situation that requires a decision. It may be business, technical or administrative in nature.
For risks involved: 5, is the least risky and 1 is the most risky
For costs to be incurred: 5 is the least costly and 1 is the most costly
For benefits derived: 5 is the most beneficial and 1 is the least beneficial
For ease of implementation: 5 is the easiest to implement and 1 is the most
difficult to implement
