Area: I N S T R U C T I O N

Introduction

The West Visayas State University–Pototan Campus (WVSU-PC) is offering seven (7) curricular programs all passed the Level III Phase
1 accreditation. It is also granted the Certificate of Program Compliance (COPC) for Programs of Bachelor of Secondary Education (BSED)
major in English, Mathematics and Social Studies; Bachelor of Technical Vocational Teacher Education (BTVTED) major in Food Service
Management; Bachelor of Elementary Education (BEED), Bachelor of Science in Information Technology (BSInfoTech), Bachelor of Science in
Industrial Technology (BSIT) major in Automotive Technology and Welding Technology; and the Bachelor of Science in Hospitality
Management (BSHM). The curricular program of the Bachelor of Science in Information Systems (BSIS) is waiting for the release of its COPC
after the Regional Quality Assurance Team (RQAT) evaluation of the Commission on Higher Education Regional Office VI (CHED ROVI). In
addition, the BSIT with majors in Food Technology and Architectural Drafting Technology, is also waiting for its COPC from the National
Quality Assurance Team (NQAT) of the CHED Central Office.

In addition, the university-wide Quality Management System (QMS) is yearly subjected to International Organization for Standardization
(ISO) evaluation in terms of its People, Documents and Practices to ensure that quality is being implemented by the institution based on the
standards of SOCOTEC.

Amidst the pandemic being experienced today, the WVSU-PC operates using the Learning Continuity Plan (LCP). This is in the
commitment to continuously provide quality instruction through the different teaching and learning modalities. Faculty members adapt to
these changes through attendance to various webinars on flexible learning, teaching modalities, module writing to effectively adapt to the
current situation. In the implementation of the learning continuity plan, health and safety protocols are strictly observed.

To further ensure quality educational services, WVSU-PC intends to subject its Seven (7) Programs for Level III Phase II Online
Program Accreditation come May 19-21, 2021 to the Accrediting Agency of Chartered Colleges and Universities of the Philippines, (AACCUP)
Inc.

One of the programs to undergo scrutiny by the AACCUP is the BSIT. The BSIT program is a degree course with six (6) areas of
specialization, namely: Automotive Technology, Electronics and Communications Technology, Electrical Technology, Food Technology,
Architectural Drafting Technology, and Welding Technology. This program is designed to prepare students to become technically competent
workers, entrepreneur, industrial technologists and management professionals in their chosen field of employment in business, industry and
government here and abroad.

1. WELL-DEFINED OBJECTIVES

The goal of Instruction is to produce research-oriented leaders and professionals in the fields of sciences, health,
education, technology, business, governance, and arts and the humanities. This is further broken down into the following
objectives to satisfy the its intended goal:

1. To develop quality graduates through instructional effectiveness; and


2. To revisit and enrich curricular programs to foster sustainable development.

Moreover, WVSU-PC adheres to the Vision and Mission of the University, the Goals of the School of Industrial Technology
(SOIT) and the Objectives of the BSIT program. The University envisions to be the center for educational excellence in the Visayas
and the hub for human resource development in the Asia-Pacific Region, and commits to provide holistic education geared towards
sustainable growth and development.

Further, the SOIT strives to:

1. Provide instruction and training through a pool of highly qualified faculty and state-of-the-art facilities;
2. Provide opportunities for the development of critical thinking, problem-solving skills and other competencies needed in the industrial
environment;
3. Inculcate desirable work habits, attitudes and values that can contribute to the students’ success in the work place;
4. Conduct researches and/or feasibility studies to improve productivity and share results/outputs with the community and other
stakeholders; and
5. Strengthen industry collaboration to enhance the quality of its programs.

Furthermore, the objectives of the BSIT program are expressed in terms of the following outcomes (BOR No. 56-C-2018):

1. Acquired appropriate knowledge and highly technical skills and developed desirable habits and values adaptive to the
work environment;
2. Inculcated in its students the values of independence and life-long learning;
3. Provided valuable and marketable skills, services, shared expertise and facilities with various clientele s on the transfer of
technology for local, regional, national and international benefits; and
4. Undertaken relevant technological research, innovation and invention directed towards the mission, vision and priorities of the
University.

The attainment of the Vision, Mission, Goals and Objectives redowns to the achievement of the primary goal of instruction.

