PAINT GUARANTEES
ON STEEL STRUCTURES
CODE OF TECHNICAL CONDITIONS
________________
SCOPE: This code governs the guarantees applicable to all work involving the protection of low-alloy
steels, irons and cast irons by liquid or powder paint coatings. It primarily applies to the anti-corrosion
protection and appearance functions of the paint system. Other codes or circulars, an exhaustive list of
which is available, provide additional indications specific to particular protection systems (aluminium
structures, galvanized or metallised steel, tanks or other storage capacities, colour, etc). Protection
against micro-organisms, resistance to mechanical actions or fire, or other specific functions, does not
fall within the scope of this code.
SECTION I
MANUFACTURER GUARANTEE
PRINCIPLE: The manufacturer guarantees his supply against all faulty manufacture or errors
in recommendation.
SECTION II
PRINCIPLE: The paint contractor guarantees his service against any form of faulty
craftsmanship.
Article 3 – The paint contractor undertakes to implement the process(es) defined in the
approval certificate in accordance with the rules of the trade (e.g. specifications, technical data sheets,
etc.) which address, in particular, issues such as surface preparation, preparation and application of
paints, as well as environmental conditions (climatic conditions, etc).
SECTION III
JOINT GUARANTEES
Article 4 – In accordance with the previously defined guarantees, the manufacturer and the
paint contractor jointly undertake, during the approved period of guarantee and barring circumstances
outside one’s control (“force majeure”), to bear the costs of any repair work to the defective coating
that may be deemed necessary in the event of damage due to an inherent defect in the coating, i.e.
failure to comply with the guarantees defined in sections I and II above.
Article 5 – Scope of the guarantee. – The guarantee relates to the behaviour of the coating,
which itself includes:
The effectiveness of protection against corrosion/rusting,
The non-deterioration of the appearance (blistering, cracking, flaking).
The agreed guarantee period and reference of the extent of each type of deterioration are examined
taking into account the technical rules defined by the OHGPI, including mainly the thickness
acceptance procedures (see current DRC). Both the period and reference of the extent of deterioration
are likely to be reviewed in all cases of unexpected modification of the normal site production
conditions (e.g. site interruption).
Article 6 – Start date of the guarantee. – The guarantee period shall start as from the time of
acceptance of the paint work by the principal and/or the contracting authority; this acceptance shall
take place at the latest within fifteen (15) days following the expiry of the drying period of the top coat
which constitutes the completion of the paint work (or of each work phase if work execution is not
continuous). If, by exception, a later date was adopted as the start date for the guarantee, the duration
of the latter would be decreased accordingly.
Article 8 – Obligations and limits of the guarantee. – The guarantee comprises the free
supply and application of the products required for repairing the defective areas. These products shall,
in principle, stem from the same source and be of the same nature as the selected initial coating. The
guarantee is expressly limited to the aforesaid supply and application, with the exclusion of all other
expenses, incidental operations, compensation or damages. Repairs carried out under the guarantee
cannot lead to an extension of its initial duration.
Article 10 – Forfeiture of the guarantee. – The principal and/or the contracting authority is
held to report, as soon as it appears, any damage defined in article 7, so that the guarantor(s) are able
to immediately take the necessary measures.
The guarantee commitment will be considered as null and void in the event of other coatings,
applications or treatments being implemented on the same surfaces without the prior written consent
of the guarantor(s).
In the event of dispute concerning the interpretation of the English language text, only the original
French version prevails.

ANNEX
Blistering: Deterioration characterised by convex deformations of the film in the form of blisters,
correlative to the peeling of one or more of the film constituent layers.
See ISO 4628-2 degree 3 (S3)
Flaking: Peeling of the film in the form of scales, of varying distribution and size, depending on
the defect types a and b
See ISO 4628-5 degree 3 (S3)
According to the standard NF T34-554, the expression “total visual perception area of
a work” is termed as any part of this said work revealing an overall coherence with
regard to the "visual perception" function. In principal, an observer of the work
perceives the entire total visual perception area at a "single glance".
Two parts of a structure, treated with different products or under different work
execution conditions, constitute two different areas, even if these two parts are visible
simultaneously. Consequently, the assembly areas or rework areas are different total
visual perception areas.
For each type of guarantee, the assessment of the condition of the coating is
conducted firstly on each total visual perception area of the thus defined work. Next, in
the case where the deteriorations are grouped together in limited surface area zones,
the assessment is carried out by fictitiously dividing the total visual perception area
into squares (or rectangles in the case of lengthwise surface areas) each having an
2
area of 1m , designated as the “reference area”.
