Rationale
The Department of Education (DepEd) through the Bureau of Learning Delivery –
Student Inclusion Division (BLD - SID) envisions an inclusive school where everyone
in the classroom is valued, respected and cared for and actively engages in the teaching-
learning process especially Learners with Special Educational Needs (LSENs) were they
are safe felt the sense of belonging and have a full range of opportunity to participate
meaningfully in the community and to reach their full potential.

The Multi-Factored Assessment Tool (MFAT) was developed to assist teachers for
instructional planning and educational placement of learners. The assessment tool is
intended for the use of Grade 1 Teachers who will conduct the assessment,
enhancement and intervention program covering the five domains of learning: (a)
Cognitive, (b) Communication, (c) Socio-Emotional, (d) Psycho-Motor and (d) Daily
Living Skills. Each domain is a strong gauge to measure the child’s capabilities and / or
needs which will be the basis for the intervention program of the Grade 1 teachers. For
comprehensive application, the 44 trained MFAT District Coordinators and School
Heads will be re-oriented for upskilling and reskilling on the utilization of Multi-
Factored Assessment Tool which will later be cascaded in their own respected districts
to give technical assistance to all Grade 1 teachers especially to the untrained for
compliance and monitoring. For these, teachers undergo lectures and workshops that
will aid in the construction of new knowledge about the preparation of action plan and
intervention program.

enhancement, intervention and implementation of MFAT to ensure smooth
delivery of programs.
