I. COURSE DESCRIPTION AND OBJECTIVES

This course aims to teach the students the bill of rights, citizenship, and suffrage, social justice and human rights, and
judicial review of acts affecting them. Students shall be taught the underlying principles of due process, equal protection
of the law, and other limitations on the exercise of governmental power through an examination of jurisprudence. The
course also examines the constitutional underpinnings of citizenship and the right of suffrage. The program introduces
students to social justice and human rights and how these rights differ from the civil and political rights found under the
bill of rights.

Learning Outcomes
Upon completion of this course, students will be able to:
• Understand the concepts and rights under the bill of rights of the Constitution
• Synthesize and apply the tests established by jurisprudence in determining violations of constitutional rights
• Correlate civil and political rights vis-à-vis social and economic rights
• Determine who are citizens of the Philippines
• Determine the constitutional basis for the existence of the right of suffrage

Methodology
The course will be conducted using lectures, socratic method, case studies and group presentations. Whenever
time permits, field visits could be scheduled.

II. COURSE COVERAGE

The course will be approached in a slightly modified manner by re-grouping the rights and procedure/related
content of Article III (Bill of Rights).

IV. COURSE REQUIREMENTS AND GRADING SYSTEM

Recitations and Quizzes - 30% Individual


Individual Case Digests - 10%
Midterm Exam - 20%
Final Exam - 40%

V. COURSE POLICIES

1. No eating and drinking during class.


2. Coaching shall not be tolerated. Both the person coaching and the person being coached shall automatically
receive a grade of 60 for recitation.
3. The class is required to submit a compilation of digests of all the cases in the attached case list including those
not for recitation. The digest shall strictly follow the format provided. The beadle shall ensure an equal
distribution of the work such that the members of the class shall prepare more or less the same number of
digests. The class shall regularly submit a hard copy and a digital copy of the digests on the dates prescribed.
