PART 1 – GENERAL

C. The PAS Contractor shall become familiar with the Integrated Intelligent Building
Solution (I2BS) specification and shall comply with all of the requirements of the I2BS
specification that are relevant to the PAS. In particular the PAS contractor shall meet
the requirements with regard to software protocol and shall be able to output and
receive data in a BACnet, LonWorks, Modbus, OPC or EIB format. Coordinate with
the I2BS Contractor to ensure that there is full interoperability between the PAS and the
I2BS.
1.2 SUMMARY
This Section includes equipment for amplifying, distributing, and reproducing sound signals
including the following:
1. Amplifiers, central controller, and central equipment racks.
2. Loudspeakers and distribution network.
3. Paging Microphones and Noise sensing mircrophones
4. Music Sources, PC based BGM server with redundancy.
5. System Management server and workstation.
6. Server for AAS and workstations.
7. Interface with Fire Alarm system and other ELV systems
8. Printer.
1.3 DEFINITIONS
A. INTRODUCTION.
A centralized Public Address System with all major equipment including amplifiers,
central controller, music sources, etc to be located at a central control room shall be
provided for this international airport terminal. The loud speakers distributed in each
zone shall be connected to the central equipment using fire rated cables. Free standing
19” racks shall be provided for housing the central equipment.
This is a multi-function system comprising several sub systems that, when integrated
together, form a complete system for airport announcement and message management.
This system shall take care of the amplification, routing and switching of the various
audio signals to the various pre-defined zones. The audio signals shall also include
transmission of background music, operator announcements, fire evacuation calls,
boarding calls, automatic announcement system calls etc.
All the lines (loudspeaker lines, modulation lines, remote control lines) shall originate
from the PAS central Technical room.
There are two types of zones. One for the public address system areas, which are
divided into number of PAS zones in accordance with the needs of the public areas and
one for the fire alarm system. The zoning of PAS is a subdivision of the zoning of FAS
in accordance with NFPA codes.
The PAS zoning is as indicated in the PAS schematic diagrams. The type and quantity
of PAS loud speakers, and their locations shown on the PAS schematic diagrams and
PAS layout drawings are indicative and for guidance only. The contractor shall be
responsible to provide a full functional system based on and by conducting a detailed
acoustic study of the various areas fully complying with DCA requirements. The system
design shall be based on the following criteria:

b.Inform and guide the passengers about departure and arrival flights information,
boarding announcements, individual calls, etc
d.In case of safety emergency, the voice alarms shall come from FAS and shall be
broadcast by the PAS in public areas in compliance with the NFPA codes.

3. The software licensing shall be for the entire airport with no limitation on the
number of workstation or users.
4. Evaluation of offers depends not only on technical features but also on factors
like training, maintenance etc.
A. Scope of work
2. Installation of a complete Public Address System includes the following but not
limited to:
a. PAS servers, workstations and central network controller.
b. Announcement system (microphones, preamplifiers, amplifiers, digital
recorders, etc).
c. Audio sources (CD players, PC based sources, etc)
d. Loudspeakers, DSPs.
e. Interfaces with other systems
B. Functionalities
3. The system shall support definition of access levels with associated rights and
tracking through passwords assigned to each individual operator from basic
monitoring to full control of the system including programming.
4. The system shall use popular software platforms and programming shall be user
friendly. It shall be capable of being accomplished by personnel with no prior
computer experience.
6. After installation, the Employer shall be able to perform hardware and software
configuration changes as desired with no reservation on the warranty.
C. Performance Requirements
1. System related
a. Shall be easily programmable by the end-users in order to route any audio
source to any destination
b. Shall execute and control calls and other activities according to priority settings
c. Shall monitor the correct operational status of any amplifier and shall change
over to a spare one in the event of failure of the duty or running amplifier
d. Shall be monitored from the call station microphone capsule to the end of the
loudspeaker line
e. Shall have programmable control input and output features and a free program
of any individual calls,
f. Shall allow programming of time scheduled activities for chimes, automatic
digital announcements, background music, routing of audio input to any zone
output or audio output, and activation of any control outputs,
g. Shall have an internal real time clock, which has to be synchronized with a
control input from Master Clock system
h. Failure of one of the equipment shall not affect the operation of the rest of the
system
i. Shall have PC based BGM and auto level control.
2. Audio requirements
a. At least twenty simultaneous audio channels shall be available for
communications over the network
b. Equalizers are part of the system. They shall be used, if necessary, in rooms
covered by ceiling loudspeakers and traditional columns, depending on the
acoustic response of the rooms. Zones with similar acoustic characteristics shall
be equalized by the same equalizer.
c. All audio transportation between any system units shall be of digital domain

