FILIPINO INVENTORS SOCIETY
History and Profile
Mission: The generation, development, application, production, promotion and full-scale national and global marketing of
indigenous inventions and technologies to help attain the industrial revolution, national rebirth and economic prosperity of
the nation.
Vision: A patriotic, dedicated and committed national organization of Filipino inventors, innovators, researchers,
technologists, scientists and other intellectual property exponents responsive to the needs and concerns of its members,
community and country.
FOUNDATION HISTORY
The Filipino Inventors Society (FIS) is a duly registered non-government organization of Filipino inventors who hold patents to
their works here or abroad. Its membership is widened to accommodate professionals and entrepreneurs who espouse its cause to
develop the country’s indigenous inventions and home-grown technologies.
Organized on October 14, 1943 during the World War II and the Japanese occupation, by Teo Purugganan, Pastor Reyes-
Torres and Dalmacio Buenaventura, its first President Manuel G. Goyena was elected at the Bureau of Science Building in the City of
Manila. These men were full-blooded nationalists who had a burning dream and consuming vision of self-governance and self-reliance.
CONTINUING HISTORY
Reorganized after the war with 39 members and registered with the Securities and Exchange Commission on December 21,
1953 by its new President Sergio Bayan. Its subsequent Presidents were Tomas Parpana, Dr. Gregorio Zara, Basilio Espiritu, Gonzalo
Catan, Jr., Sofronio Sian, Roberto del Rosario, Jose Concepcion, Victor Korionoff, Jr., Ricardo Palma and Manuel Corleto (Interim),
Bormeo G. Modanza (nine consecutive terms), Edgardo Vazquez, Francisco Oral Pagayon and Rolando B. Gonzalo who is the current
elected National President.
Past National Chairmen of the Board were Jose Ma. Concepcion, Atty. Roberto S. Salido, Cesar C. Sanvictores, Ma. Carlita
Rex-Doran and Bormeo G. Modanza who has been and is the incumbent by general assembly election in honor of his. paternity of the
Inventors and Invention Incentives Act of the Philippines (Republic Act No. 7459).
MEMBERSHIP
The active membership of the Society spiraled to 100 and gradually to over 400 stout-hearted men and women who intimately
shared the same aspirations and common goal: the uptliftment of the neglected, ignored, unrecognized and virtually unknown Filipino
inventor. Nationwide, there are about 3000 to 4000 patent holders and FIS is constantly trying to reach out to them in the belief that in
harmony of union, there is nurturing of strength.
Today, though the leadership is buffeted by inter-political power struggle, flak and hostility from many sides, mostly out of
ignorance and indifference, the thrust of the organization’s ideals and the momentum of its noble programs and projects lurch on with
even greater dynamism and resolve. Neither hail nor hassle shall dampen the drive and spirit of the devoted professional men and
women at the helm of the country’s singular greatest natural resource---the Filipino inventors whose intellectual property and God-given
talents are the hope of the nation to emerge from the quagmire of stagnancy and be lifted to join the global village of supreme nations!
A BETTER, BRIGHTER VIEW
Like the unsung heroes that they are, it may come as an
eye-opening surprise to most that Filipino inventors are
far more prolific and their inventions much more
noteworthy than generally perceived.
1. EDUARDO SAN JUAN, through whose ingenuity the amazing 4-wheel drive “moon buggy” was designed in collaboration with
General Motors and Boeing and became the first terrestrial vehicle that
landed on the moon. Subsequent planetary exploration machines may
take up after this buggy which has proven itself to be “space-worthy”. A
special print issue of a Philippine postage stamp commemorated the
event and honored the inventor during the celebration of the golden
foundation anniversary (50th year) of the Filipino Inventors Society in
1993.
5. AGAPITO FLORES, whose fluorescent lamp was said to have been presented to the then President of his time who was not so
