Mandate, Vision, Mission, Goals and Objectives 

MANDATE (RA 9746) 

The University shall primarily provide advanced education, higher technological, 


professional instruction and training in the fields of education, agriculture, forestry, fishery, 
maritime education, ecology, engineering, philosophy, information and communications 
technology, letters, arts and sciences, nursing, medicine and other relevant fields of study. It 
shall also undertake research and extension services in support of the socioeconomic 
development of Antique, and provide progressive leadership in its areas of specialization. 

VISION 

Leading University in Science and Technology by 2022. 

MISSION 

The University shall provide quality, relevant, and responsive scientific technological and 
professional education and advanced training in different areas of specialization, and shall 
undertake research and extension services in support to socio-economic development of 
Antique, the Filipino nation, and the global community. 

GOALS 

To elevate the university into national and international distinction, it shall endeavor to: 

1. Deliver quality instruction of international standards; 

2. Implement innovative and research development system; 

3. Undertake responsive and collaborative means for technological transfer; 

4. Develop viable and sustainable resource generating strategies; and 

5.Establish effective, efficient, and supportive administration. 

 
OBJECTIVES 

The University should be able to: 

1. Ensure that at least 30% of the faculty members are doctorate degree holders and the 
rest are master’s degree holders in their respective fields of specialization by 2022 in line 
with its vision and upgrade researchers’ and extensionists’ capability through continuous 
trainings and exposures; 

2. Provide state-of-the art physical and instructional facilities; 

3. Re-align curricular offerings preferably towards science and technology- based courses; 

4. Achieve at least level 3 accreditation status in all programs; 

5. Publish researches in national and international refereed journals; 

6. Strengthen national and international linkages with public and private institutions; 

7. Formulate and implement investment plans for financial sustainability; 

8. Collaborate with funding agencies for resource generation; 

9. Conduct periodic management review for quality delivery of service to the stakeholders.

CHAPTER 1: PHYSICAL EDUCATION: DEFINITION, 
ORIGIN, LEGAL BASIS AND OBJECTIVES 
 
Overview 
Physical Education (PE) d ​ evelops students’ competence and confidence to take part in a 
range of physical activities that become a central part of their lives, both in and out of 
school. 

A high-quality PE curriculum enables all students to enjoy and succeed in many kinds of 
physical activity. They develop a wide range of skills and the ability to use tactics, strategies 
and compositional ideas to perform successfully. When they are performing, they think 
about what they are doing, they analyze the situation and make decisions. They also reflect 
on their own and others’ performances and find ways to improve upon them. As a result, 
they develop the confidence to take part in different physical activities and learn about the 
value of healthy, active lifestyles. 

P.E managing additional stress related to the growth of the COVID-19 pandemic and it’s 
potential to threaten the health of ourselves, our families and communities. Using physical 
education through activities and exercise as a strategy to maintain health during this 
stressful period. And also it is important for family members to take a supportive role in the 
promotion of physical activity and exercise, allowing individuals to maintain their autonomy 
and choice in their activities will be important for ongoing engagement. 

Nowadays, modern technology arises and it has a big part in the learning process of the 
students as a learning tool. It is difficult to imagine if there’s no technology – cell phones, 
laptops, iPods and internet which are only a few tools used daily by children and adults all 
over the world. But commonly accepted belief that technology is a cause for a decrease in 
physical activity in students or youth. To combat this there are an increasingly vast amount 
of Apps and programs that use technology to promote physical and mental health. 
Specifically, there is technology that can support students and teachers in the Physical 
Education classroom. It is in need to engage students in the learning process, encourage 
higher-order thinking skills and be meaningful to the student.

Physical Education: Definition and its Legal Basis 

Physical Education ​as mandated in 1987 Philippine Constitution wherein all levels of 
education must be included in the curriculum which emphasizes the development of total 
individuals through physical, social, emotional, psychological and spiritual well-being. 

As mandated by the law of the Philippine Constitution Article IV Section 19 that Physical 
Education should be included in the curriculum in which provides guidance for teachers 
teaching physical skills and physical activity instructions in which emphasizes the 
development of the different aspects of every individual, physically, socially, emotionally, 
mentally and spiritually well-being. Also it can mold an individual physically literate who 
embodies a physically active lifestyle. Individuals who are physically literate have the 
knowledge, skills, and attitudes to lead a healthy lifestyle, as well as to assist others in 
acquiring these skills. 

Through this topic, it will enhance and equip the students their knowledge, capacities, 
values and development of individual skills, understanding rules, concepts and to instill 
knowledge in developing the body, molding the character and will discipline the mind.

Origin and Objectives of Physical Education, 

Article XIV, Sec. 19 and PSC Legal Mandate 

  

What is Physical Education? 

PHYSICAL EDUCATION (PE), is the interdisciplinary study of all areas of science relating to 
the transmission of physical knowledge and skills to an individual or a group, the 

application of this skills, and their result.  

Is an integral part of the educational program designed to promote the optimum 


development of the individual physically, socially, emotionally, and mentally through total 
body movement in the performance of properly selected physical activities. 

