Purpose ‘This document will outline the process to be followed in the event of an emergency while rope access technician ‘are working on ropes. The document will describe the planning and execution stages of potential rescue scenarios as well as indicate the roles and responsibilities of Megarme personnel while responding to an ‘emergency situation where rope rescue is required, 2. Scope ‘This plan is specific to work being conducted under method statement MEGAQ-QHSE-DOC-MTS-2017-067 REV.A which details the safe system of work to carry out Onshore Non Destructive Testing (NDT) at Halul Island using. rope access techniques as directed by the asset integrity Engineers. ‘All Megarme personnel involved in this work must adhere to the guidance outlined in this document in the event of an emergency situation and or rescue. ‘This document has been constructed to ensure rope access personnel respond in a suitable and sufficient manner in the event a rescue from ropes Is required. Client specific emergency response plans will have overarching control over this document at all times while Megarme personnel are working on the client's platform. Note: This plan is generic in nature. A site specific emergency and rescue plan must be completed for each location where ropes are rigged and prior to rope access work commencing. 3. Megarme Management Team ‘The Megarme management team will ensure fully IRATA certified personnel are working on ropes at all times with suitable equipment to conduct the work safely. The Megarme management team will respond to any ‘emergency event and support any investigation process which may arise from an emergency event and or rescue from ropes. 4.2. Rope Access Technician ~ Level 3 ‘The level 3 rope access technician (RAT) is an individual who is conversant with IRATA relevant work techniques and legislation; has an extensive knowledge of advanced rigging and rescue techniques; holds an appropriate and current first aid certificate and has knowledge of the IRATA International training, assessment and certification scheme. The level 3 RAT has the following responsibilities: ‘+ Conduct the workassigned in a safe manner. ‘© Planning and rigging ropes in a safe manner. A pre-rigging plan should be used for each location and or when ropes are moved or altered. + Planning the rescue. This should be location specific (ie. when ropes are rigged at each location) and must be documented in the rescue plan as part of the job pack. * Emergency response planning. In addition to this document a location specific emergency plan should be completed by the level 3 RAT which details the radio contact information of emergency response ‘teams (ERT) on the clients facility. * Maintaining the emergency rope access equipment. ‘© Raising the alarm in the event of an emergency or rescue from ropes. * Conducting the rescue of personnel from ropes with the support from other level 1 & 2 RAT's is required. + Conducting first aid treatment until the clients first response team arrives at the scene. ‘© Ensuring all rope access documents are maintained in the work packs. ‘© Communicate with Megarme personnel in the event of an emergency as soon as practicable. ‘Conducting inspections of personal protective equipment (PPE) and equipment. © Coordinating any rescue with the platform emergency response team. 4.3. Rope Access Technician ~ Level 2 ‘The level 2 rope access technician (RAT) is an experienced rope access technician who has Level 1 skills plus more complex rigging, rescue and rope access skills, under the supervision of a level 3 RAT. The level 2 RAT has the following responsibilities: ‘© Conduct the work assigned in a safe manner. To ensure document isthe latest version refer back to the network ERM EMERGENCY RESPONSE AND RESCUE PLAN FOR ONSHORE ULTRASONIC TESTING SERVICES AT HALUL ISLAND ‘* Support the level 3 RAT in rigging ropes and conducting emergency response and rescue under the direct supervision of the level 3 RAT. * Conducting inspections of PPE and equipment. ‘© Raising the alarm to the level 3 RAT in the event of an emergency situation. 4.4, Rope Access Technician — Level 1 ‘The level 1 rope access technician (RAT) is able to perform a specified range of rope access tasks under the supervision of a level 3 RAT. The level 1 RAT has the following responsibilities: ‘+ Conduct the work assigned ina safe manner. ‘+ Support the level 3 RAT in rigging ropes and conducting emergency response and rescue under the direct supervision of the level 3 RAT. * Conducting inspections of PPE and equipment. ‘Raising the alarm to the level 3 RAT in the event of an emergency situation. Emergency Response & Rescue Planning 5.1, General Informat Each time ropes are rigged a location specific rescue and emergency response plan must be developed by the level 3 RAT and be included as part of the work pack and be available on site while the work is conducted. The level 3 RAT must ensure the other team members fully understand the requirements of the rescue plan and ‘emergency response plan for the location. ‘The rope access team should have a planned method for rescue that includes the following: ‘© Adlearly defined leader; ‘© Adequate equipment; ‘* Competent rope access technicians; '* Practiced techniques appropriate to the worksite; ‘© An awareness of the higher loads involved