POSITION: Chief Nursing Officer / Director of Nursing Service
Description
The Chief Nursing Officer (CNO) is responsible for directing, planning, developing, implementing, and evaluating efficiency
of operations of patient care services while ensuring safe, efficient, quality care. Collaborate with the administrative executive
team, governing board, medical staff, community leaders, and other institutions to improve overall health and quality of life for
the populations served.
The Chief Nursing Officer will assist the Medical Director and other administrators in the development, formulation and
implementation of hospital strategic plans and serves as part of the hospital’s senior management team; may act for the Chief
Executive Officer / Medical Director in his/her absence; provides direct input regarding the organizational structure of the hospital;
provides expert professional assistance to hospital executives regarding nursing-related matters; and performs other related
duties as assigned.
Essential Duties
1. Effectively participates and engages in activities to support and achieve the hospital strategic goals.
2. Effectively communicates and models in the mission, vision and philosophy of nursing practice.
3. Conducts an analysis of nursing division areas of responsibilities, strengths, opportunities, weaknesses and threats to define
proactive processes and relays this information to the Administrator for development of organizational strategic plan.
4. Demonstrates responsiveness to the changing healthcare demands and services.
5. Evaluates the outcomes of nursing care in relation to the needs and goals of Rosales Chua Pun Memorial Hospital (RCPMH) as
a basis for ongoing growth and development.
6. Demonstrates an interactive leadership style that influences thinking and reshapes the culture and environment
7. Demonstrates initiative to address complex, high-risk problems and translates them into opportunities and challenges.
8. Demonstrates resilient behaviors.
9. Recognizes the need for a varied leadership style based on the situation and development stage of an individual or group.
10. Defines and implements an effective nursing division structure.
11. Directs nursing activities which are congruent with operational and regulatory imperatives.

14. Promotes professional nursing standards of quality, legal and ethical professional practice.
15. Manages all human resources and financial aspects of the nursing division to assure that standards for quality and cost
effectiveness are met.
16. Ensures all performance reviews are completed by due date.

POSITION: Head Nurse
Overview
Responsible for the over-all management of assigned unit/section. He / She exercises clinical and administrative function and is
directly responsible for its efficiency. He / She reports to the Chief Nurse.
Functions / Duties & Responsibilities:
I. Patient Care Conceptual
1. Implements short term goals in line with the philosophy and objectives of nursing service.
2. Implements an effective patient-focused care and safe environment based on patient care standards.
3. Interprets and implements nursing policies, procedures and monitors staff compliance.
4. Interprets and implements infection control and safety standards and monitors staff compliance.
5. Collaborates/coordinates efficiently all patient care activities with other health care disciplines.
6. Makes daily nursing rounds and evaluates delivery of patient care.
7. Prepares and submits unit resources proposal and ensure cost effective utilization of resources.
8. Implements for an effective family-centered care.
9. Submits accurate/comprehensive clinical and administrative reports.
II. Human Resource Management
1. Participates in the implementation of effective unit orientation program and evaluates outcomes.
2. Provides adequate and proper staff mix.
3. Promotes professional growth of staff and implements matrix for staff development program
4. Identifies and enhances the skills/potentials of staff through unit committee assignments and other patient care activities and
projects for unit improvement.
5. Conducts continues performance evaluation of nursing personnel and implements appropriate strategies for work
improvement
6. Facilitates the submission of requirements for deliberation and promotion of nursing personnel.
7. Promotes self-professional growth and career development.
III. Others as Assigned
1. Participates in Hospital/Nursing Service Committees as chairman/member.
2. Serves as resource person and provides consultative services for unit projects.
3. Serves as an official representative, OIC in the absence of the Division Chief.
4. Acts as an Nurse Supervisor on Duty (NSOD) as scheduled.

POSITION: Staff Nurse
Provides nursing care and services to patients/families. Provides direction to licensed practical nurses (LPNs) and nursing assistive
personnel. Delegates nursing care according to legal and regulatory guidelines/statutes and organizational policies. Utilizes
reasonable judgment in carrying out prescribed medical orders of a practitioner. Functions as primary nurse/total patient
caregiver. Serves as resource nurse. Acts as preceptor and takes charge duties as assigned.
Essential Responsibilities:
1. Practices professional nursing and delegates nursing tasks to nursing assistive personnel and provides direction to the
LPN as appropriate.
2. Utilizes nursing process to deliver care.
3. Performs any nursing task requiring nursing knowledge, judgment, and skill.
4. Administers medications.
5. Teaches LPNs and nursing assistive personnel special tasks of nursing care.
6. Verifies staff competency to perform special tasks of nursing care as appropriate.
7. Is responsible and accountable for quality of nursing rendered and adequacy of nursing care provided when special tasks
are delegated to nursing assistive personnel.
8. Functions as primary nurse/total patient caregiver.
9. Serves as resource nurse and acts as preceptor.
10. Takes charge duties as assigned.

POSITION: Assistant Chief Nursing Officer
Description
The Assistant Chief Nursing Officer (ACNO) assists the Chief Nursing Officer (CNO) in executive-level management of resources,
strategic planning and development of policies and procedures which ensure congruence with the mission and vision of the
organization. The ACNO has operational and functional responsibility for a group of patient care areas and/or special projects or
initiatives. The ACNO will develop communication, knowledge, leadership, professionalism, and business skills necessary to
advance to a CNO.
Operations and Outcomes
1. Assists the CNO in developing and managing the nursing services budget and ensuring sufficient number of qualified staff
to assess patient needs
2. Ensures that continuous performance improvement initiatives are designed to measure and improve the quality of care
delivered and are consistent with the organization priorities
3. Works collaboratively with other patient care and support departments, fostering a climate of open communication and
mutual problem-solving activities. Initiates and participates in joint performance improvement activities
4. Assists in managing costs by continually seeking data that will identify opportunities and take action to eliminate non-
value costs
5. Assumes primary responsibility for projects or task groups as assigned, keeping colleagues informed of the progress