5. Music requirements
a. There shall be 1 PC based music sources in the server room with redundancy.
b. Some of the zones have dedicated local music sources. These music sources
shall be allowed to play only in the respective zones. These zones shall
broadcast local music when available otherwise music from the central system
shall be played.
c. Setting of background music globally or for individual zones shall be possible
d. It has to be possible to assign multiple music sources to a virtual channel, so that
if one of the music sources fail, another takes over.
6. Maintenance requirements
a. It shall be possible to enable or disable any equipment in the system even
though it is physically present (specific to the PA hardware like amplifier etc.).
b. Access to diagnostic and logging information and configuration database shall
be mainly from the maintenance workstation. However access shall be allowed
from other workstations after identification through appropriate password.
c. Configuration changes, except for real time adjustments, will be done on a
virtual plane before being passed on to the live system.
7. Availability requirements
a. Contractor shall guarantee that operation and maintenance of the system by
airport personnel having proper training shall enable the PAS to fulfill the
following availability requirements.
1) The overall availability shall be 99, 99 % on a shifting monthly basis
combined for all interdependent systems.
2) The MTTR shall not exceed 30mn. The MTTR shall include the
diagnostic time, active repair/replacement time and the
adjustment/testing time on site, but shall exclude the response time.
3) The Contractor’s response time shall not exceed 1 hour. The response
time is defined as the time that elapses between the reporting of a fault
and the maintenance personnel arriving at where the faulty equipment
is located.
4) MTBF of each component shall be to complain with availability
defined in Paragraph 1.
5) Announcement system (AS): one AS out of service shall not occur
more than 0,010 % on a shifting monthly basis.
6) Broadcast System (BS): unavailability shall not occur more than 0.010
% on a shifting monthly basis
7) Paging System (PS): unavailability shall not occur more than 0.010 %
on a shifting monthly basis
D. Zone assignment
1. In order to achieve public address and voice evacuation functionalities there will
be two types of zoning classification:
a. Voice evacuation zoning shall be in accordance with the fire alarm zoning
drawings.
b. The PAS zoning shall be a subdivision of the voice evacuation zoning.
2. Languages to be used for automatic flight announcement shall be: Arabic and
English. Selected language shall be related to destination information received
from MIS;
a. Chimes shall precede announcements except for item a and f above
b. This priority order can be to changed on end-user's decision.
1.6 SUBMITTALS
A. Product data
1. Include manufacturer's detailed specifications and data sheets for each system
component.
B. Shop drawings
3. Submit drawings for approval including, but not limited to the following:
a. Detailed system schematic diagram
b. Layout of loudspeakers and paging microphones
c. Amplifier racks and cabinets layouts, dimensions, front, side and rear views,
construction, access panels, dimensions, weight etc.
d. Complete electrical and physical characteristics of central controller, amplifiers,
permanent digital record system, ambient noise analysis system, switching
panels, DDC arrays, loudspeakers, microphones etc.
e. Complete system wiring diagrams, size and type of cables, enclosures, and
terminal, splice boxes etc., and routing plans of wiring system.
C. Acoustic Calculations
1. Include method of operation and supervision of each component and each type of
circuit, and sequence of operations for manually and automatically initiated
system inputs.

1. For firms and persons specified in "Quality Assurance" an article shall be written
to explain and demonstrate their capabilities and experience.
2. To include lists of completed projects with project names and addresses, names
and addresses of architects/engineers and owners, and other information specified
or required by Engineer.

1. For products and system the Contractor shall include maintenance manuals
specified in Division 1.
2. The Contractor shall include data for each type of product, including all features
and operating sequences, both automatic and manual.
3. The Contractor shall include user's software data and recommendations for spare
parts and components to be stocked at Project site.
1. The Contractor shall have to establish plans to scale and diagrams as per the
following presentation:
a. Floor layout of each building and raceway shall have to be on scale 1/100.
b. PAS Equipment room layout shall have to be on scale 1/50.
c. Racks and cabinet configuration, front and back view, as well as the plans of
detail and service shafts, shall have to be on scale 1/10.
d. The Contractor shall be held to give the whole set of documents in three copies
on electronic (CD Rom) and paper.
A. Rules
3. These shall have precedence over other codes and standards indicated, unless
otherwise approved by Engineer, in writing.
B. Standards
1. Standards to be used is the IEC or other equal and approved codes, taking into
account that network cables with fitted accessories and connector, wiring and
loudspeakers have to be of fire rated type in accordance with all NFPA
requirements codes (NFPA72 and extensions,).
2. System components, parts and installation are to comply with the corresponding
recommendations of the Electronic Industries Association (EIA), and the
International Electro-technical Commission (IEC)

C. Precautions:

from intrusion, induced noise or other events that can disrupt vital operation.