Strategic Development Plan of the University.
2. ADEQUATE AND RELEVANT PROJECTS/ACTIVITIES TO ACHIEVE OBJECTIVES

WVSU-PC performs its trilogy of functions, namely: Instruction, Research and Extension and extends to Production in its purpose
of generating income out of the research-based programs and projects implemented by the college. Furthermore, the main purpose of
its existence is INSTRUCTION, the reason why it undergoes various accreditations in terms of its program implementation, delivery
and monitoring. Various aspects had been considered to really ensure that quality education is provided and achieved by the students.

Objective 1. To develop quality graduates through instructional effectiveness.

This is evidenced by the following indicators with its corresponding strategies for its implementation as well as in its expected
outcomes:

 Strengthen the selective admission and retention policies and procedures


WVSU-PC implements, monitors and observes continuous revision of admission and retention policies and
procedures. It gives WVSU College Admission test (CAT) and institutionalized aptitude or readiness tests, and conducts
interviews for entering students in the BSIT program.

 Utilize innovative instructional delivery system such as the use of Information and Communications
Technology (ICT) and facilitate greater access to the information highway.

WVSU-PC provides technology-enhanced instruction through the procurement of additional ICT materials and
upgrades the existing ones.

To embrace the advent of technology, the faculty are using computer units, laptops and proejectors to aid their
instruction and for students to better understand the lessons. Each classroom is also installed with smart television with
speaker which the teachers can use in the absence of the projector. These devices are useful to the teachers and to all
types of learners.

Moreover, the Campus has also subscribed to internet providers so that the teachers and the students can easily
access updated information due to good internet connectivity. They can use it in their educational endeavors including
their research activities. Likewise, the Department of Information and Communications Technology (DICT) has also
installed internet connectivity in various areas of the Campus for the students, faculty and staff to have better and wider
internet access.

On one hand, due to the Corona Virus Disease 2019 (COVID-19) pandemic, the University had to design teaching
and learning modalities that would suit to the situation. The University has provided the Campus with Zoom subscription
to continue reaching out the faculty, staff, and students for them to have access to relevant information, webinars,
conferences and the like while protecting their health and ensuring their safety and welfare. In like manner, some

teachers had also created google classrooms to continue delivering instruction virtually and to supplement students’
understanding of the topics in the modular classes.

In addition, for the modular type of learning, the computer units and laptops have greatly helped the faculty in
preparing and making their modules.

Hence, COVID-19 pandemic has not disrupted and prevented WVSU-PC from performing its instructional function
because of the utilization of the ICT equipment and innovative instructional approaches.

3. SYSTEMATIC AND EFFECTIVE PROCEDURES

A. Delivery and Monitoring of Instruction

The WVSU in Pototan as an external campus has well-defined objectives as encompassed by its Vision, Mission, Goals and
Objectives. These are well-defined as evident in the proper implementation by the various schools and units. The curricular
development and offerings follow a system-wide procedure to ensure a sustainable and quality programs. It is through the
curriculum review that the program is regularly updated to keep it aligned with the current thrusts and consistently relevant to
the local and global trends. This activity reflects the commitment to excellence to ensure that the objectives of the program are
achieved

The conduct of curriculum review for the BSIT Program was one of the most important academic activities undertaken by
the campus. This activity followed a system for approving programs unique to WVSU.

In addition, a local curriculum review with participation of stakeholders are enjoined, invited experts of the field scrutinized
the curriculum and offered comments and suggestions for the refinement of the proposed/developed/revised curriculum.
Suggestions are incorporated and a transmittal was made for University Review Committee (UCRC). Invited experts in the
industry and academe exchanged insights and gave their recommendations for its improvement.

After the inclusion of the recommendations, the Vice President for Academic Affairs (VPAA) through the Director of Quality
Assurance and Instruction (DIQA) request for the inclusion of the BSIT curriculum in the agenda of the Academic council and

then to the
Administrative Council for endorsement and approval by the Board of Regents (BOR).

Lastly, the BOR scrutinized the proposal and granted approval. The approved curriculum was then implemented and sought

B. Faculty

The faculty members being the backbone of the school and the facilitators of learning need to be upgraded in terms of their
academic qualifications and preparation in the delivery and monitoring of instruction. Thus, the faculty development program
must be in place to easily identify their training needs as well as their professional development.