impressed. However, a visitor from General Electric was attracted to the flickering tube and invited Flores and his family to the
USA. (However, this unverified claim has been made controversial by a similar claim by another Filipino inventor. In which ever
case, it is generally believed that the invention can incontestably be chalked up to the Filipino scoreboard)
6. ROBERTO L. DEL ROSARIO invented the Sing-Along System (SAS) which he has been toying with
even before the Japanese and Taiwanese could produce the versions of their own. Today, this
system is popularly known as the “Karaoke”. Also his was the original one-man-band (OMB), an
electronic piano with built-in tones of various musical instruments
10. DR. JUAN SALCEDO, for his tiki-tiki out of rice bran.
11. Inventor MA. CARLITA REX-DORAN was first to convert liquid alcohol into solidified cooking fuel called “Siroca Solid Alco Fuel”
for which she won National Inventors Week major awards in the chemical category.
12. Inventor ERLINDA CASTRO SANQUI - WOMAN INVENTOR OF THE YEAR 1990 DOST Annual Technology Fair and National
Inventors Week. Inventions: Fruit Cake Filipina and Rita Ritz Pito-Pito Herbal Tea.
13. Inventor MARGARITA CENTENO - World Intellectual Property Organization (WIPO) GOLD MEDALIST YOUNG INVENTOR OF
THE YEAR. Invention: “MARWOOD” transformation of waste materials
14. Inventor ARMENGOL G. DATOR - Twice NIW AWARDEE FOR INVENTION EXCELLENCE
Inventions: cardiac rehabilitation machine, street sweeping device, “Bunot” (floor polisher) exerciser,
and a police nightstick.
15. Inventor SIMPLICIO CAPULE (deceased) - His Super Baby Oven LPGas fired, convection type and
the Capule Rotary Oven have revolutionized the baking industry of the Philippines by promoting
modern scientific baking businesses using minimal space and capital outlay. Ubiquitous Hot
Pandesal booths mushroomed at almost every street corner in towns and cities all over the country.
Simplicio is survived by his son Eduardo, who took up the cudgels for productive inventing.
16. Inventor ALFREDO M. ANOS, SR., (deceased) - Self-educated, highly
prolific savant laureate-genius proclaimed “godfather” of Filipino
inventors. Expertise: mechanical and electrical engineering, agricultural,
industrial and medical equipment designing, as well as electronics and
acoustics sciences. Founder of Anos Research, current producer of
“Penetrator” Firetrucks by his enterprising heirs.
17. Inventor BORMEO G. MODANZA - Served as National President of the Filipino Inventors Society, Inc. (FIS) for nine (9) solid
years resulting in the passage of Republic Act No. 7459 known as the Inventors and Invention Incentives Act of the Philippines
which he “fathered” by principally lobbying for its passage. Also accredited to his efforts is the issuance of Presidential
Proclamation No. 285 calling for the official celebration of National Inventors Week. His inventions dealing in agriculture and
construction, he now Chairs the Board of Directors and Heads the Organizational Affairs Bureau.
18. Dr. DANTE V. LIBAN, PhD- Served as Chairman and President and now National Director of FIS.
Co-Holder of UM Patent No. 2-2005-000145 for a unique “Ambidex” Tablet School Chair. Also
Served as Special Adviser and Director General during his 9-year office as Representative of the 2nd
District of Quezon City. He was instrumental in obtaining the congressional release of P30M funding
for the construction of the Philippine Invention Development Center beside TAPI in the compound of
the Department of Science and Technology.
19. Dr. RANIER B. VILLANUEVA – Founder of Rainier Research & Development Institute, former
President & current Chairman, Chamber of Herbal Industries of the Philippines, Inc., former
National Vice-President of the Filipino Inventors Society, Inc., recipient of multiple International
Awards for Herbal Cosmetic Formulations, his Lauat Anti-Falling Hair Treatment Shampoo
and Anti-Dandruff Cream won in the 27th Salon International des Invention, Geneva,
Switzerland and a Silver Medal award sponsored by I-tex 2000 in Kuala Lumpur, Malaysia
for his invention “Portable Lifter” for invalids.