2. This system comprises all the participants to the contract within the Contractor’s
teams and its sub-contractors.

1. Obtain system components from single source, who shall assume responsibility
for system components and for their compatibility.
1.9 WARRANTY
A. Special Warranty:
1. Manufacturer’s Warranty:
a. Provide written warranty, signed by manufacturer and Installer agreeing to
replace system devices and equipment that fail in materials or workmanship
within specified warranty period.
b. Manufacturer's system shall be a standard "off-the-shelf" package utilizing the
latest hardware and software technology. Any major system development efforts
necessary to meet specified requirements are unacceptable. Even if this system
is a new concept, it does not require huge development and shall be based on
existing and proven technologies.
B. Experimental Period
2. After the satisfactory completion of this period, the system is to be taken over by
the Employer, as per contract conditions, whereby the guarantee period is to
commence.
C. Warranty Period
1. Two years from date of Substantial Completion. During the guarantee period,
provide, at its own cost, all required spare parts needed to replace faulty/damaged
components unless it is proved that the component to be replaced was damaged
by abuse.
1. The Contractor shall provide a manufacturer endorsed and backed ‘extended 10-
years product, performance, application, and labour warranty’ which shall:
3. Warrant that all cabling components of the installed system shall meet or exceed
the specifications of TIA/EIA 568B and ISO/IEC IS 11801 (performance
warranty) for a period of 10 years.
6. Warrant that the system shall be application independent and shall support both
current and future applications that use the TIA/EIA 568B or ISO/IEC 11801
component and link/channel specifications for cabling (application warranty), for
a period of 10 years.
7. Warrant that all labour attributable to and required by the above shall be supplied
at no cost to the Owner for a period of 10 years.
1.10 COMMISSIONING
A. Purpose
2. During this phase the equipment are powered and the automation and networking
are gradually integrated layer by layer.
B. Tests
1.11 MAINTENANCE

B. Curative Maintenance
C. The forecasted time devoted to curative maintenance is deducted from the performance
memorandum for the System drafted by the Contractor.
1. Equipment identification;
E. The total down-time duration assignable to the Maintenance activity (travelling time,
diagnosis time, repair time, restart time).
F. Test Equipment
a. Provide, together with an itemized list, all test equipment and tools required for
routine maintenance, safety checks and equipment repair.
b. Deliver test equipment and tools at the same time as the system equipment.
G. Maintenance service
A. Contractor shall provide manufacturer recommended spare parts for all major
components in the system for two years fault free operation.
B. However a minimum of 2% peripherals of each type installed, but not less than one
from each type, shall be included in the deliverable irrespective of manufacturer
recommendation
C. Spare parts
2. When a technical breakdown requires a time of putting back into service more
than 30 minutes, the Contractor shall apply the technical and human means
necessary/required to overcome the failure (resumed by the expected service)
during the time of the repair.
PART 2 - PRODUCTS
1. PAS has to be designed for public address, pre-recorded messages and voice
alarm announcement with a uniform and acceptable speech intelligibility level.

C. PAS Network
2. Cables for Sound Distribution shall be rated for 250 V (minimum) operating
voltage, finely stranded tinned copper, 1.5 mm diameter (minimum) or more
according to the calculation needs under contractor's responsibility, with fire
proof resistant exterior sheath.
3. Conduits and Raceways: to comply with Section “Raceways and Boxes” of the
Specification.
4. Microphone Cables has to be of fire proof type and must comply with NFPA
rules. The following criteria can be taken into account:
a. Modulation cable:
1) Core: 2 multi-strand conductors of tinned annealed electrolytic copper
2) Screening: on assembled conductors, tinned copper braid
3) Protection: exterior sheath
b. Remote control cable:
1) Assembly: in twisted pairs
2) Conductor: copper, minimum diameter 0.9 mm
3) Continuity wire: tinned copper
4) Screen: aluminum
5) Protection: exterior sheath
2. For redundancy purposes, two (2) Monitoring Network units shall be provided.
Both of them shall work on hot redundancy of each other.
E. Server
1. Hardware Fault Tolerance: Redundant hardware design shall include both dual-
modular redundancy (DMR) and triple-modular redundancy (TMR) models to
protect users applications from component outages.
2. Software Availability: The server must prevent outages and minimize downtime
related to software issues.
4. Server functions:
a. PAS servers are mainly used to:
1) Store all the system events and system rules,
2) Store and archive announcement data,
3) Archive statistical data,
4) Synchronize Functions,
5) Monitor real time operations,
F. Administration workstations
2. The color monitor and keyboard for each workstation shall display real-time data,
allow operator's commands and report system activity.
3. Each of the main announcer’s work stations shall have 2 microphone call
stations.
4. The voice database management workstation shall be used for managing the
music sources.
5. Personnel in charge of the PA system shall use dedicated workstations (one for
voice database management and one for maintenance).
6. The maintenance workstation shall be used for entering and editing the system
software and monitoring the operation of all system functions.
11. Police, fire and announcers must have GUI functions providing graphical display
of zones selected for announcement. Announcement zone displays shall be color
coded
The workstations hard disk shall have a 100% margin for future extension.
12. Hardware
a. The hardware configuration shall be update technologies version to support all
new applications, network and security implementation functions
b. The hardware shall be tested and guaranty a minimum MTBF workload
activities.
c. All electronics compliance and computer interfaces must respect the
international electric standard agreement function.
1. A printer shall be provided at the maintenance workstation for hard copy alarm
printouts and system malfunction advisories. The printer shall be the latest
version on the market.
H. Central Controller
2. System set-up, control and re-configuration shall be operated remotely from main
workstations.
I. Pre amplifiers
1. Pre amplifiers shall be provided for transmitting audio signal to the DSP line
array speakers. They shall have the following performance:
a. Frequency response: 20 Hz to 20 kHz
b. Output level range: 0 dBm to +24 dBm
c. Signal to noise ratio : >80 dB
J. Power amplifiers
3. An automatic test and monitor system shall be provided for self-diagnostics that
operate in real time under software control. This self-testing include testing of
logic, audio operation, power supplies, power amplifiers, wiring loudspeakers
and network communications
5. The loudspeaker lines shall be monitored for short-circuit, open circuit and short
to ground circuit. Line surveillance shall be over the same 100 V cable. The fault
shall be displayed on the Monitoring Unit.
8. Control outputs shall be freely programmable for any status changes in the
system and shall also be used for volume control override

