FOREIGN FUNDS RECEIVED BY NGOs

Will the Minister of HOME AFFAIRS be pleased to state:

(a) the total number of registered and non-registered NGOs and voluntary
organisations (VOs) who are receiving/were receiving foreign funds from
abroad during each of the last three years and the current year, year-wise;

(b) the total foreign funds/donations received by various organisations

including schools/NGOs etc. during each of the last three years and the
current year, State-wise, country-wise;

(c) whether Government proposes to evolve any mechanism to check the

funding of above organisations; and

(d) if so, the details thereof?

STATEMENT IN REPLY TO PARTS (a) TO (d) OF THE RAJYA SABHA

STARRED QUESTION NO. 304 FOR ANSWER ON 24.03.2021 REGARDING
‘FOREIGN FUNDS RECEIVED BY NGOs’.

(a) Total number of NGOs granted registration or Prior Permission under The

Foreign Contribution (Regulation) Act, 2010 and which have reported actual

receipt of foreign contribution during last three years and for the year

2019-20 is as under:-

* The above data is as per the Annual Returns (ARs) filed by the NGOs as on

16.03.2021. However, last date for filing the ARs for the FY 2019-20 has

been extended upto 30/06/2021.

(b) State-wise and country-wise details of foreign contribution received by

NGOs registered or granted Prior Permission during the last three years and

the current year are attached as Annexure-I and Annexure - II respectively.

(c) to (d) The Foreign Contribution (Regulation) Act, 2010 (The Act) already

provides a legal mechanism to monitor the receipt & utilization of foreign

contribution received by NGOs. Such mechanism includes audit and

inspection of accounts/records of NGOs and verification of their on-field

activities.

Further, Section 18 of The Act read with Rule 17 of the Foreign Contribution

(Regulation) Rules, 2011 (FCRR, 2011) mandates that each NGO/association

which is granted FCRA registration/Prior Permission has to intimate through

online Annual Returns every year to the Central Government, the amount of

foreign contribution received by it and the manner in which such foreign

contribution was utilized. MHA reviews this data. Such monitoring is also

done by the field agencies of Government.