Cosmic cosmetology
Dr. Rorlando B. Hortaleza MD, founder of SPLASH and HBC
Corporations: Gigantic Global Herbal Cosmetics Industry now worth
billions and still growing. He is Chairman Emeritus of the Filipino
Inventors Society and is reputed to be one the youngest and most
successful technopreneurs in the country.

Records, numerous awards and international recognition, and 16 Patents.

and only one certified by Green Choice, Philippines, and awarded as the Best Multi-Purpose Liquid Disinfectant Solution by
the Consumers Choice and Dangal ng Pilipinas, passing the standards set by Gold Brands Council of the Philippines.

Penetrator, Patriot and 3-in-One Rescue/Ambulance Firetrucks.

International Awardee including UN-WIPO “Woman Inventor of Year 1990” Gold Medal.
INVR. MA. SUZANNE “Apple” A. MORALES proponent of AM SOYAMI FOOD PRODUCTS &
MARKETING and dedicated advocate of Soy Beans for various enticingly delicious health food recipes to help counter
malnutrition and green food starvation most prevalent among junk food lovers of affluent countries.

The Malabrigo, Lobo, Batangas Sea Bliss Artificial Coral Reef Rejuvenation Pilot Project in conjunction with the Bureau of Fishery & Aquatic Resources
Costal Environment Rehabilitation Program. FIS Officers and Directors meeting with the Lobo Municipality officials, early May, 2005 conducting free
educational and informative lectures and seminars on natural coral reef conditions and briefings on the procedural proper use of the FIS Sea Bliss Artificial

ACTION PROGRAM
Pursuit of passage of the House and Senate Bills for re-institution of the National Inventors Commission (NIC), consolidating
laws, orders and the like including RA 7459 for better inventors’ incentives and cognizance. People empowerment is the strongest
element of an effective organizational or institutional structure. FIS yearns for government support in the manner that economically
advanced countries have cuddled their intellectual property exponents. FIS desires a degree of autonomical empowerment to
demonstrate with a free hand the full extent of its capabilities. This move is an opportunity for the government to privatize some of its
functions and funds into the clear and transparent responsibility and accountability of NIC and a chance for inventors to prove their
viability as an economic resource.
ACTION
Reach out to about 3,000 inventors nationwide to be organized into chapters to make it a federated umbrella organization of
Filipino inventors whether it be regional, provincial or other modes of organizational zoning.

Strengthen its organization development program, expand its membership base and consolidate its gains to increase linkages

Aggressive pursuit of the ASEAN Patent Cooperation Treaty with the Intellectual Property Office
(Philippine Patent Office) for the benefit of its members in consultation with WIPO and IFIA. Alongside is
another proposal for a federation of inventors’ organizations in the ASEAN or Asia-Pacific basin concurrent
with a National Federation of Filipino Inventors’ Associations with the Filipino Inventors Society as the umbrella
organization.

processing. This makes up the nucleus, heart and core of the
proposed Philippine Invention Center in the Capital City to

museum and Hall of Fame, Science and Invention Convention
Hall. The Center is envisioned to serve as an important and
prestigious tourism landmark giving re-cognition to the nation’s singular greatest natural resource: the Filipino inventor and intellectual
proponent. R&D infra-structural development of the FIS Productivity Center featuring common service research and development
laboratory, prototyping, workshop shop facilities, industrial design, packaging, warehousing, and other special service facilities for all
member inventors.
THE FIS 10-POINT AGENDA 2012
Aimed at Benefiting the Invention Welfare Programs under the new leadership PURSUANT TO THE
BOARD-APPROVED ACTIVITIES, PROJECTS AND UNDERTAKINGS, FOR IMMEDIATE IMPLE-

Point 1 VIGOROUS FUND RAISING CAMPAIGN aimed at direct grants from foreign institutions and
International Cooperative and Development Agencies such as JICA, JETRO, AUSAID, UNDP, Chambers of
Commerce and Industry, WB, ADB, foreign invention associations, science and technology groups and
organizations, and foundations that are seeking deserving grantees.
Point 3 PUBLIC INFORMATION DRIVE for enhanced FIS image and recognition by maximized tri-media
exposure augmentation programs spearheaded by the FIS official media arm MEDIAaffairs Incorporated thru
its government nationwide facilities awarded by FAMAS as Most Outstanding Radio and TV Program on
Science and Technology, and its print media facilities operating under the Liga ng mga Brodkaster sa Pilipinas
(LBP) and the National Press Club (NPC).
Point 7 MORE VIGOROUS, BROADER and MORE MEANINGFUL LINKAGES with RELEVANT
GOVERNMENT AGENCIES as well as with PRIVATE ENTITIES and INTERNATIONAL