j. Rating power has not to be less than 120 % needed load.
1. Ambient noise sensing microphone shall be provided in each PAS zone and
connected on the associated amplifiers
2. Ambient noise analysis system shall adjust signal levels in response to either
ambient noise levels, or computer commands, or day-time
4. Automatic volume control (AVC) based on an average level of noise in the zone
shall be provided in all public halls.
L. Call stations
1. Call station has to be able to control the background music volume for zones
which are pre-assigned to it
2. Each call shall start with one chime, excepted for prayer calls
3. Keypad Call stations shall have built in digital signal processor which can be
used for audio processing. Analog call stations shall include preamplifier and
limiter.
4. Key boards call stations shall be programmed for the followings features:
a. Control System: Recall of selection, Live speech call, cancel selection,
background music (BGM) mute,
b. Pre-recorded message selection,
c. Microphone: dynamic cardioids, two different microphones are possible:
gooseneck for main call stations; hand held for local call stations with
removable plug on RJ45 cord outlet, on desktop stations. Microphone is to be
fully dust and moisture protected, rugged and vandal resistant for the
microphone in lounges, designed specifically for speech reproduction and with
at least the following performance:
1) Frequency response: 20 Hz – 20 kHz (+/- 1 dB)
2) Nominal impedance: 200 ohm
3) Maximum output capability on 600 Ohm: +24 dB
4) Compression ratio: 6:1
5) Signal to noise ratio (S/N): > 75 dB
1. The link between the Fire announcement workstation and the FAS shall be part of
the PAS scope of work. For this purpose, it is under PAS contractor responsibility
to provide all the necessary needs to interface the two systems in accordance with
NFPA code.
2. The link from Fire Alarm system for emergency voice announcements shall be
direct to each amplifier of FAS zone to be in compliance with NFPA rules or to
the system server (main and redundant).
1. Cabinets:
a. System rack shall be provided in a dedicated room at a centralized location.
b. Equipment cabinets are to comprise freestanding 475 mm (19") racks inside
enclosed cabinets.
c. Standard holes are to be provided for panel mounting of control equipment and
cable distribution terminal boards, which are to be easily accessible for
maintenance.
d. Cabinets are to be galvanized sheet steel box constructed with joints welded on
inside.
e. Multi-formed mounting channels are to be standard gauge cold rolled steel, with
secondary chassis providing infinite front-to-back adjustment.
f. Base section is to be minimum 1.5 mm thick cold rolled steel. Blower panels are
to be installed in base section of each cabinet to provide required filtered air at
zero static pressure.
g. Depth of unit is to allow cable access through bottom and back of racks.
2. Operator workstation
a. Design and Components: modular design and contemporary styling, solid
welded steel construction with concealed mounting screws, having laminated
desk top and monitor / graphics panel turret housing, and containing the
following:
1) Keyboard and mouse,
2) Auxiliary equipment (as necessary)
3. Finishes:
a. Steel cabinet and console are to be treated with phosphate and treated with one
weatherproof base coat and two coats of epoxy paint or approved air-drying
enamel of color to be selected by Engineer.
b. Any PAS unit shall be of 19 inch type and withdraw-able and hinge-racked type
c. Cabinets are to be of 19-inch frame, totally enclosed, with side and rear panels
removable, and cable entrance at rear, top or bottom. Surface finish is to be
textured and of approved color. Frames are to be anodized aluminum sections.
Each frame is to be provided with ventilation rack, including automatically
operated fan with thermostatic control. Suitable ventilation openings are to be
provided. Enclosure is to be IP 42 to IEC 144 for indoor installation.
d. Storage: rack cabinets are to have storage drawers for cables and accessories.
e. Mains wiring: equipment is to operate from 230 V, 50 Hz mains and is to be
capable of continuous operation under any load conditions with variations of +/-
10% of nominal voltage. Mains wiring inside console are to be totally
segregated from low-level signal wiring.
f. Electric connections, other than those for low-level signals, are to be of push-on
spade clips type or multi-connector blocks type.
4. Equipment rack
a. 19-inch rack shall be provided with the following equipment:
b. Equipment cabinets are to comprise freestanding 475 mm (19") racks inside
enclosed cabinets.
c. Standard holes are to be provided for panel mounting of control equipment and
cable distribution terminal boards, which are to be easily accessible for
maintenance.
d. All racks shall be free standing standard universal 19-inch wide racks except for
distributors of small capacity, which may be wall mounted 19-inch rack. Details
as under:
1) A pair of 19-inch front uprights set back 100mm from front face.
2) 42U 800x800mm structure
3) Twin vertical cable management system for front side of the rack,
extending the full height of the rack including trim plates
4) Removable and lockable side panels
5) Double glazed lockable front 400mm door
6) Double plain lockable rear 400mm door
7) Roof blanking plate with ventilation and 300x50mm min. cable hole
8) A pair of 300mm basket trays for cable fixing
9) Earth bus bar
e. Rack installed on raised floor shall be fitted with leveling feet
f. Rack installed on slab shall be fitted with 100mm height base with 300x50mm
cable hole
g. Racks used for active components shall be provided with the following devices:
1) 19-inch power strip, flush mounted 8 outlets with RCD and pilot lamp
for rack used for both cabling and active parts.
2) 2 No 19-inch power strip as above for rack dedicated for active
components only.
h. 19-inch wall mounted rack shall be provided with the following equipment:
1) A pair of 19-inch front uprights set back 100mm from front face.
2) 9 to 21U 600x500mm structure depending of needs
3) Fixed 150mm Backboard and removable enclosure
4) Dual locking hinge
5) Twin vertical cable management system for front side of the rack,
extending the full height of the rack
6) Single glazed lockable front door
7) Wall brackets
8) Cable doors, 250x50mm sized on top and bottom and back panel
9) 250mm basket tray for cable fixing
10) 19-inch power strip, flush mounted 8 outlets with RCD and pilot lamp

