and opposed to law since Right to
form Trade Union or Association including the right to be a member thereof is a
guaranteed fundamental right with statutory guidelines. An officer has a right to join
Senior Vice- any Association / Union he wishes to. This is subject to the constitution / bye-laws of
President the Association / Union of which he wants to become a member. There is no rationale

be exercised by officers above MMG-III scale.

It has been decided to change the work timings of offices attached to Baroda Corporate
Centre, Baroda Sun Tower, eDena Corporate Centre from 9.00 a.m. - 4.00 p.m. to
10.00 a.m. - 5.00 p.m. with effect from 0 1.1l.20 19 including the recess period of -30-
minutes between 01.00 p.m. to 2.30 p.m.
Accordingly, timings of employees working in shifts or on staggered basis need to be
synchronized with the change in work timings of the office, by the respective line
functionaries / vertical heads.
We, therefore give below the work timings of certain specific departments attached to
BCC.

We bring to your kind notice the issue of lack of clarity on the Diwali celebrations &
expenditure front. While many Administrative Offices/ Branches have spent quite
lavishly, in multitudes of several lakhs, towards Decorations & Gifts (both on
customers and employees), few others, especially belonging to e Dena & e Vijaya
Senior Vice-President have not spent a rupee. This differentiation was seen even amongst Offices located
Tapas Kumar Ghosh in different floors in the same building. Another peculiar practice, which is not
prevalent in many Banks, is giving away gifts to Borrowers - there is no justification

These disturbing practices are the result of lack of clarity from the Head Office /
Zonal Offices. Many Banks like SBI, PNB, OBC have issued clear cut instructions
permitting expenditure of Rs 1,000/- per employee towards Diwali Gifts (copy of
Senior Vice-President such instructions enclosed). We request that similar guidelines are issued in our
S. D. Thanki Bank. We also request that explicit guidelines are issued from Head Office listing

to Clients, so as to curtail the present unnecessary lavish expenditure being made
as per the whims & fancy of the Executives.
We also suggest that clear cut guidelines are in place for different celebrations
throughout the year so as to avoid wasteful expenditure and to stop differential

Subject: Unregulated, unwarranted & untimely transfers and Misbehaviour by Regional
Management
We draw your attention to a WhatsApp message which has gone widely viral that portrays the humiliation
of a lady official meted out by the Deputy Regional Manager & HRM Head of Ludhiana region of our Bank.
Similar incident was also reported in Chandigarh Region. We strongly feel that such instances have
become extremely common in our zone and more particularly in Ludhiana & Chandigarh Regions. You
would surely agree that any autocratic decision resulting in depriving an employee from its legitimate
right is a violation of human dignity, official decorum, decency, principles of reasonability and justice.
While the employees face punitive action whenever there is an instance of ‘misbehaviour’ with customers
as per the ‘Zero Tolerance’ guidelines, such castigatory measures are never initiated for the instances of
misbehaviours by the superiors. Questioning the very right of natural justice without giving any
opportunity to hear the employee is a blatant testimony of how executives are using their position to
terrorize the junior officials.
Accessibility is one the most important things that staff members want to see from their regional
management. Any staff turns to RM/DRM/HRM Head as a last resort, but whom they should approach if
their complaints falls on deaf ears and in case, they are not allowed even to meet the RM/DRM/HRM
Head? Any leader is supposed to be a good listener first. Any regional management should instil the
feeling that “employees are welcome to discuss their psychological needs”. However, Ludhiana and
Chandigarh are exceptions, forget about having an understanding that each staff come to work with their
own strengths and weaknesses, their own joys and deep concerns, they are questioning the staff “how
dare you come to regional office without seeking permission?”. We condemn the anti-employee approach
of the regional management and hope that bank management will understand that the employees need
psychological support, motivation and inspiration to contribute to the growth and development of the
organisation. As a responsible Trade Union, we have been supporting the Management in all constructive
things by way of fruitful negotiations on many issues including transfers which always ended with win-
win scenario for both the Management & the Officers. However, at few instances aforesaid regions are
not even courteous to give time to association in order to discuss the problem faced by the staffs. RM
Chandigarh did not even meet us, though we waited for hours together one day.
Needless to say, that the much talked about idea of fostering of ‘Work-Life Balance’ in the banking
industry by the top managements of the Banks is a sham. Mid academic transfers, a few of them to
faraway places, with instructions to report immediately, reveals that “on instructions of certain errant

executives such anti-employee practices are being followed rampantly”. Transfer orders are being issued
disturbing considerable number of officers without any rationale and without looking at inconveniences
caused to the officers and their families. Unregulated, unwarranted & untimely transfers, cause
disappointment among the field functionaries, who have been tirelessly working with utmost sincerity,
dedication and integrity while in difficult terrains amidst a plethora of constraints.
We, the Bank of Baroda Officers' Association (BOBOA) - Chandigarh Zone affiliates of Federation of Bank
of Baroda Officers'' Associations and All India Bank Officers' Confederation (AIBOC), the apex body of
the bank officers’ trade union movement in the country having membership of around 3.2 lakh officers,
expresses its outright opposition to the unregulated/ unwarranted/ untimely transfers and condemn the
misbehaviour of the managements of Chandigarh and Ludhiana regions. Further we earnestly request
you to urge the regional managements of our zone to stop all such offensive practices and instruct them
to initiate strong demonstrative action against the executives/officials who have been launching
derogatory and disgraceful assaults on the junior officials for reasons best known to them. We also
request you to take cognizance of the hurt feelings of the affected families and instruct Regional
Management of our zone to take the required corrective measures by way of review of transfers effected
and cancellation of the unreasonable / unjustified orders. If transfer remains the only option then please
keep it on hold till General Transfers.
We pray for your quick intervention to prevent this issue from snowballing into a major IR issue in the
Regions/Zone and for an early appointment to discuss the matter with you in detail.
