Scope of Services
SCOPE OF SERVICES BY CMC
1.1 Supervision and co-ordination of all PROJECT activities for Construction Management
and Supervision, Pre-commissioning, commissioning and Start-Up assistance, plant
specific operating manuals, Test Runs.
1.2 Preparation of Network of each unit separately as well as overall in Primavera Software
for the work and implementation of the same by periodic evaluation and review for
identifying the critical activities and their implementation.
1.4 CMC shall study and familiarize with the SAP system. All the issuing of materials,
certification of payment to contractors shall be done in SAP system. PROJECT monitoring
shall be done in SAP system if asked for.
1.5 Organize and participate in regular PROJECT Review Meetings at Site on Daily / Weekly /
Monthly basis and submit Monthly Progress Reports and Flash Reports on Daily / Weekly
/ Fortnightly basis, for Site Services.
1.6 Assisting OWNER by way of preparing technical documentation for their obtaining
statutory approvals as may be applicable for the work execution such as approvals from
Chief Controller of Explosives, Chief Inspection of Boiler, and Electrical Inspector etc.
1.8 Preparation of Cost status reports including cash flow analysis on for the Site
contractors/activities.
1.9 Furnish the following information for OWNER to take up preparation ofCompletion
Report of the PROJECT as per guidelines of BPE:
- Final PROJECT Cost variations from updated PROJECT cost estimates and
justifications for the same.

7.1 CMC shall supervise construction WORK for this PROJECT to be carried out by works
contractors. The supervision of the Contractor’s WORK shall be performed by CMC’s
staff. During the progress of all WORK to be done at site, CMC shall keep a competent
Engineer-in-Charge at site fully authorised to give and receive such orders as may be
necessary for the proper performance of WORK.
7.2 CMC shall perform the following services for construction management and supervision,
in accordance with the construction coordination procedure agreed with OWNER.

ii) Review the IFCs drawings issued by the Detailed Engineering contractor including site
verifications prior to start of fabrication. Discrepancies (if) in IFCs drawings shall be
forwarded along with recommended solutions to IOCL/Engineering coordinator for their
final recommendations.
iii) CMC shall review the IFCs Bill of Materials/ MTOs w.r.t availability in BEU in store.
Shortage of materials (if any) shall be immediately brought to the notice of IOCL.
iv) Co-ordinate, inspect and expedite the WORK of contractors in order to secure completion
of contracts in conformity with plans, specifications and approved schedule.
vi) Check quality and quantities of work performed by contractors and maintain necessary
records and certify Contractor’s bills according to the conditions of contracts to enable
OWNER to effect payments. CMC shall process the extra work/ other work claims and
give recommendation to OWNER. This service shall be provided till four (4) months after
MECHANICAL COMPLETION after which all the relevant records will be handed over to
OWNER to finalize the unsettled claim of contractor directly. Proposed recoveries from
the Contractor’s against issue of materials, hire charges, rent etc. as per provisions in
their respective contracts and perform all duties of the Engineer-in-Charge as per the
respective contracts.
a. Pre-erection quality check carried out by CMC and if necessary, corrective action
shall be taken by CMC.
b. Quality check for al works but not limited to welder certification works procedure
etc. till completion of the job.
viii) Certify quality and quantity of work performed by contractors and maintain necessary
records required for certifying the contractors measurements according to the conditions
of contracts, propose recoveries from contractors against issue of materials, hire charges,
rent etc. as per provisions in their respective contracts and perform all duties of the
Engineer-in-Charge as per the respective contracts.
ix) Also deal with all construction agencies for expeditious settlement of extra claims,
disputes etc. in consultation with OWNER.
x) Preparation of progress reports, construction schedules, estimate for contract and other
reports necessary for the orderly and speedy execution of the construction work.
xi) Receive equipment and materials delivered, inspect necessary and issue goods receipt
vouchers, maintain physical records of stores at site, issue materials for construction and
prepare goods issue vouchers thereof, arrange survey and prepare claims, on behalf of
OWNER, pursue the same and on completion of the work, prepare conciliation to enable
OWNER to check and take over the balance stores.
xii) However, cost of all labour for handling materials in the stores and cost of transportation
of materials from delivery point to site stores shall be to OWNER’s account or as per
contracts with various vendors.
xiii) Liaison with the OWNER’s field personnel and local authorities and complete dealing with
all construction agencies for orderly and efficient realization of construction work during
currency of the construction supervision services by the CMC.
xiv) Arrange for the services of vendor’s specialists as required, for satisfactory execution of
erection and mechanical trial. However, cost of such services shall be as per Purchase
Order terms.