1. The remote system control is to allow remote configuration and individual signal
processing rating of each component (ambient noise compensation, equalization,
gain management, etc.), which shall be performed from maintenance
workstations. It shall have pre-defined access levels in order to control level of
authorization.
R. Loudspeakers
1. General:
a. Loudspeakers have to be designed for use in voice alarm system. Accordingly,
loudspeakers have to have built in protection to ensure, in case of fire hazard
that damage to loudspeakers does not occur in audio circuit failure, on which
they are connected, in order to keep the other areas in normal working
conditions. For this purpose, loudspeakers shall be equipped with ceramic
terminal blocks, thermal fuse and heat –resistant and high –temperature wiring.
The implementation of the loudspeakers is just given for indication. It is under
contractor's responsibility to check and co-ordinate the loudspeaker's location in
ceilings with the other works. As so far as concerns the type of fixing,
loudspeakers shall be installed after having the prior approval of the Engineer in
charge of the works. Cut-outs in the ceilings, to integrate loudspeakers, shall be
made by the interior finishing section contractor's. Mounting flange shall have a
decorative grid perforated by at least 50%.
b. Installation: the general principles are the following:
1) Loudspeakers are installed in ceilings when the height under ceiling is
generally lower than 5.00 m
2) Traditional column loudspeakers shall be provided in areas with high
ceiling or without ceiling. Depending on the case, they shall be
vertically installed either on light poles or on structural poles with a
horizontal angle allowing the best coverage of the area. The middle of
these columns shall be at least at 1.60 m above the floor. A slight tilt
(about 5 degrees) shall be applied to the columns; angle shall depend
on the length of the area to be covered.
3) DSP controlled line arrays shall be provided in areas with very high
ceiling or without ceiling and also first of all due to the size and
acoustic nature of these areas. They shall be installed on structural
poles, walls, and/or supporting from the ceiling. The approximate
mounting heights of the various spaces are indicated in the PAS layout
drawings. Their types depend on the lengths to be covered which are
the following:
a) 20m length: bottom of line array situated at about 2.2 m above the
floor (Type LA4).
b) 30 m length: bottom of line array situated at about 2.2 m above the
floor (Type LA2)
c) 40 m length: bottom of line array situated at about 2.2 m above the
floor (Type LA1)
d) 70 m length: installation in the duty free circulation area bottom at
about 3.5 m above the floor (Type LA3).
e) In addition, the contractor shall have to follow the manufacturer's
instruction to install the DSP controlled line arrays in the best conditions.
Decorative ceiling suspended type loud speaker with safety suspension cord
and fire resistant for voice alarm application. Loudspeaker shall have the
following performance:
5. Column Loudspeaker with passive line array of speakers (type LAX): fixed on
structural pole or on light pole (this is not part of PAS scope of work). Length 1.2
m equipped with at least 6 LS and Used in high ceiling area, column shall have
the following performance:

1. The technical study shall also define precisely the necessary dimensions for the
common network in order to get the following features:
a. The redundant server shall be in hot standby with the running server..
b. Police shall have one full function announcement workstation in CCTV control
room.
c. Fire announcement stations do not require push button panels for zone selection,
and zone selection shall be made through PC workstation graphics.
d. The software license shall not be limited and shall be opened for any number of
users within the airport.
e. The software application shall be working on popular and user-friendly
platform.
f. The maintenance stations shall be PC based GUI's featuring capabilities for
system configuring, diagnosis etc.
g. The contractor shall investigate flexibility of connecting (maintenance)
workstations to the common network as well.
2.3 SOFTWARE

within the airport.
A. NFPA Requirements
1. Public Address racks and speakers that are used to broadcast emergency voice
evacuation systems in Public Areas are powered from the main redundant UPS
system located inside. The UPS room nearby PAS technical room at level 1. In
turn, each of these UPS units is fed from the Essential power supply network, i.e
through the CUC’s gas turbines, which ensure power supply after 7 minutes in
case of power outage. As such, during a power failure the UPS unit will ensure
power to the PA system during the 7 minute gap, after which the Essential power
supply will be made available by the gas turbine. The main at level 1 UPS unit
shall have a 30 minutes back-up time instead of 15 minutes for the remaining
ones. Contractor shall coordinate with electrical and UPS contractor to be in
accordance with this specific requirement and to process tests (See 3.5.K.4.b.1)
B. Features:
A. The PAS shall interface to the I2BS at the management level. Central monitoring of
the PAS shall be provided at the I2BS workstations in CUC-1. It is required that all
the PAS monitoring functions be available at the I2BS control centre so that it shall
not be necessary to be at the PAS panel, server or workstation location in order to
monitor the system status and alarms and other information as detailed below.
B. The PAS contractor shall provide a BACnet, Modbus, OPC, EIB or LonWorks
interface to the I2BS. If required a Network Interface Unit, shall be provided by the
I2BS contractor. Provide a port(s) for the interconnect cable. The I2BS Contractor
shall provide the connection from the port to the NIU. The I2BS shall provide a GUI
for the PAS. The PAS shall transfer the following information to the I2BS:
1. The status (healthy/fault) of all PAS components.
D. The PAS Contractor shall prepare a list of all items of information that are available
at the PAS and shall present the information to the DCA-EP/DWC for the DCA-
EP/DWC’s review. The DCA-EP/DWC shall determine whether information in
addition to that specified herein shall be transferred from the PAS. The DCA-
EP/DWC shall be able to amend, add and delete information that is to be transferred
from the PAS to the I2BS at any time up to substantial completion at no extra cost to
DCA-EP/DWC.
E. The PAS Contractor shall provide data as BACnet object IDs, Modbus IDs, OPC
Objects, EIB Objects or Lon SNVT IDs to the I2BS Contractor. Provide all necessary
documentation regarding the data Objects that are to be communicated to the I2BS.
The documentation shall be of such a standard that the DCA-EP/DWC’s staff that has
received training on the operation of the I2BS shall be able to add, delete and amend
information that is to be exchanged between the PAS and the I2BS without a
requirement for additional information or assistance from the PAS Contractor.
F. The I2BS Contractor shall provide a schematic display of the points using the
graphical user interface. The PAS Contractor shall provide the appropriate graphics
to the I2BS Contractor in AutoCAD format. The graphics shall indicate the location
and nature of all monitored points. The PAS Contractor shall meet with the I2BS
Contractor within 4No. weeks of receiving notification of award of contract to
coordinate all interface requirements between the PAS and the I2BS.
G. Coordinate the work with the I2BS Contractor so as to ensure that all requirements of
the above are attained and so as to ensure that all appropriate PAS related data is
available in a protocol compatible with the I2BS.
I. The communication watchdog function at the I2BS shall send an “Are you there?”
signal on an operator determined frequency, which shall be set initially at 30 seconds,
to the PAS and the PAS shall respond within 5 seconds with an “I am here” signal. If
the PAS does not respond within 5 seconds the I2BS shall raise an alarm.
J. The PAS shall forward data to the I2BS within 1 seconds of a request from the I2BS
or within 1 seconds of a status change for data on display at a workstation. The PAS
shall initiate action within 1 second of receiving a command from the I2BS.
PART 3 - EXECUTION
3.1 INSTALLATION
A. General:
1. Scope of work
a. The acoustic design is done with surfaces covered with some types of absorbent
materials. It is under contractor's responsibility to achieve the required acoustic
results, notably concerning the required intelligibility index (STI), knowing that,
in case of poor results (for example due to architectural changes), different types
of loudspeakers shall be submitted to Engineer for approval.
b. Acceptance of works shall be restricted to the equipment and installations
complying with the approved submittal, approved shop drawings, and DCA and
Engineer agreement.
c. PAS contractor has to carry out any site works under direct supervision of
qualified technicians who are to be well trained with qualified PAS
manufactured experience.
d. The scope of Work shall include but not limited to detailed engineering,
fabrication and coordination thereof, supply and installation of all above
Equipment, operator training, hardware, software, wiring, cabling, labor,
supervision, management control, testing, commissioning, maintenance and 24
months extended warranty for all supplied equipment commencing from expiry
of the Defects Liability Period.
e. Site workmanship of any PAS equipments has to be limited to the layout and
fixation, and inter-wiring of various items of the ready-made equipment.
1) In addition to the above the Contractor is also expected to supply the
following:
3. The layout shop-drawings is to also reveal the measures taken therein, and every
fixation principle, and is to be subject to the approval of the engineer.
4. For this purpose any starting work shall be subjected to DCA site engineer
approval.
C. Layout of equipment:
2. All other equipment is to be laid out as per the approved shop drawings.
3. After the proper layout of all equipment is accomplished, all components are to
be labeled, and marked according to an approved labeling designations and
materials.

