Commissioning Plan template for new waste incineration plants
This template sets out the minimum information and considerations that
must be included in the commissioning plan required by the relevant pre-
operational condition in your permit. Some of the information may be taken
from other plans prepared for the commissioning process. Please note that
a copy of the final plan will be placed on the Public Registers unless we
agree your application that some or all of the information is confidential. We
have included guidance notes and examples in blue text; these should be
removed in the final version. Your Commissioning Plan must be submitted to
the Environment Agency for our approval.

This section must include all relevant commissioning activities in relation to CEMS

We would expect as a minimum and before waste has been introduced that a calibration of
the CEMs (using bottled test gases from accredited suppliers where available) is carried out

Monitoring results must be standardised to the conditions (pressure, oxygen etc) as required
by your permit and as laid down in Article 48 of Ch IV IED. During commissioning, you must
demonstrate the effectiveness of process variable monitors, and show how the reference
conditions are used in the calculation of results. It is essential that the readings from the
CEMS are processed to the correct reference conditions before they operate alarms, reach
displays, reports etc.