xv) Compilation of all lubricants and chemicals to be done by the CMC required for the plant.
xvi) Spare partslist equipment-wise to be prepared by the CMC after discussion with OWNER
and shall be codified in SAP by CMC and handed over to IOCL store after mechanical
completion
xvii) Check and ensure whether material has been procured by the Contractor from the
OWNER's approved vendor.
xviii) Site Inspection work of equipment & other works shall be performed by the CMC.
xix) No supply shall be accepted unless drawings (wherever required) are approved under
Code-1 and QAP must be approved.
xx) Payment to the Vendors shall be released only after receipt of Inspection note from the
third party.
xxi) Clearance for erection works/ installation of the equipment shall be given only after receipt
of inspection note from the third party.
xxiii) For critical material identified by Owner, extent of inspection by Owner on receipt of
material at site will be included in QAP / ITP finalised by CMC for the material. On
material receipt at site, Owner shall cross-check & record inspection of the
identified critical material in material receipt report (MRR) against the defined check
points in QAPs / ITP, on sample basis. However, above checking by Owner will not
absolve CMC from their responsibilities towards material inspection as specified
elsewhere in the tender document.
Finalizing the days of shutdown for unit progressively within the total time frame of
shutdown given in the tender or as communicated by Owner in writing to accommodate
Production schedule.
Planning of sufficient resource of each contractor/ supplier during shut down and
deploying such resources.
Planning of manpower requirement of each contractor/supplier in various categories
during shut down and deploying such nos. of manpower.
Detailplanningofvariousactivitiesforinstallationofequipment’s,tieinandhookups etc.
Preparing the activity wise schedule of installation and commissioning.
Submission of alltheabovementionedplanningatleastFourmonthsinadvancefor
approvalofIOCL.However CMC shall finalize well in advance the tie in points, drawing,
BOM and material after reviewing the IFC drawings
sothatimplementationcanbedoneasandwhenshut downwill beavailable/planned.
Reschedulingthecommissioningofincaseofextensionofdateofshutdownby
owner.NoextrapaymentshallbemadetoCMConaccountofextensionoftime ofshutdown
byowner.
Special methodology is to be developed by the CMC to take care of waste scrap materials
and redundant machineries like Pumps, Heat exchangers, Vessels etc., as applicable, and
their safe custody and storage in designated storage yards, as instructed by IOCL. All
details of such scrap materials/ equipment’s are to be maintained by the CMC in a registrar
form, which may be handed over at the time handing over of site/final billing. Also a proper

system is to be generated for waste scarp management and their safe removal from work
site.

10.0 EXECUTION
i) The CMC shall have the responsibility of managing, coordinating and executing the work
assigned by OWNER. A full time Project Manager will be assigned to liaison with the
Vendors/ contractors and will be responsible for all aspects of job execution including
safety. He will ensure all necessary co-ordination, flow of information and timely issue of
design documents and drawings. Regular Progress Reports will be issued to OWNER
highlighting progress achieved, major milestones, areas of concern and actions required.
ii) A review Board consisting of Senior Management personnel from the CMC will be formed
to ensure that proper quality, safety and progress of work for the assigned job is
maintained.
iii) The CMC must position competent person at site office for facilitating smooth correction of
drawings as well as for co-ordination of jobs.
iv) During the execution phase, CMC shall coordinate, correspondence and arrange site visits
of various supplier/vendors of procurement items for site supervision are required for
Installation
v) After the mechanical completion of unit, CMC shall coordinate with the site contractors for
getting immediate receipt of marked-up drawings as per site execution. CMC shall review
marked-up drawings submitted the contractor and cross check the same from site.
Thereafter, CMC shall be forward the same to IOCL for further preparation of AS-BUILT by
Detailed engineering contractor.
12.1 Plant specific operating manual for process unit for sufficient, safe operations, start-up
and shut down and emergency handling of the Process Unit will be provided by Licensor
and same will be updated by CMC during site construction as per requirement. The pre-
commissioning scope to include:
Prepare and provide 12 copies of plant specific operating manuals for sufficient, safe
operations, start-up and shut down and emergency handling
The manual will also include the details of package items and their operating procedures
and detailed operating guidelines.
The manual will be submitted for OWNER’s review and approval at least 6 months before
start of the pre-commissioning activities.
CMC will prepare detailed flushing, pre-commissioning and commissioning schedule
alongwith the scheme and procedures for unit & facilities and will submit for IOCL’s review
and approval six months in advance.

