ORDER:

ln the Government order second read above, the consolidated pay foi 1,789
Computer Assistants appointed under various channels for ft/ahatma Gandhi
National Rural Employment Guarantee Scheme and other scheme works has been
increased from Rs.1 1 ,000i- to Rs.12,0001- (Rupees twelve thousand only) per month
under administrative component of tt/ahatma Gandhi National Rural Employment
Guarantee Scheme from the date of issue of the Government order. The
Government also ordered that the Director of Rural Development and Panchayat Raj
to get the prior concurrence of the Government for the subsequent revision of the
consolidated pay of the Computer Assistants.

2. The Director of Rural Development and Panchayat Raj in his letter third
read above has sent a proposal stating that tMahatma Gandhi National Employment
Guarantee Scheme (NIGNREGS) is implemented in all districts of Tamil Nadu
through [t/anagement lnformation System (l\illS) with Computer Assistants appointed
through following channels:-
. Computer Assistants recruited under IVIGNREGS through Employment
Exchange.
. Computer Assistants recruited through outsourcing.

Computer assistants were initially paid with consolidated pay of Rs.7,500 per month.
ln the Government order first read above, the consolidated Pay for 1,789 Computer
Assistants appointed under various channels for fi/ahatma Gandhi National Rural

Employment Guarantee Scheme was increased from Rs.7,500 to 11,000 per month
based on the MGNREGS wage rate of Rs.148 for the year 2013-14.

3. The Director of Rural Development and Panchayat Raj has further stated
that, the Computer Assistants are playing a significant role in data entry/uploading
and monitoring in the NREGA Soft (i.e.,) Data Entries of details of works and
beneficiaries, e-[Vluster Roll Generation, Wage List Generation etc. Taking into
consideration of the work load and uncertain/unlimited working hours by the
computer assistants, the request for increase in the consolidated pay is
considerable. The Daily Wage rate issued by the District Collectors for Computer
Assistants at district level varies from district to district.

4" The Director of Rural Development and Panchayat Raj, has therefore
requested the Government to issue orders to increase the consolidated pay of
Computer Assistants working under Mahatma Gandhi National Rural Employment
Guarantee Scheme from Rs.12,000 to Rs.15,000 per month for 1337 computer
assistants who are working for more than 5 years and Rs.12,000 to Rs.14,000 per
month for 506 computer assistants who are working less than 5 years. The additional
cost shall be met from 6% Admin component of tVlahatma Gandhi National Rural
Employment Guarantee Scheme and 100% of this expenditure will be borne by the
Government of lndia, tt/inistry of Rural Development and there will not be any
financial commitment for the State Government.

5" The Government after careful examination of the proposal of the Director of
Rural Development and Panchayat Raj have decided that different pay for the same
work and category is not acceptable, especially for consolidated pay, where the
tenure of their engagement cannot be termed as service. Such differentiation may
lead to untoward problems and the chance of legal entanglements also may not be
ruled out, besides practical difficulties in maintaining and verifying their records (in
the absence of any pre-audit). Moreover, the consolidated pay of Computer
Assistants was revised from Rs.11,000/- to Rs.12,0001- during 2017 previously.
Accordingly the Government direct that the consolidated pay of the 1843 Computer
Assistants working under [Vlahatma Gandhi National Rural Employment Guarantee
Scheme be increased from Rs.'12,000 to Rs.14,000 per month from the date of
issue of this order.

6. The Director of Rural Development and Panchayat Raj is directed to get


the prior concurrence of the Government for the subsequent revision of the
consolidated pay of the Computer Assistants.

7. This order issues with the concurrence of Finance Department vide its
U.O.No.32088/RD/2020, dated 28.09.2020.
