Top Investigative Unit of The PNP, The Criminal Investigation and Detection Group

Who have not seen or is not even familiar with that blue logo with laurel leaves,
a triangle with pillars and book with a magnifying glass. If you’ve ever watched “Ang
Probinsyano” which is one of the longest running Prime Time Telenovelas in the
Philippines you’ll definitely be at least familiar or at best a fan of this well-known branch
of the Philippine National Police, the Criminal Investigation and Detection Group. No
wonder it was chosen as the mother unit of Ricardo Dalisay (Coco Martin) in his role at
the said TV program which captured the hearts of many Filipinos. This so called primary
investigative arm of the Philippine National Police is not only for show but has really
served its purpose well in providing service to the public and enforcing the law that it
has won as Best National Operational ‘Support Unit 2018.
After World War II, the Military Police Command was activated in lieu of the Philippine
Constabulary. A Criminal Investigation Branch of the G2 to investigate crimes and
maintain peace and order. This division remain operational after the independence of
the Philippines from the United States in July 4, 1946.[
On October 28, 1955, a Police Intelligence Branch was created by the CIS and in 1958
the investigation body was elevated to a division. The CIS, adopted Criminal
Investigation Office as its new name on October 5, 1960 but reverted to its old name two
months later. Criminal Investigation Office on October 5, 1960. It was again renamed to
Criminal Investigation Service Command (CISC) in 1989 and to its present name in
1999.
Mission
Free from politics, uninterrupted by territorial limitations and countrywide in scope, the
CIDG performs the following missions:

to conduct operations against organized crime groups (OCGs), unless the president
assigns the case exclusively to the National Bureau of Investigation (NBI)
Vision
The CRIMINAL INVESTIGATION AND DETECTION GROUP is committed to a vision
of a dynamic, responsible and well-equipped primary investigative arm manned by the
best qualified and highly-motivated professionals in search of truth and justice.
Functions
1. Monitors, investigates and prosecutes all crime involving economic sabotage like bank
frauds, large scale smuggling, estafa, dollar salting, hoarding, profiteering and other
crimes of such magnitude and extent as to indicate their commission by highly placed or
Professional syndicates and organizations.
2. Investigates all major cases involving violation of the Revised Penal Code
3. Conducts operations against notorious wanted persons and organized crime group
particularly those engaged in armed robbery, kidnapping-for-ransom, gun-for-hire and
illegal possession and trafficking of firearms and explosives.
4. Provide direct support to the PNP field units in the investigation and solution of
major crimes especially those requiring specialized investigative techniques and
intensive follow-up.
5. Investigates cases involving violations of Special Laws, which are expressly assigned
to the group such as Anti-Graft and Corrupt Practices, Illegal Recruitment and Illegal
Possession/Trafficking of Firearms and Explosives.
6. Assist in the prosecution of cases investigated by the group and in the crime
prevention effort of the PNP Field Units.
Former CIDG Director, Ret PDir Victor Deona, once said that “Over the years, all those

organization is now – respected, reliable and resolute in pursuit of truth and justice”.
“We do what is necessary to meet our priorities. At a time when there is an urgent need
to pursue a renewed emphasis on police accountability and to support the government's
nationwide campaign against illegal drugs and criminality, we made certain that we
deliver the quality investigative services necessary.
The CIDG implemented the Target Output Policy (TOP) through the Issuance of
Command Memorandum Circular No. 2015-02, as revised by CMC No. 2016-01, to
articulate our investigative and operational priorities. The TOP was designed and
implemented to give direction and focus to Chiefs of Units in their work performance by
setting specific target outputs and timelines for accomplishment. It encompasses both a
core performance measurement framework built around high-level outcomes of the
CIDG's mandated tasks. The results are used as bases for the unit performance rating.
It will also confer award for good performance and possible relief of the unit commander
for poor performance.
Driven by the Group's comprehensive performance metrics, we continue to evaluate our
strategies to ensure our effectiveness by focusing our efforts on priority directives from
President Rodrigo R. Duterte to stamp out corruption, illegal drugs and major crimes in
the country.
We were able to match the dynamism of the PNP's nationwide campaign. We are
proud that the CIDG's performance was more effective applying the Target Output
Policy. We have focused on our targets based on our goals. We didn't look in any
other direction but ahead.”

SUMMARY
While the mass media regularly feature police scalawags doing all kinds of
unacceptable acts, and it can’t be denied that some policemen do not deserve their
badge, it would still be discriminating to generalize the PNP organization as unworthy of
respect seeing how other police officers are doing their job well in keeping the general
public safe from all kinds of offenders of law.
