Concept Paper

 Concept paper is done before the submission of full proposal which is usually used in
government contracting sector. It is a short summary that tells the reader about the project
description and the process of how it will be carried out.
 It also provides an overview of the projects, helps funding agencies eliminate proposals that are
likely to be disapproved.
 It helps us to save time and effort for both the proponents and companies/agencies.
 A concept paper usually ranges from 500-2000 words and is divided into several parts.

Several uses of a concept paper:

1. Serves as the foundation of the full proposal.


2. It helps determine whether a certain project is feasible or not.
3. It is used to obtain informal feedback on the ideas prior to preparing the full proposal.

How to Write a Concept Paper

1. Cover page- details about the proponents


2. Introduction- (mission/vision)
3. Rationale / Background- problems/ significance
4. Project description-goals and objectives/methodology (action plan)
5. Project Needs and Cost- outline of the main budget will be used.

Position Paper

Position paper is written to describe an issue and to explain the rationale of the position made provided
with a strong basis for an argument. Its purpose is to generate support from others who stand on the
same.

Guidelines in writing a position paper:

1. Support your position through evidences such as statistical records or dates;


2. Use primary source quotations from reliable persons to validate your position;
3. Study the strengths as well as the weaknesses of your position; and
4. Suggest solutions and evaluate them before

How to write a position paper:

Introduction. It identifies the issue and state the position of the paper.

Body. This part contains several paragraphs where the background information, supporting evidence
and facts and the discussion of the issue are presented.

Conclusion. This part offers possible solutions and series of actions that could be done to resolve an
issue.