  

Physical Education: Its Origin and Brief History 

The Greeks where the epitome of the standards of physical training and culture. Physical 
Education came from the latin words “​physica”, physics​ and “​educatio”;​ the training of the 
bodily organs and powers with a view to the promotion of health and vigor. 

Originally, in ancient times, physical education consisted of gymnastics to improve strength, 


agility, flexibility, and endurance. The Greeks considered the human body a temple that 
housed the mind and the soul, and gymnastics kept the temple healthy and functional. 

The brief history of physical education would start in just about 1820 when schools focused 
on gymnastics, hygiene training and care and development of the human body. By the year 
1950, over 400 Institutes had introduced majors in physical education. The Young Men’s 
Christian Association launched its very first chapter in 1851 and focused on physical 
activities. 

The Legal Basis of Physical Education 

Article 1 of the International Charter of Physical Education and Sports, The United Nations 
Educational, Scientific and Cultural Organization (UNESCO), Paris, 1978 and 
Recommendation 1, Interdisciplinary Regional Meeting of Experts on Physical Education, 
UNESCO, Brisbane Australia, 1982, states that: 

“The practice of Physical Education and Sports is a fundamental right for all, 

and this right should not be treated as different in principle from the right to adequate food, 
shelter, and medical care.” 

  

Article XIV, Section 19 

The State shall promote physical education and encourage sports programs, league 
competitions, and amateur sports, including training for international competition, to foster 
self-discipline, teamwork, and excellence for the development of a healthy and alert 
citizenry. 

All educational institutions shall undertake regular sport activities throughout the country 
and in cooperation with athletic clubs and other sectors. 

PSC Legal Mandate 

The Philippine Sports Commission (PSC) was created through Republic Act No. 6847 
in 1990 to serve as the sole policy-making and coordinating body of all amateur sports 
development programs and institutions in the Philippines. Its primary function is to provide 
the leadership, formulate the policies and set the priorities and directions of all national 
sports promotion and development, particularly giving emphasis on grassroots 
participation. 

 
LESSON 2: Objectives and Values of Physical Education 
 

Introduction 
Learning is a challenging but exciting task. As an individual, we must know how we 
can engage in an active physical activity. But knowing the goals of physical education can 
help a person improve one’s fitness. Indeed can teach and make people in their everyday 
life healthy. 
  Through this topic, students will know some of the objectives of physical education 
that include body awareness, skill development and personality development which can 
contribute to an individual awareness on what they can gain for themselves if they actively 
participated in physical activities.

At the end of the lesson, the student should be able to: 

1. Discuss the objectives of physical education.

Lesson 2 

The primary aims of physical education vary historically, based on the needs of the 
time and place. Most modern school systems claim their intent to equip students with the 
knowledge, skills, capacities, and values along with the enthusiasm to maintain a healthy 
lifestyle into adulthood. Activities included in the program are designed to promote physical 
fitness, to develop motor skills, to instill knowledge and understanding of rules, concepts 
and strategies, and to teach students to work as part of a team, or as individuals, in a wide 
variety of competitive activities. 

Reform of the National Standards for Physical education (NASPE) has established 
the goal of PE that is to develop physically literate individuals who have the knowledge, 
skills, and confidence to enjoy a lifetime of healthful physical activity. 

  

The following objectives of Physical Education are viewed and stated in terms of their 
contribution to the outcomes of education and which justify the existence of physical 
education in the curriculum. 

  

Physical Development ​– Through carefully selected physical education activities, an 


individual who participates actively will develop and maintain good health and high level of 
physical fitness. 
  

Social Development –​ Participation in PE activities provides opportunities for the 


acquisition and practice of desirable social traits necessary for adjustment to happy living 
and to the social life in general. 

  

Emotional Development ​– The informal nature of PE offers opportunities for the 


development of expression and emotional traits needed for emotional mastery. 

  

Mental Development – ​ Through participation in PE activities the individual develops his 


mental capacities as he learns the mechanical principles of underlying movement, as the 
learner acquires knowledge and understanding of rules and strategies of games and sports 
as well as dance instructions, as he discovers ways of improving his movement in 
gymnastic and dance, and the ability to analyze and give judgment. 

  

VALUES OF PHYSICAL EDUCATION 

The value of physical education activities are found in the resulting development and 
adjustments of the individual. Engaging in any activity stimulates in some degree of the four 
types of development although different activities emphasize different amounts. Regular 
exercise and physical activity are extremely important and beneficial for long-term health 
and well-being 

Health Benefits of Exercise and Physical Activity 

1. Reduce the risk of premature death. 

2. Reduce the risk of developing and/or dying from heart disease. 

3. Reduce high blood pressure or the risk of developing high blood pressure. 

4. Reduce high cholesterol or the risk of developing high cholesterol. 

5. Reduce the risk of developing colon cancer and breast cancer. 

6. Reduce the risk of developing diabetes. 

7. Reduce or maintain body weight or body fat. 


8. Build and maintain healthy muscles, bones, and joints. 

9. Reduce depression and anxiety. 

10. Improve psychological well-being. 

11. Enhance work, recreation, and sports performance.
