"ROLLY" RAPIDLY WEAKENS INTO A TROPICAL STORM.

TROPICAL CYCLONE WIND SIGNAL NO. 1 IN THE PROVINCE OF PAMPANGA

Track and intensity outlook:

• On the forecast track, “ROLLY”


is expected to exit the
Philippine Area of
Responsibility (PAR) on
Tuesday morning. It is likely to
remain as a tropical storm
throughout the forecast
period.

Hazards affecting land areas:

• Rainfall: Tonight through


tomorrow morning, light to
moderate with at times heavy rains due to “ROLLY” may be experienced
over Ilocos Region, Cordillera Administrative Region, Cagayan Valley, and
Central Luzon.

• Strong winds: Gale-force winds are still expected in areas under TCWS #2,
and strong breeze to near gale conditions for areas under TCWS #1. Potential
impacts of the wind conditions to structures and vegetation under each wind
signal are detailed in the TCWS section of this bulletin. Elsewhere, strong
breeze to near gale conditions due to the northeasterlies will be experienced
over Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative
Region, and the northern portion of mainland Cagayan.

LOCATION OF EYE / CENTER, MOVEMENT, STRENGTH

• At 10:00 PM today, the center of Tropical Storm "ROLLY" was estimated based
on all available data at 150 km Northwest of Calapan City, Oriental Mindoro
or 90 km West Southwest of Sangley Pt, Cavite (14.3 °N, 120.1 °E )
• Moving Northwestward at 20 km/h
• Maximum sustained winds of 85 km/h near the center and gustiness of up to
105 km/h

III. ACTIONS TAKEN

1. PDRRMC Operations Center and Command and Control Center (C3) at


PEO Compound, Sindalan, City of San Fernando Pampanga activated and
prepositioned Disaster Response Equipment and Manpower on stand-by
24/7 along with other member agencies/offices;
2. Continuous monitoring and coordination with Local DRRMCs on the over-all
situation of the 21 local government units;
3. Continuous dissemination advisories to C/MDRRMOs and to General Public;
4. Issued Memorandum and Advisories to PDRRMC and LDRRMOs:
i. Preparedness Activities and Monitor AOR re: Low Pressure Area
(LPA) on 27 October, 2020
ii. Preparedness Actions and Continuous Monitoring on Respective
Sectors re: Typhoon “ROLLY” (GONI) on 30 October 2020
iii. Advisory re: Possible occurrence of storm surge in high-risk coastal
areas of Lubao, Macabebe, Masantol and Sasmuan as per
PRFFWC-PAGASA on 31 October 2020
iv. Reports on Pre-Emptive Evacuation with Pictures re: High-risk
barangays in Upland, Coastal and Along River Channels on 1
November 2020
5. Conducted Pre-Disaster Risk Assessment (PDRA) Meeting on 30 October
2020:
a. All Responders and rescue vehicles are ready for augmentation;
b. Mobilization assets and other heavy equipment from various offices
(PDRRMO, PEO, GSO) and uniformed personnel (PNP, BFP, PA) are
on standby ready for any response or clearing operations;
c. All LGU counterparts and field stations are advised on the
preparedness and all necessary manpower assistance are alerted;
d. Stockpiled Food and Non-Food items at our PDRRMC Warehouse
are in place. A total of 10,000 food packs on-hand with 254 boxes
of Corn beef and 1,100 boxes of Sardines;
e. Stockpiled medicines are also in place and ready for disaster
operations;

f. There are 10,000 PPEs on-hand with complete gears and
accessories with reusable PPEs to ensure the safety of the
responders in disaster rescue operations;
g. A total of 6,000 cavans of rice from Pampanga NFA that are ready
for purchase and distribution are readily available and sufficient;
h. Provincial Evacuation Centers with necessary supplies and
manpower complement are likewise prepared with available
facemasks and face shields at;
i. San Isidro, Magalang
ii. Sta. Catalina, Lubao
iii. San Roque, Mexico
i. Health protocols being followed at Evacuation Centers;
j. Continuous coordination with Local DRRMCs to conduct strict
monitoring on high-risk coastal and upland areas to all critical
barangays and implement/conduct pre-emptive evacuation within
their AOR;
k. Continuous coordination with our Regional Counterpart RDRRMC3
on possible assistance that the province may require; and
l. Information dissemination through all possible means to the General
Public.
6. Heavy Trucks and Equipment from the Truckers Association are on stand-by
and ready for possible augmentation;
7. A total of 20 units of 4x4 Vehicles from the Off Roaders Club Pampanga are
on stand-by and ready for possible augmentation to help in response
operations;
8. A total number of 31 Payloaders, 3 Backhoes and 35 Dump trucks from the
Quarry Permittees are on stand-by and ready for possible augmentation;
9. In coordination with Pampanga Chamber of Commerce and Industry
(PamCham), the following Malls will accommodate those who wish to seek
temporary shelter from TY “ROLLY” on November 1, 2020 and have
committed the following:
i. SM City Pampanga and SM City San Fernando Downtown –
overnight parking is allowed. Free WiFi, charging stations and
helpdesk are ready to serve everyone
10. Dispatched relief goods for the activated Provincial Evacuation Centers:
i. Left Bank (Coastal), Masantol – 10 cavans of rice, 4 boxes of corned
beef (48 per box) and 2 boxes of Sardines (100 per box);
ii. Sta. Catalina, Lubao – 5 cavans of rice, 4 boxes of corned beef (48
per box) and 2 boxes of Sardines (100 per box); and
iii. Palmayo, Floridablanca – 3 cavans of rice, 2 boxes of corned beef
(48 per box) and 2 boxes of Sardines (100 per box).
