The Solid Waste Management department of Chennai collects and disposes of around 5,400 metric tons of garbage per day. Waste is primarily collected through manual labor and transported to one of two dumping grounds - Kodungaiyur or Perungudi. Source separation and decentralized composting have been implemented to reduce waste volumes and increase landfill lifetime. Soid Waste Management Department:


       Headed by a Superintending Engineer, the department looks after clearance and
management of solid waste which is a major responsibility of the Corporation. Every day
around 5400 MT of garbage is collected from the city. Night conservancy is also being
carried out in all bus route roads and Markets / commercial areas of the city. Door to door
collection of garbage is done in all zones.

Primary Collection

 Fully with Manpower


 Conservancy Operation 6.30 am to 1.30 p.m.
 For compactors and tricycles from 6.30 a.m to 1.30 p.m.
 Night Conservancy between 9.00 pm to 2.00 a.m.
 Night Sweeping also done with mechanical Sweeper in Bus Route Roads / Main
roads.
 Each worker has been assigned with work schedule

Primary Collection
       Sweeping, collecting, and storing the waste in the specified bins.
       Door to door collection of garbage
       Collecting the Source Separated Waste from the Households by Tricycles or
Light Motor Vehicles and bio degradable waste is being sent to decentralized
waste processing facilities and dry waste is being collected every Wednesday for
recycle purpose and remaining waste to transfer Stations/dump sites.

Waste Disposal
At present Garbage generated in Chennai is dumping at two land fill sites and construction
and demolition waste is being used for covering each layer of garbage in two dump sites.
           For remediation of the existing Landfill or scientific closure and to have the Integrated
waste processing facilities with waste to energy plant as component at the existing
Kodungaiyur and Perungudi dump sites, the Transaction Advisory Consultant have prepared
DFR and sent for approval of the competent Authority and simultaneously the RFP
documents are under preparation.

Best Practices
Collection of Solid Waste at Source
           Collection of Municipal Solid Waste at source (Door to door collection) has been
implemented in all Zones. About 95% of the households were covered under this programme.
           This has been achieved only on introduction of Tricycles which stands as a wonder
tool for better collection of MSW at door steps. Now about 5400 Tricycles are in use for
reduction of dust bins on road side.

Source Collection

           Source separation is promoted to reduce the waste coming to the Landfill, thereby
increasing the life time of the Landfills.
           The bio-degradable waste (Organic Waste) is being composted in a decentralized
manner at ward level by Ordinary and Vermi compost plants and Bio methanation plants and
manure used for GCC parks and greeneries besides open sale to public also.
           Source separated thin plastics are subjected to shredding in all units / zones and it has
been used for laying Bituminous road laying. The source Separated non biodegradable (Dry
Waste) collected on every Wednesdays for recycling.

o Modern Transfer Stations constructed at Zone-IV,V,VI, VIII, IX, X and XIII


at a cost of Rs.14.00 Crores.
o Cement concrete roads laid to a length of about 2.225 K.m for the passage of
vehicles for disposal of garbage at Kodungaiyur Dumping ground at a cost of
Rs.5.25 Crores.
o Cement concrete roads laid to a length of about 3.25 km at Perungudi dump
site at a cost of Rs. 6.0 Crores.
o Centre Median for a length of 500 m is constructed in Kodungaiyur Dump
site.
o High pressure fire pump with nozzle  – 1 no and 12 nos of Sintex Tanks are
provided at Kodungaiyur Dump site.
o High mast lights 2 nos are installed in Kodungaiyur Dump site.
o Weigh bridge – 1 no constructed at a cost of Rs. 38.00 Lakhs at Kodungaiyur
Dump site.
o Constructed Weigh Bridge – 3 nos at a cost of Rs. 60.66 Lakhs at Perungudi
dump site.
o Watch Tower – 7 nos were installed at Kodungaiyur Dump site.
o Constructed compound wall of 2.4 km Length from south entrance gate to
radial road entrance gate at Perungudi Dump site.
o Construction of Compound Wall (4.5 km) at Kodungaiyur dumping ground
has been completed at a cost of Rs.4.00 Crores.
o Surveillance cameras were fixed at Koundugaiyur - 4 nos and at Perungudi -
12 Nos Dumping Grounds for monitoring the activities from the Headquarters.
o Provided 49 nos of street lights at a cost of Rs. 30.25 Lakhs at Perungudi
Dump site.
o All open garbage collection Lorries were replaced by compactor vehicles for
the transportation of garbage in a covered manner at the same time reducing
the garbage in its volume by compacting them at a cost of Rs.42.00 crores.
o Procured 47 Nos. of Shredding Machines in zones-1 to 15 for shredding thin
plastics carry bags below 50 micron and shredded plastics are being used for
bituminous road laying.
o Five Waste to Energy plants using BARC technology are being operated with
the total feeding capacity of 8.80 MT of bio-degradable waste. 54 kwh per day
of electrical energy is generated and used for street lights and high mast lights.
Further construction of two waste to Energy plant at Perambur slaughter house
is under progress.