in rescue; ‘= An awareness of suspension intolerance, its symptoms and, in particular, how to manage someone suspected of suffering from the condition during the suspension and post suspension phases of rescue; ‘© The provision of medical aid if required. ‘When planning a rope access rescue scenario, there are three main types to consider. Rigging for rescue, which should be considered as a priority, workmate retrieval / rescue and self-rescue. These are outlined in section 5.2,5.3 and 5.4. Rigging for Rescue Rigging for rescue is the process of rigging working and safety ropes to establishing a rescue system which cenables workmate retrieval to take place without the need for @ rescuer to descend or ascend to the position of the injured person, e.g. the working line and safety line established with releasable anchors to allow rapid implementation of lowering or hauling in an emergency. This is beneficial as the rescue process is generally more efficient, however rig for rescue setups are not always possible and dependent on the location of work. If the rg for rescue technique isto be used the level 3 RAT will ensure itis documented on the rescue plan. 5.3. Workmate Retrieval / Rescue Workmate retrieval / rescue is when one or more operatives remove an incapacitated member of their rope access work team from a place of danger to a place of safety. Ifthe rig for rescue technique is not possible the level 3 RAT will ensure a suitable rescue technique is documented in the rescue plan. 5.4. Self-Rescue Tr is where a RAT will ascend or descend a rope to a point of safety in the event of a facility alarm. 5.5. Rope Rescue Equipment Rescue equipment should always be present and ready for immediate deployment at the worksite. This ‘equipment should be sufficient to carry out a rescue from any situation on the site as planned in the location rescue plan. Where personnel are working over board or over water, the client should ensure a rescue craft is available. This rescue craft maybe utilized to lower a potential injured party to safety. 6. Evacuation & Rescue Execution ‘This section of the plan we will outline the scenarios for emergency response and or rescue and document the required actions Megarme personnel must take for each scenario. 6.1. Client Initiated Emergency In this scenario the client's facility alarm will begin to sound or RAT's will be instructed by members of the client's team to evacuate the area, all Megarme personnel are informed to immediately initiate self-rescue, by either ascending or descending the ropes to a point where the muster point can be accessed, considering the wind direction when proceeding to the muster point, Megatme expects the client to ensure suitable training has been conducted into the specific emergency actions to take while on the clfent’s facility, included, types of alarms; audible, visual, public address announcements, ‘muster point locations, etc. Megarme also expects the client to ensure suitable and sufficient equipment is made available for the safe evacuation of personnel and the supply of emergency breathing apparatus, escape hoods, toxic clips and training on how to respond and use equipment. To ensure document is the latest version refer back to the network mEGAR = EMERGENCY RESPONSE AND RESCUE PLAN FOR ONSHORE nee ULTRASONIC TESTING SERVICES AT HALUL ISLAND Megarme advises all personnel on client facilities to adhere to the emergency requirements of the facility and follow advise of emergency response teams, as well as participate in facility emergency drills, 6.2. In this scenario a Megarme employee requires to be rescued from a rope / from height as the technician is not able to conduct a self-rescue due to being incapacitated in some way. Once the emergency has been identified the level 3 RAT will take control of the area and must begin to work the documented location specific rescue plan, by: 6.2.1. Raising the Alarm The level 3 RAT will raise the alarm by calling / radioing the emergency control room operator, client supervisor and or activating the client's manual plant alarm. The level 3 RAT may also delegate this task to one of his crew while the level 3 RAT executes the rescue plan. 6.2.2. Conducting the Rescue The level 3 RAT will begin the rescue of the injured or incapacitated personnel by either: a) Hauling or lowering the injured party (IP) to a safe place if the ropes are setup for rig to rescue, or; b) Descending or acceding to the IP, transferring the IP to the rescuers ropes and either ascending or descending with the IP connected to the rescuer ‘Note: While transferring ropes and or the IP to the rescuer, both must maintain two points of contact at all times, ©) Once the IP has been recovered, the level 3 RAT should ‘emergency response team artive and take over. d) The level 3 RAT should pass all information to the client regarding the situation leading to the event and any first ald administered to the IP. ite first aid for the IP up until the client's 6.2.3, Reporting the Situation to Megarme The level 3 RAT or delegate should inform the Megarme management team of the emergency and or rescue as ‘soon as practicable, this is to enable the Megarme management team to be aware of the situation and liaise with the client representative for any follow-up actions, support or investigations required.
