FOREWARD TO THE SIXTH REVISION
The 5th Revision of the Schedule of Rates for Road and Bridge Works applicable in East, West and
South Garo Hills districts of Meghalaya in National Highway and Centrally Sponsored works came out in
July. 2014. Since then, there has been changes in the cost of the major construction materials like Cement,
Steel and Bitumen. Moreover the wages of labour/ Forest Royalty has been increased by the Government . As
a result of the steep rise in prices, the rates in the 5th Revision became impractical for its use in the
preparation of estimates and necessitated its revision. This revised edition will be known as the “Schedule of
Rates for Road and Bridge Works applicable in East, West and South Garo Hills districts of Meghalaya in
National Highway and Centrally Sponsored works – 6th Revision (June 2018).
As in the earlier edition, the rates for all the items is also based on the Standard Data Book for Analysis of
Rates (1st Revision) but in order to make the Project cost more realistic the following major changes have
been made in case of this edition:
1) The input of the cost of Cement, Steel and Bitumen are made at ex-factory/nearest depot rates and the
cost of transportation of these materials to the worksite is to be added separately to the Project Costs on
the basis of the distance from the factory/nearest depot to the worksite.
2) The cost of loading/unloading of Cement, Steel and Bitumen is also to be added separately. The rate for
loading/unloading by manual means available in the Schedule of Rate for Cement and Steel can be used
for Bitumen also.
The purpose of putting the rates ex-factory/nearest depot and other materials like stone aggregates, stone
chips, boulder and sand at nearest available Quarry is to make the Schedule of rates applicable to any Project
irrespective of the location of the Project which is quite spread out in the five districts of Garo Hillls and a
closer/nearer evaluation of the Project Cost.
3) The usage rates of the machineries have been compounded and updated based on current market rates
which is around 5.50% per annum of the rates in 2001-02 (Inclusive of G.S.T 12 % and labour cess 1%.)
Other important conditions are given in the General Conditions reproduced in the preceding pages of this
edition.
This edition of the Schedule of Rate is been brought out with every effort to make the rates genuine and
free from errors, but the errors may still persist for which the undersigned requests that the same may be
kindly be brought to his notice for appropriate rectification.

1 The description of items is given briefly and linked with the relevant clause of the MORT&H
Specifications for Road and Bridge Works, which may be referred for detail description, provisions and
interpretation.
2 Overhead Charges – The overhead charges include the following elements:
i) Site accommodation, setting up of plant, access road, water supply, electricity and general site
arrangements.
ii) Office furniture, equipment and communications.
iii) Expenditure on
a) Corporate office of contractor
b) Site Supervision
c) Documentation and ‘as built’ drawings
iv) Mobilisation of resources.
v) Labour camps with minimum amenities and transportation to worksites.
vi) Light vehicles for site supervision including administrative and managerial requirements.
vii Laboratory equipment and quality control including field and laboratory testing.
viii)) Minor T&P and survey instruments and setting out of works, including verification of line,
dimensions, trial pits and boreholes, where required.
ix) Watch and ward.
x) Traffic management during construction.
xi) Sundries.
xii Financing expenditure.
) Sales/Turnover Tax.

3) The overhead charges considered in the Schedule is For Road Projects with cost up to Rs. 50.00
Crores @ 10% For Major Bridges including State of the Art Bridges and Minor Bridges @ 25%.
The output of the Plant and equipment is taken approximately 70% of the rated capacity given by the
manufacturer under ideal condition.
Water tanker is assumed to make one trip and hour on an average. Water charges have not been included
in items where the requirement is very nominal and covered under sundries.
Output of plant/equipment is considered for compacted quantities.
The usage charges for machines is inclusive of owner ship charges, cost of repair and maintenance
including replacement of tyres and running and operating charges which include crew, fuel and
lubricants.
7) Materials – the quantities of materials given in the rate analysis are approximate for purpose of
estimating and include normal wastages. Actual consumption is to be based on Mix Design.
The rates of materials include basic cost at quarries, loading and unloading only. The cost of carriage is
to be added separately depending on the lead from Quarry to the site. The carriage cost is not
included in the basic cost of the material due to the scattered location of Quarries which are privately
owned and it is not possible to provide a justifiable lead. However, the cost of Forest Royalty at the
prevailing Government rate is included in the basic cost and has to be deducted from the Contractor’s
bill .
The specifications of materials shall be governed by Section 1000 of MORT&H Specification for Road
and Bridge Works.
8) Labour – The labour wages are as fixed by the State Government. One mate is provided for 25 labourers.
9) Carriage of materials – In the analysis of rates, the unit of vehicles for carriage is in hours where lead is
defined including time required for loading and unloading; and in ton-km where is variable. The haulage
cost excluding loading and unloading of material from the Quarry to the work site/plant site is to be
added separately. An average lead of 10 km is considered in the analysis for carriage of mix material
from Plant to work site which is also inclusive of loading and unloading. In case the lead from the
Plant to the work site is more/less for a particular project, the difference in lead cost may be
added/deducted to the Project Cost according to the increase/decrease in lead from the average 10
kms.
The average lead of 1 km only is considered in the analysis of rate for rate for carriage of earth and for
lead beyond this average lead, extra haulage charges is to be added.
10) General: The clause numbers refer to MORT&H Specification for Road and Bridge Works.
11) The quantities of materials given in the rate analysis are approximate for purpose of estimating and
include normal wastages. Actual consumption is to be based on Mix Design.The rates of materials
include basic cost at quarries, loading and unloading only. The cost of carriage is to be added separately

Sundries to cater for unseen contingencies and miscellaneous item have been added in the overhead charges.
Arrangement of traffic during construction shall be as per clause 112 of the MORT&H Specification for Road
and Bridge Works.
The compensation for earth taken from private land has been included in the rate analysis for construction of
embankment with borrowed earth but the Contractor will make his own arrangement for borrowing earth.
The requirement of machinery has been worked out assuming effective working period of 6 hours per shift of
8 hours.
The cost of earthwork in urban area being comparatively more due to various reasons, additional cost of 2 to
3% may be added with justification.
The dismantled material should be examined and a realistic assessment made for the credit of such material
which can be utilized for work or auction and the unusable dismentaled material shall be used as landfill in
consultation with the local people without causing any harm to the environment.
The source of material and samples are required to be approved by the Engineer before the start of work.
The earth excavated from foundation has been considered to be back filled and balance suitable soil which
will have to be paid separately.
The usage charge for machinery and equipments are increased from the rate applicable for the year 2000-
2001 to meet the increase in cost of POL.
Grade of cement may be adopted as per Mix Design. Quantity of cement in various grade of cement has been
taken as per IRC: 21-2000 and IRC: 18- 2000. Ten percent extra cement may be provided for concreting
under water where required.
For pricing of RCC slab culverts, the item given in respective chapters in bridge section may be referred.
The Standard Data Book is for Departmental use only and cannot be produced in court of law as
reference/authority and is thus a privilege document. As such, the same applies to this revised edition of the
Schedule of Rate which is solely for the purpose of cost estimation of projects and cannot be contested in any
court of Law.

CARRIAGEWAY MARKING
A broken line shall be used for centre line on two and three lane road, and for traffic lane
lines. These lines are for guidance of the drivers and may be crossed at their discretion.
Longitudinal solid lines are used as guiding of regulating lines and are not meant to be
crossed by the driver.
