Greetings!

The Provincial Government of Ilocos Sur will once again commemorate the annual
Kannawidan Festival to celebrate the founding of our province. One of the highlights of the
festival is the 3rd Titong Singson Youth Leadership Congress dubbed “I am a Titong
Singson Gen Z Leader: A Game Changer Towards a Safe and Productive Ilocos Sur,” a
gathering of senior high school students and colleges representing their respective schools or
colleges in the entire province on February 2-5, 2020.

The Congress aims to provide an avenue for the youth in articulating their issues, exploring
opportunities for youth participation and engaging young people in social, economic and
political processes.

Part of the congress, is the election of new set of officers for the Federated Student Council
of Ilocos Sur (FSCIS) and Gawad Titong Singson Leadership Congress Adult Leaders Council.

In connection to this the undersigned would like to ask permission that the following
students be excused from the respective classes. Furthermore, it is requested that the
students will be allowed to take up exams, quizzes, and activities that they might miss
during the conduct of the said congress:
