CHAPTER 1

BACKGROUND OF THE STUDY

Introduction

The Philippine flag is the nation emblem of the Filipinos. It symbolizes freedom,

history, and sovereignty. The Filipino Flag shall be displayed by all education institutions, public

and private, every school day throughout the year. It shall be raised at sunrise and lowered at

sunset. The flag staff must be straight, slightly and gently tapering at the end, and of such

height as would give the flag a commanding position in front of the building or within the

compound.

According to Republic Act No.8491, otherwise known as the “an act prescribing the code of the

National Flag, Anthem, Motto, Coat-of-arms, and other Heraldic items and devices of the

Philippines. The ceremony shall be simple and dignified and shall include the playing or singing

of the Philippine National Anthem.Nowadays, there is a lot of Filipino that not stop every time

that they heard the National Anthem, what is the essence of being a Filipino if there’s a Filipino

didn’t respect, we deserve to be called as a Filipino?if our moral has not respect to the flag. We

should say that respect our flag but in school, in offices, and to the establishment of the

government. The Supreme reason why students in secondary level chooses twice a week of flag

ceremony was because of nationalism. They believe that flag ceremony should be given

importance for it reflects the love for country; and that it is one of the ways to value the

sacrifices of the people who died protecting and defending our mother land.
The flag is the country’s most cherished symbol. It is the nation’s emblem for freedom.

It symbolizes patriotism, love of country and sense of nationhood and embodies the aspirations

and sentiments of the Filipino people in their unceasing quest for independence.

(Arias. 2016) According to Section 18 of Republic Act (RA) No. 8491, otherwise known as the

Flag and Heraldic Code of the Philippines, all government offices and educational institutions

are required to participate in the Observance/Conduct of Flag Raising Ceremonies every

Monday morning and Flag Lowering Ceremonies every Friday afternoon. The flag is raised in

strict compliance with Section 21 of RA 8491 which states that during the flag raising ceremony,

the assembly shall stand in formation facing the flag. At the moment the first note of the

anthem is heard, everyone in the premises stands at attention; moving vehicles shall stop. All

person present shall place their right palms over their chests and all shall sing the Philippine

National Anthem. Meanwhile, according to Section 22 of RA 8491, the flag shall be lowered

solemnly and slowly so that the flag shall be down the mast at the sound of the last note of the

anthem.
SCOPE AND DELIMITATION

This study focuses on the Perception of the student in Flag Ceremony of Grade 11

academic and TVL students of Mandaragat¬-San Miguel Senior High School. The respondents of

this study are the Grade 11 academic and TVL students of Mandaragat-San Miguel Senior High

School Year 2019-2020 second semester, thus will be conducted on February to March 2020 in

Mandaragat-San Miguel Senior High School located at Old Buncag Barangay Mandaragat,

Puerto Princesa City, Palawan.

SIGNIFANCE OF THE STUDY

To the students, to inform them that attending flag ceremony is important.

To the parents, to guide their daughter/son to attend the flag ceremony to come early in

school.

To the teacher, this could be a valuable to observe the students in every flag ceremony.

To administration, to appear in the students in every flag ceremony.

To the future researcher, this can seem as a guide or basis in conducting another study related

to this.
STATEMENT OF THE PROBLEM

General Objective

The general objective of the study is to determine insight of the student during the Flag-raising.

Specific Objective

To find out if the students can participate in every flag ceremony.

Specially, this study attempts to answer the following question;

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign Literature

According to hendersonschool.com (2019) the first day of each week, all student and

teachers from elementary and middle school come together in our courtyard for a flag raising

ceremony and flag salute. Our color guard, made up of 4 th-8th grade students, under the

direction of Mr. Mike, raise first the U.S flag, followed by the Nevada flag, then finally our

Henderson International School flag, while the Star Spangled Banner plays over the sound

system. Finally, one of the color guard leads the entire school in the flag salute.

This is one of the ways that we bring together students across grades and divisions to share in a

community experience, in this case one in which we start the week honoring and appreciating

this beautiful nation that affords us our liberty and privileges.