Scholarship grants will be afforded to interested and deserving faculty members. They will be sent to trainings, seminars
and conferences. They will be encouraged to enroll in advanced studies. At the same time, their involvement in research and
extension programs and projects of the school is requested. Their attendance to international fora presentation (research,
extension and publication) is likewise desired.

Moreover, reviewing and redesigning methodologies of faculty members have to be given emphasis more specifically in
the preparation of an OBE syllabi which guide and give direction to the teaching-learning process- its content, strategies to be
used and effective assessment procedures to be applied to gauge if learning takes place.

Instructional Material Development

To effect quality education, faculty members need to be resourceful in using varied teaching resources /IMs in the delivery of
the course content. Thus, the University encourages the faculty members to develop their own IMs. The pandemic which we are in
is the main reason why the retooling as well as the training in module making is organized to adapt to the new normal. IMs in
different forms like modules, compilation, notes, portfolios and the like are helpful not only to the faculty who deliver the services
but also to the students. This is a great help in the attainment of the desired competencies and skills.

4. REASONABLE
BUDGET

The annual budget intended for the BSIT program is based on the strategic plan of the University. From the strategic plan, a
budget plan is laid out to rationalize and make it reasonable for each campus and unit of the University.

For BSIT Program, the administration fully supports the financial needs especially in terms of instruction and faculty development
programs which usually have the bigger slice of the pie. The rest of the remaining budget is provided for the management and
supervision.

5. PROVISION OF MATERIALS AND OTHER RESOURCES

The West Visayas State University in Pototan is centrally located in the Province of Iloilo and is highly accessible to all forms of
transportation. The Campus is properly maintained and the INFRASTRUCTURES are properly located and arranged in order to provide the
best campus life experience to all students and its stakeholders, creating an academic environment that is highly conducive for learning.

Instruction as the primary function of the University, is strongly supported and funded in terms of equipment, tools, office supplies,
books and other references to provide quality instruction and meaningful learnings.

WVSU has a well-established extension program. The major umbrella program of the University is H.E.L.P. (Health,
Environmental, Livelihood, and Pedagogy). Under the HELP, specifically School of Industrial Technology in Pototan Campus, the
CLAP (Community Livelihood Assistance Project) is where the students, faculty and staff participate in community projects and
activities.

Furthermore, there are also a number of students’ organizations which provide avenue for these students to serve the
school and the wider community.

B. Best Practices:

 The University Curriculum Review Committee. This is to ensure that the program is relevant, sustainable and aligned with
the present changes. This committee is chaired by the Dean of Instruction and Quality Assurance (DIQA).

 University Instructional Materials Committee. This committee was created to institutionalize the development of instructional
materials in all forms and to ensure the quality before they are given to students.

 University Learning Assessment Center (ULAC) in-charge of Pre-entry and Terminal Assessment and plan for intermediate
assessment are the university arms in the approval of programs. They work as a team on matters pertaining to curriculum
review/proposal/approval.

 There is a regular monitoring and review of curriculum by specialist (major field) other stakeholders like alumni, parents,
students, employer’s/industry managers and other sectors of society. Any revision/recommendation arrived at by the
committee is submitted to the University Academic Council for further deliberation and refinement and will be endorsed to
the Board of Regents who will stamp the final approval.

The Dual Control Driving Trainer locally known as


TARAK- TARAK after having been presented as
completed research in the University In-House
Review was submitted for patenting last October
12, 2014 to the Intellectual Property Office of the
Philippines, Bureau of Patents as Utility Model
2/2014/000745.

The application has been examined to establish


the claims, descriptions, and drawings on the
criteria of clarity and formality. There were
suggestions and recommendations based on the
revised implementing rules and regulations, but we
were not able to renew the said response letter.

On June 3, 2015, we received a notice of


withdrawn application for not complying nor
responding as applicant within the reglementary
period from the Intellectual Property Office of the
Philippines (IPOPHL) Bureau of Patents, Manila.

On that regard on June 10, 2016, we followed it


up and sent a letter to the Director of Trademark,
Intellectual Property Office, Taguig City for a
Petition for Revival of the Utility Model
2/2014/000745, Dual Control Driving Trainer