Point 10 Better-organized, publicized and more attractive annual November NIW celebration with
sponsored souvenir program magazines, side shows, and invention products exposition featuring
both local and invited foreign exhibitors, supplemented by:
Publication and distribution of “The PHILIPPINE INVENTORS &
INVENTIONS CATALOG & DIREC-TORY” designed to arouse, motivate,
inspire, guide and inform inventors and would-be inventors and innovators
in the development and protection of the intellectual property of Filipinos;
featuring pertinent information on past and present Filipino inventors and
their respective inventions.
Printing and dissemination of FIS Prospectus.
Printing and publication of FIS NEWSLETTER with improved editorial
quality and greater scope of circulation to be undertaken by the designated
Bureau. In lieu of, an interim monthly legal-size newsletter is being
disseminated among members in order to keep them abreast of what’s
going on and on top of events as they unfold. This newsletter is issued and
mailed to all members at the beginning of each month and weeks before
the last Saturday of every month together with the announcement or notice
of the unfailing Monthly Regular General Meeting.
All of the foregoing programs, projects and special activities are conceived, designed and are currently being put into action to
help in the development of inventions, innovations, utility and design ideas (as in drawing, planning, experimentation, prototyping,
researches, patent application, production financing, commercialization and marketing) with the Special Projects Committee.
The time has come for the intellectual property product of the Filipino to be globally competitive and recognized.
Given the proper support, the right environment and adequate atmosphere of economic freedom, that time is now.
WAKE UP CALL:
EVERYONE KNOWS THAT OUR COUNTRY IS WAY BEHIND IN WORLD TRADE, SCIENCE AND TECHNOLOGY. ECONOMIC AND
SCIENTIFIC EXPERTS SAY IT MAY TAKE A DECADE OR TWO FOR US TO CATCH UP. SOME SAY IT WILL TAKE FOREVER. THE BRUTAL
TRUTH, IS THIS: IF WE DO NOT CHANGE OUR “WHAT’S IN IT FOR ME” AND “BAHALA NA” ATTITUDE, THE LATTER VIEW IS MORE LIKELY.
ONLY SOME YEARS AGO, WE WERE THE JEWEL OF THE FAR EAST, SO HIGH ABOVE ALL OTHER ASIAN NATIONS THAT THEY LOOKED
UP TO US WITH RESPECT AND EVEN FOR AID. TODAY, THE TABLE HAS TURNED COMPLETELY AROUND. HOW DID WE SLIDE BACK
SO FAR AND GET SO BOGGED DOWN IN THIS QUAGMIRE OF STAGNATION?!!!
WORLD HISTORY BEARS WITNESS TO THE FACT THAT INVENTIONS HAVE PRODUCED THE INDUSTRIES AND TECHNOLOGIES THAT
CATAPULTED ALL PROGRESSIVE NATIONS TO THEIR PRESENT STATE OF ECONOMIC MIGHT AND GLORY. THIS GLARING TRUTH
STARES US IN THE FACE AND ALL WE CAN DO IS STARE BACK IN AWE. AND ENVY. IS IT BECAUSE WE DON’T HAVE ANY INVENTION
TO SPEAK OF? OR NOT ENOUGH INTELLECTUAL “KNOW-HOW”? EVERY FULL-BLOODED FILIPINO WILL VEHEMENTLY DISAGREE.
OR IS IT WISDOM WE LACK. NO FILIPINO WILL ADMIT THAT EITHER. WHY THEN, IS THIS NATION’S GREATEST NATURAL RESOURCE
SO IGNORED?
ANSWER: BECAUSE THE FILIPINO DOES NOT HAVE FAITH IN THE FILIPINO. LET’S FACE THE TRUTH: MOST OF US DO NOT BELIEVE
THAT WE HAVE THE ABILITY TO PICK OURSELVES UP BY OUR OWN SANDAL STRAPS AND RISE UP EQUAL WITH THE WORLD’S
BEST. WE ARE GENERALLY NEGATIVISTS AND SELF-EFACING—QUICK TO DEGRADE OUR OWN AS INFERIOR AND UNTRUST-
