STATEMENT IN RESPONSE TO INQUIRIES RE: APRIL 4, 2021 DOUBLE FATAL CRASH


INVESTIGATION IN PRINCE GEORGE’S CO.

A Maryland State Police crash investigation has concluded that driver impairment was a
factor in a double-fatal crash early last month in Prince George’s County.
Shortly before 10:30 p.m. on April 4, 2021, troopers responded to a two-vehicle crash at
the intersection of Rt. 301 and Harbour Way, Bowie, Md. The investigation determined a 2014
Honda CRV, driven by Elizabeth A. Davis, 70, of Washington, D.C., struck the back of a 2006
Toyota Scion, driven by John E. Starr, 67, of Annapolis, Md.
Both vehicles were southbound on Rt. 301. Starr was stopped at a red traffic signal when
his vehicle was struck from behind by the vehicle driven by Davis. Following the crash, both
vehicles traveled about 230 feet through the intersection. Starr was pronounced dead at the
scene. Davis was pronounced deceased after being transported to a hospital.
The investigation determined the cause of the crash was Davis’ failure to control speed to
avoid a collision. Driver impairment was a contributing factor, based on a toxicology result
showing Davis had a blood alcohol content of .13. Other contributing factors included failure to
give full time and attention, failure to obey traffic control, exceeding the speed limit and
operating a motor vehicle in a reckless manner.