12.2 CMC will supervise/ carry out various works of initial operation for the preparation of unit
facilities for commissioning, i.e. check-listing, flushing, pre-commissioning checks and
assist in commissioning with OWNER’s representatives.
12.3 CMC commissioning personnel shall be available at plant site for check listing, flushing,
pre-commissioning and provide supervisory instructions during commissioning and during
initial plant operation till stabilization and successful commissioning.
12.4 During the start-up phase, CMC shall coordinate, correspondence and arrange site visits
of various supplier/vendors of procurement items for site supervision for pre-
commissioning, start-up and commissioning of the unit.
12.5 CMC’s representatives will assist OWNER/ LICENSORS representatives in supervising
various works of initial operation for preparation of the unit facilities for commissioning.
12.6 All modifications jobs required for pre-commissioning, part commissioning and for
successful trial run of these units are to be engineered for execution by the CMC.
12.7 The pre-commissioning, commissioning, start-up activities include inspection, checking/
correcting and ensuring proper :
- Packing and Seals
- Alignment of Rotating Equipment
- System Check/ Inspection
- Flushing
- Leaks & Pressure Tests
- Safety Devices
- Hydro-testing of Equipment/ Piping/ piping supports/ de-blinding
- Commissioning of Electrical Power & Lighting Systems
- Commissioning of Instrument Systems etc.
- Commissioning of entire PROJECT
- Immediate authentication of all necessary changes in interlocks/ loop schematics.
- Any other requirement pertaining to specific equipment in the plant.
13.0 DOCUMENTATION
CMC shall furnish the documents for approval/ for records as illustrated in Conditions of
Contract.
a. CMC shall develop comprehensive specification for Health, Safety & Environment
protection and the same is to be made part of all bids.
c. CMC shall depute a full time Safety officer at Site to check and ensure the safety
requirements during all phases of construction.”
d. CMC shall incorporate proper Construction Safety Clauses imbibing stringent penalty for
all contractors in the various tenders (Package & Conventional) and any safety lapse on
the part of CMC shall lead to imposition of such penalty on CMC.
a. PERT Network and other PROJECT planning documents shall be done on Primavera
Project Planner.
b. All text data shall be on MS Word in Windows 7 or higher of Window Operating
system.
c. All Spread sheet work shall be on MS Excel in Windows 7 or higher of Window
Operating system.
d. All other documents like presentations etc. and other data shall be in MS Office in
Windows 7 or higher of Window Operating system.

e. All the above drawings and documents shall be delivered in native formats-editable in
required copies on DVD’s alongwith hard copies.
f. CMC/CONSULTANT shall ensure maximum utilization of E-mail to save time.
g. All documents shall be furnished on separate compact discs and the contents shall be
in MS office compatible packages.
All Final documentation shall be furnished in 3set of hard-bound box folder and separate
compact discs (3 CDS) and USB Drive (1nos) and the contents shall be in MS office
compatible packages.

Lead Engineers / HODs will lead the team of respective discipline and should have minimum
Bachelors degree in Engineering in respective disciplines.
Lead Engineers should have minimum of Ten (10) years experience in respective discipline
with minimum Three (3) years as lead engineer in any large world class major oil & gas
project.
Following major disciplines of Lead Engineers will be required at site during various phases of
project:-
I. Civil & Structure.
II. Piping & Mechanical
III. Electrical
IV. Instrumentation
V. Any other discipline (if required). Same shall be approved by Owner and should
meet above mentioned qualification and experience criteria.
Category B: Engineers
a) Engineers(atsiteservice)
Following Major disciplines of Engineers will be required at site during various phases of
project:-

IV. Instrumentation

Note: It should be noted for all the categories as mentioned above, resumes of only those
personnel should be proposed by the CMC to OWNER who have minimum 5 years of
service left.
