RESOLUTION AUTHORIZING THE HON. GOVERNOR _____________


__________ TO SIGN INTO A MEMORANDUM OF AGREEMENT WITH
PHILHEALTH FOR HEALTH CARE PROVIDER'S INTERIM
REIMBURSEMENT MECHANISM (IRM) UNDER FORTUITOUS EVENT

WHEREAS, Section II, Article XII of the 1987 Philippine Constitution declares that the
State shall adopt an integrated and comprehensive approach to health development which shall
endeavor to make essential goods, health and other services available to all people at affordable
cost;
WHEREAS, to implement the aforementioned constitutional provision, the Philippine
Congress enacted Republic Act No. 7875, as amended by RA 10606 which states that "the
Government shall provide health services for all groups" and further explicitly clarified to
include "displaced communities and communities in environmentally endangered areas."

WHEREAS, President Rodrigo Duterte issued Proclamation No. 922 s. 2020 declaring a
State of Public Health emergency throughout the Philippines due to the Corona Virus Disease
(Covid-19) and enjoined all government agencies and LGUs to provide full assistance to
mobilize the necessary resources and appropriate measures to curtail and eliminate the threat of
COVID-19.

WHEREAS, the Corporation has received written communications from Health Care
Institutions (HCI) from fortuitous-stricken areas requesting for additional aid to remain
financially viable and continuously serve the health care needs of affected PhilHealth
beneficiaries and seriously affected families for health related reasons;

WHEREAS, there is an urgent necessity to institute temporary remedial measures


specifically an Interim Reimbursement Mechanism (IRM) to pay for the healthcare services
provided to PhilHealth beneficiaries by accredited health care institutions in areas directly
affected by fortuitous event.

WHEREAS, the PhilHealth Board approved and issued PhilHealth Board Resolution No.
1855 s. 2013 and further stated in PhilHealth Board Resolution No. 2496 s. 2020 providing as
"Interim Reimbursement Mechanism" as one of the special privileges for HCI affected by
fortuitous event. The mechanism shall provide temporary financial aid in the aftermath of any
fortuitous event and continuously provide healthcare services to affected PhilHealth
beneficiaries.

WHEREAS, the Body considering the beneficial features of the Interim Reimbursement
Mechanism (IRM) as it will vastly improve the overall and continuous healthcare delivery of
benefits to all beneficiaries collectively agreed to adopt the IRM.
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, on
motion properly seconded, to adopt the Interim Reimbursement Mechanism and its guidelines
and policies.

RESOLVED THAT, the Sangguniang Panlalawigan of ________________, authorize


the Honorable Governor ___(Name)______ to enter and sign into an agreement with
PhilHealth, represented by its Acting Regional Vice President, MR. ARLAN M. GRANALI, as
may be warranted.

RESOLVED FINALLY, to furnish copy of this Resolution to the Acting Regional Vice
President of PhilHealth PRO VII, MR. ARLAN M. GRANALI for their information.
