INTRODUCTION

Geopolitics is an object of dynamic and interdisciplinary study that requires the theoretical

framework offered by political science, international relations, geography, and other

sciences such as economics and history. International relations contribute to the concept of

power, performance, interrelation and systemic configuration. Geography does the same

with the idea of living space; the economy with the notion of wealth and resources and

history with the conception of evolution and dynamics.

Like the disciplines mentioned, geopolitics presents the double challenge of working, on

the one hand, at the theoretical-methodological level and, on the other, at the empirical

level through case studies. The first dimension gives the conceptual framework to

understand the second of them. Needless to say, both are mutually necessary to understand

the complicated plot of the international game. For the purpose of this article, it is

interesting to develop the theoretical-methodological plan with the objective of contributing

not only to knowledge, but also to the improvement of peripheral countries, particularly

Latin American countries.

formulation of its strategic objectives and conceptual approaches-, the definition of its

priority and transversal dimensions - with its respective objectives, goals and strategies-,
the responsibilities of the institutional and community actors and the guidelines for the

financing and evaluation of the Ten-Year Plan.

The Plan is a very important tool that allows to see and determine the type of citizen that

wants to be trained; Thus, nobody doubts education as a guide or a safer path so that we

learn to live in a better way.
