1. This Invitation for Tenders follows the General Procurement Notice (GPN) for Financial Year
2019-20 which was published in the TANROADS Website (www.tanroads.go.tz) on 17th May
2019 as well as in the Public Procurement Regulatory Authority (PPRA) website
(www.ppra.go.tz)

2. The Government of the United Republic of Tanzania has set aside funds for Road Maintenance
works through Tanzania National Roads Agency (TANROADS) – Kilimanjaro Region during the
financial year 2019/2020. It is intended that part of the proceeds of the funds will be used to
cover eligible payments under the Contracts for Periodic and Routine/Recurrent
Maintenance, Bridge Major Repairs, Upgrading and Rehabilitation Works within various
Trunk, Regional Roads and District Roads

3. The TANROADS Regional Manager Kilimanjaro on behalf of the Chief Executive, TANROADS
now invites sealed tenders from eligible National Civil Engineering Contractors registered with
the Contractors Registration Board (CRB) in Classes specified in the Table below for
carrying out Periodic and Routine/Recurrent Maintenance, Bridge Major Repairs,
Upgrading and Rehabilitation Works. The estimated quantities for Major Work’s items for

4. Tendering will be conducted through the National Competitive Bidding procedures specified in the
Regulation 151 of Public Procurement Regulations, 2013 – Government Notice No. 446 as
amended in 2016 and are open to national tenderers only as defined in the Regulations.

Payment should be made in Bank through Government Electronic Payment Gateway (GePG) by
obtaining control number from Regional Manager, TANROADS-Kilimanjaro, P.O.Box 3051
Moshi.

7. The Tender shall be valid for a period of 120 days from Tender opening. All tenders shall be
accompanied by a “Tender Securing Declaration” in the format provided in the Tendering
Documents.

8. Site visits have been scheduled for tenders as shown in the table below. Tenderers are advised to
visit the site in order to examine the site of works and obtain all necessary information pertinent to
the tenders. The Site visits will be preceded by pre-bid meetings to be held at the Regional
Manager’s Office.

9. All tenders in one original plus two (2) copies duly filled in, and enclosed in plain envelopes must
be delivered to the Secretary, TANROADS – Delegated Regional Tender Board, Ujenzi Building,
Old Moshi Road, P.O Box 3051 – Moshi, at or before 10:00 hours local time on Monday, 22nd
July 2019. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’
representatives who choose to attend the opening meeting at the Conference Room, TANROADS –
Kilimanjaro.

10. Late tenders, portion of tenders, electronic tenders, tenders not received, tenders not opened and
not read out in public at the tender opening ceremony shall not be accepted for evaluation
irrespective of the circumstance.