E. Wiring method:
1. Match input and output impedance and signal levels at signal interfaces. Provide
matching networks where required.
1. Color-code conductors and apply wire and cable marking tape to designate wires
and cables to identify media in co-ordination with system wiring diagrams.
2. Wall-Mounting Outlets:
a. Flush mounted.
3. Floor-Mounting Outlets:
a. Conceal in floor and install cable nozzles through outlet covers. Secure outlet
covers in place. Trim with carpet in carpeted areas.
I. Weatherproof equipment:
1. Install units that are mounted outdoors, in damp locations, or where exposed to
weather consistent shall comply with weatherproof rating requirements as IP45 at
least.
A. Principles
1. All wiring and cables shall be installed in metal raceways or within equipment.
4. All cables and wires shall be identified, utilizing heat-shrink, pre-printed, wire
markers.
5. Copper or OF patch panels and accessories for data, video, voice for all system to
be connected in the TR are under the scope of work of SCN contractor. But any
copper or OF cabling corresponding patch panels, outlets, patch cords, etc for
systems not listed in 1.2.B.3 of the SCN (section 16740) shall be responsibility of
the respective system supplier
B. Number of conductors
1. After installation, and before termination, all wiring and cabling shall be checked
and tested to ensure there are no grounds, opens, or shorts on any conductors or
shields.
2. A V.O.M. shall be utilized to accomplish these tests and a reading of greater than
20 Mega ohms shall be required to successfully complete the test.
D. Visual inspection
1. Visually inspect wire and cable for faulty insulation prior to installation.
2. Protect cable ends at all times with acceptable end caps except during actual
termination.
3. At no time shall any coaxial cable or optical fiber be subjected to a bend less than
a 150 mm radius.
E. Protection
1. Make connections only on numbered terminal strips in junction, pull, and outlet
boxes; terminal cabinets; and equipment enclosures.
G. Identification
2. Color-code conductors, and apply wire and cable marking tape to designate wires
and cables so media are identified and in co-ordination with system wiring
diagrams.
H. Raceways
2. Use communications cable tray wherever possible for low voltage cabling.
3. Exposed raceway below 2.4 meters and in dry locations shall be rigid steel
conduit.
I. Cable trays
1. Cable trays, trunking, ducts etc. shall only be loaded such that the space factor is
40%. Contractor is responsible to size the containment appropriately taking into
account all systems and the type of cables to be used based on selected vendor
for each system. PAS Contractor shall coordinate with the main Contractor to
provide specific PAS cable trays route.
3.3 GROUNDING
A. Precaution
2. Properly ground all shielded wire shields to the appropriate earth ground at the
hub end only, not at the remote or device end.
B. Principles
1. Ground system components and conductor and cable shields shall eliminate
shock hazard and to minimize ground loops, common-mode returns, noise
pickup, cross talk, and other impairments.
3. The Factory Acceptance Tests shall be carried out in a hardware and software
environment, which simulates the final configuration of the system.
4. There are also tests to be carried out in the Contractor's premises before delivery,
which shall demonstrate that the system (both hardware/software and the system
after integration of various sub-systems including servers, workstations, sensors,
etc.,) meets the technical requirements as stipulated in this Specification.
6. All travels and trips costs to be provided by the contractor for the DCA engineer
and the Designer engineer
B. Test plans
2. The tests are to cover every aspect related to the specification of the material and
their operation; including, but not limited to, visual inspections, measurements,
and operation.
C. Equipment tests
1. Equipment is to be tested for quality and operation at the factory, and test
certificates and reports, certified by an official testing authority, are to be
submitted to the Engineer before dispatch of equipment to site.
D. Operational tests
1. The purpose of this phase is to check the assembly and the connection of the
equipment without any power supply.
2. Any verification can give raise to a punch list item either because of an anomaly
or a none-conformity with the tender documents.
3. The verifications are made sequentially for geographical area, each area giving
raise to its own punch list.
4. The punch lists are collated for each module and the phase report is only released
when all the stipulations on the punch lists are cleared.
B. Test plans
2. The tests are to cover every aspect related to the specification of the material and
their operation; including, but not limited to, visual inspections, measurements,
and operation.
1. Cables are to be tested to ensure that no damage have occurred to them during
transportation to site and/or during the course of pulling-in and laying.
D. Inspection
1. Verify that units and controls are properly labeled and interconnecting wires and
terminals are identified.
E. Pre-testing
1. Align and adjust system and perform pre-testing of all components, wiring and
functions to verify compliance with specified requirements.
2. All tools required for operation and maintenance of the system shall be supplied.

hour per day for 6 engineers minimum.
3. Operation training for the end user staff shall not be less than 3 working days 4
hours per day for 6 batches minimum.

