Subject: The Remainder of the Increased Risk for Communication Channels &
Necessity for OPGW Connection for OWS at NPCC and SCS Channels

With reference to the above cited letters and coordinator meeting with HVDC office, NPCC,
Telecom, P&C and other related departments, we hereby clarify the increased risk for
communications channels and kindly request the completion of OPGW Connection for SCS
Channels and OWS at NPCC on time.
For the upcoming DC commissioning work in October, 2020, the precondition for High Load
Test of DC system is the SCS working correctly to keep the grid operation smoothly and stable in
case of unexpected fault. The OPGW communication channel is the necessary condition for the
operation of SCS. Thus the following OPGW channel must be finished to realize the SCS
function. Meanwhile, if the SCS cannot be put into operation on time, which will ultimately
affect the economic losses caused by DC commissioning delay，PMLTC disclaims liability and
reserves the right to claim compensation.
(1) OPGW Channel for SCS (Completion before October 1, 2020.)
A. OPGW connection from Matiari C/S to Engro Thar Power Plant
B. OPGW connection from Matiari C/S to Port Qasim Power Plant
C. OPGW connection from Matiari C/S to CFPP Hubco Power Plant
(The key issue is the OPGW connection from Jamshoro Substation to CFPP Hubco Power Plant)
D. OPGW connection from Matiari C/S to Moro Substation
E. OPGW connection from Matiari C/S to Dadu New Substation

The precondition for OWS working correctly is the OPGW connection availability :
A. From Lahore C/S to NPCC Islamabad
The urgent issue is OPGW connection from Lahore C/S to Lahore (Sheikhpura) substation
(circuit 1 or circuit 2), and ensure the whole OPGW channel from Lahore C/S to NPCC
Islamabad by NTDC independently.

B. From Matiari C/S to NPCC Islamabad
The urgent issues are OPGW connection from Matiari C/S to Moro substation & RY Khan
substation to Guddu 747 substation, and ensure the whole OPGW channel from Matiari C/S to
NPCC Islamabad by NTDC independently.
Required Completion Timeline: Prior to AC commissioning, no later than August 30, 2020.