WORTHY. THAT’S THE REASON WHY WE HAVE TO CONVINCE OURSELVES WITH PLATITUDES AND HYPED-UP SLOGANS TO
PROMOTE AND SELL THE FILIPINO TO HIMSELF! OUR NATIONALISM IS NOT BUILT-IN. IT HAS TO BE INCULCATED IN THE MIND AND
HEART OF EACH FILIPINO THAT THE SURVIVAL OF OUR NATION IS BASED ON OUR FAITH IN OURSELVES AS A PEOPLE AT PAR WITH
THE WORLD’S GREATEST! “YES, THE FILIPINO CAN!” IS THE ONLY SLOGAN THAT MAKES SENSE. OTHERS ARE JUST EMPTY
SUPERLATIVES CLAIMING THAT WE ARE BETTER AND THAT WE SHOULD BE PROUD WHEN THERE IS NOT MUCH TO BE PROUD OF
YET. WE LIKE TO DISILLUSION OURSELVES BY BUILDING A PUFFED-UP IMAGE THAT IS BASED ON HALF-TRUTH FOUNDED ON
ACHIEVEMENTS OF A MERE FEW. OUR RISE AS A NATION CAN BE DONE BUT WITH GREAT RESOLVE AND DETERMINATION. WE
HAVE YET A LONG AND ARDOUS WAY TO GO. IF WE DON’T KNOW THAT OR REFUSE TO ACCEPT THAT, OUR HOPE IS NIL.
SOME FOREIGNERS SAY “WE (FILIPINOS) ARE GOING TO THE DOGS!” BUT WITH ONLY A CHANGE OF ATTITUDE, WE CAN PROVE
THEM WRONG. A CHANGE OF HEART IS MAYBE ASKING TOO MUCH BECAUSE FOR THE FILIPINO, IT MAY REALLY REQUIRE A
TRANSPLANT. A NEW, BETTER AND IMPROVED ATTITUDE IS MORE PLAUSIBLE. IN TIME, THE CHANGE OF HEART WILL FOLLOW
NATURALLY WITHOUT NEED FOR SURGERY. POSITIVE ATTITUDE BUILDS CONFIDENCE AND COUNTERACTS MORAL DECAY.
CHANGE OF ATTITUDE TOWARDS WHAT?
FACT: Hundreds of indigenous inventions are gathering dust in dark cabinets waiting for an encouraging hand to lead them out to the light of
recognition and development.
FACT: Many Filipino inventors have chosen to seek support from foreigners and have eventually opted to sell their inventions to foreign countries
where they have received the attention and recognition they desire and deserve. Consequently, these host countries are immensely benefitting from
our intellectual resources and needless to say, our loss is both economic and in prestige. Sad to say more, we are not even aware of it.
FACT: Of the total world expenditure on technological research and development, 50% is that of the United States which puts up 2.65% of its annual
GNP for this purpose. Other countries are not far behind.
FACT: The Philippines allocates a fraction of a fraction of 1% of its GNP (miniscule as it is) for what it calls as “R&D for science and technology
assistance fund” and the trickle is begrudgingly availed to only a handful of hand-picked beneficiaries chosen by way of painstaking “eye of the
needle” bureaucratic system of evaluation. This is of course belied by government press releases and show-off publicity.

new building blocks.” No heart change will improve this inability. But it is not an incapacity. A change of attitude will instantly awaken the inherent
capability in any man.

LECTUAL PROPERTY WAITING AND YEARNING TO BE UNEARTHED. INVENTION INDUSTRIES ARE THE MOST POWERFUL TOOLS TO
FIGHT POVERTY AND STAGNATION. LET’S USE OUR OWN INVENTIONS TO CATCH UP AND KEEP IN STEP WITH THE REST OF THE
WORLD. IT’S OUR ONLY HOPE LEST WE GET LEFT TOO FAR BEHIND “TO THE DOGS”. LET FILIPINO INVENTIONS BE DEVELOPED TO
THE FULLEST SO THAT OUR COUNTRY WILL BE SELF-SUFFICIENT. IF WE CAN PRODUCE WHAT WE NEED, THERE SHALL BE NO NEED
TO IMPORT OR TO SMUGGLE IN PRODUCTS WE ALREADY HAVE.
SO MANY OF OUR FILIPINO INVENTORS HAVE ALREADY DIED IN VAIN TRYING TO BE HEARD OF THEIR CRIES THAT WE CAN DO THIS.