1. Scope
a. Training shall be in sufficient scope to ensure that all trainees who complete the
program shall be certified as capable to operate and/or maintain the equipment,
systems, and facilities furnished and installed under this contract, and to ensure
a smooth transition between construction and operations activities.
3. Training Aids
a. Training aids shall include: approved operational and maintenance (O & M)
manual(s) prepared by contractor as part of this contract; training manuals,
including course outline, basic text of instructions modules, and trainee
workbook; films; slides; video tape(s); charts; models; hand-outs; catalogues;
samples and other visual and written aids to complement instruction.
b. In addition, spare parts and other special hardware shall be provided to support
“hand-on” familiarization with the equipment or systems.
c. Upon completion of the training program, all training aids test equipment, and
similar items provided by Contractor for this training program shall become the
property of the Government.
4. Training Manuals
a. Training manuals in English shall be provided for each training course covering
both the classroom and on-the-job-phases.
b. The organization of the manuals shall flow the same sequence as the course’s
scheduled presentation of material, providing such additional background and
supplementary information, as a trainee may need to understand the O&M
manuals
c. There should be at least 5 Training Manuals:
1) Marking Operator Training
2) Custom Agent Training
3) Supervisor Training
4) Electromechanical Maintenance Training
5) PLC/Network/Terminal Maintenance Training
5. Training execution
a. Scope:
1) Training shall be performed in accordance with an approved training
program. All training aids shall be available and approved prior to
start of training.
b. Contents
1) Training course can be broken down into modules either classroom
lecture or ‘On-the-job’ training.
2) In case of lecture it is the contractor responsibility to provide the
classroom for the duration of the course.
3) No lecture module should exceed 2 hours time.
4) ‘On-the job’ training can be scheduled for entire 8-hour shift.
5) At least one module for each Maintenance staff should cover the PAS
System and its interfaces.
6) Handouts must support each module; the collation of the Handouts
forms the Training Manual.
7) Laboratory equipment, spare parts and mock-up models may be used
for theoretical orientation.
8) However, practical “hands-on” familiarization shall be provided on
equipment that is either installed and operable or ready to be installed
and capable of being operated. System spares of special hardware
items may be used to support “hands-on” familiarization as long as
said spares are returned to inventory in satisfactory condition in
accordance with approved procedures.
c. Proficiency:
1) At designated intervals each trainee’s proficiency levels shall be
determined by written, oral and practical performance tests.
d. Training Categories:
1) Training shall be provided using approved programs in the following
categories.
a) General Safety
b) Operations – Operator
c) Operations – Agent
d) Operations – Supervisor

1. Note that all Design Development drawings, Construction drawings, and As-
Built drawings shall be submitted in hard copy format as well as in electronic
format in the quantities specified below.
a. Electronic Files:
1) Softcopy of drawings shall be in Micro-station V.5 - 3D format and
AutoCAD 2000.
2) Project CAD engineering applications shall be used.
3) Drawings shall be compatible with Dubai International Airport Project
electronic seed file formats, working units, global origin, site
coordinate, scale factors, levels, dimensions method, text format, and
standard symbols.
4) The Client shall approve modifications.
5) Reproducible: Metric Size "AO" (841 by 1189 mm).
6) Prints: Metric Size "A2" (420 by 594 mm)
2. Quantity of Submittals:

a. All documents and mails are written in English except when Arabic is required
(see above).
b. In case technical documents are not written in English, the Contractor shall
provide the whole document once translated into English (including texts
relating to drawings).
7. Action Submittals:
a. The Client shall review each submittal, make marks to indicate corrections or
modifications required, and return it to Contractor.
b. The Client shall stamp each submittal with an action stamp and shall mark
stamp appropriately to indicate action taken, as follows:
1) Final Unrestricted Release: Where the submittal is marked
"APPROVED", the work covered by the submittal may proceed
provided it complies with the Contract Documents. Final acceptance
of the work shall depend on that compliance.
2) Final-but-Restricted Release: Where the submittal is marked
"APPROVED AS NOTED", the work covered by the submittal may
proceed provided it complies with both Client's notations and
corrections on the submittal and the Contract Documents. Final
acceptance of the work shall depend on that compliance.
3) Returned for Re-submittal: Where the submittal is marked "NOT
APPROVED, REVISE AND RESUBMIT", do not proceed with the

a. The Client shall review each submittal and shall not return it, or shall reject and
return it if it does not comply with requirements.