According to wyreforest.com(2020).The Armed Forces Flag Flying Ceremony is an

annual opportunity for everyone to show their support for the men and women who make up

the Armed Force’s community, from currently serving troops to service families and veterans to

cadets. We urge Wyre Forest residents to come to the flag flying ceremony and, if appropriate,

to wear their full military regalia, berets, blazers or uniform to mark the occasion, so please

spread the world.

According to (Christensen,2018) Northwest’s 21 st annual flag-raising ceremony added an

international flair to the homecoming activities on Walkout Day. The ceremony originally

started in 1998 as a way to represent the home country of Northwest’s international student

population. International students have a chance to raise the flag of their country of origin in

front of the entire campus community and show how diverse Northwest is. Normally the events

take place in the Joyce and Harvey White International Plaza located next to Colden Pond,

however, due to rainy weather conditions, it was moved to the Charles Johnson Theater in the

Olive Deluce Fine Arts building. Students carried 54 flags representing countries of enrolled

non-immigrant students and recently graduated non-immigrant students. Fifteen of these flags

are permanently sponsored while the others rotate with the diverse international community.

According to Japantoday.com (2015), states run universities were urged on Tuesday to

raise the national flag and sing the national anthem at entrance and graduation ceremonies, as

well as other events. Education minister Hakubun Shimomura made the suggestion at a

meeting of the presidents of national universities in Tokyo. Shimomura said hoisting the

Hinomaru flag and singing the “Kimigayo” have long been customary at public schools and are

widely expected by the public. However, universities have been divided on the issue.

Shimomura added that his request does not impinge on a university’s freedom and that it is up

to each institution to make an appropriate decision. Some critics say Japan’s anthem amount to

a call to sacrifice oneself for the emperor and celebrates militarism. Numerous battles over the

years have seen teachers clash with school administrators over the issue. In April, Prime

Minister Shinzo Abe said in the Diet that public schools and universities are funded by tax

money and that raising the national at ceremonies should be done. Last month, the Tokyo
District Court awarded 537 million yen in compensation to 22 former high school teachers who

were punished for refusing to sing the “kimigayo”. The group said the city refused to rehire

them under the scheme that extends employment past the retirement age, because they

disobeyed orders to stand and sing the anthem at graduation ceremonies.

Local Literature

According to (Reyes, 2019) Appreciating the Filipino identity through our literature and

culture ‘Being a Filipino does not end with preferring English over Filipino, nor hamburger over

sinigang, but rather ends when we have forgotten that we have our own literature, culture, and

heritage to the point where we abandon it’.

According to pressreader.com (2016), When the bell signals the time for raising the

national flag in the morning, the pupils and the teachers likewise march and arrange

themselves in the front of the flag pole. Every grade has a designated place to stay. The

teachers station themselves at the back of their pupils to look and observe if they are property

behaving. The school head stays in a teachers, a secret way of checking their punctuality and

attendance. The teacher assigned to conduct the flag ceremony goes to the conductor’s stand

and before she starts the ceremony, she looks at the pupils first, bows her head, and leads the

prayer. What comes next is the singing of the national anthem at the last is the Provincial

Hymn. In singing the Lord’s Prayer, the pupils sing fervently and emotionally. Seen on their

faces is a great deal of sincerity that they are earnestly communicating with the lord. Every

sentence of the prayer has a spiritual meaning to them. As they sing the National Anthem, they
place their right palm on the left part of their chest. They say, it is nearest to the heart which

reveals true patriotism. The pupils stand straight facing the flag with chins up. At the moment,

they feel proud to be Filipinos and they even pledge to die for the cause of their country. After

singing the National Anthem, they raise their right hand at shoulder level and recite the

Patriotic pledge. Then the Provincial Hymn. How nice to look at them while performing this

sacred part of their lives as school children. The teachers also sing and recite with them. The

feelings of their pupils are also theirs- a model combination of performance. The teachers are

really fully satisfied that they have honestly, seriously, and religiously done their part. Of course

before the pupils go there and execute this very relevant task, the teachers had prepared them

very well. They had vividly explained to their pupils the real meaning of the lord’s prayer and

how to pray it. Why do they sing the National Anthem? Why do they raise their right hand

whenever they recite the patriotic Pledge? And why do they have to sing their Provincial Hymn?

If the pupils understand the significance of what they are doing there every morning, then and

only then can we can safely and proudly say that feel happy and contented in conducting the

first affair in their daily school activities.
