Rationale

For many years, the differences between and among people across the world
have been neglected in some fields like in education, sciences, businesses, or even
socio-economic statuses. These differences are not just mainly on culture, color,
ethnicity, and gender – they are also one’s capacity. Persons with disabilities (PWD) are
those who have long-term physical, mental, and intellectual or sensory impairments in
interaction with various attitudinal and environmental barriers that hinders their full and
effective participation in society (United Nations Enable, 2007). Undeniably, their
situations can be seen different from those who are capable to function with their full
capability like in work, classroom, or everyday interactions. However, the tagged
derogative expectations from them like incapability, inefficiency and such were
overcame by how they proved that amidst disabilities they are fully functional,
competent and capable tantamount like others.

Arnold Balais, a Filipino power lifter, swimmer, and mountain climber was the first
amputee to scale Mount Apo. He lost his right leg as a teenager but still competing
internationally including Paralympics because he can like other players despite
incompleteness. He was blessed with an opportunity to show what his strengths and
talents. Unfortunately, not every PWD is given the same opportunity to prove what
he/she can because of lack of the resources. The World Program of Action states that:
"More than 500 million people in the world are disabled as a consequence of mental,
physical or sensory impairment. These persons are entitled to the same rights as all
other human beings and to equal opportunities. Too often their lives are handicapped
by physical and social barriers in society which hamper their full participation. Because
of this, millions of children and adults in all parts of the world often face a life that is
segregated and debased." (WPA, p. 1).

In the light of that, government agencies like National Council on Disability Affairs
(NCDA), Department of Health (DOH) take actions by creating programs that cater that
needs of the PWDs. Moreover, non-governmental organizations are also necessary to
create more opportunities for the PWDs. The Camarines Norte Persons with Disability
Association (CNPWDA), a registered province-wide organization by Department of
Labor and Employment aims to support the rights and privileges of the local and
provincial community.

Its way of helping the PWDs is by creating livelihood programs that will shape
and improve their entrepreneurial skills through the micro-enterprise business like rice
selling, salon, buy and sell, merchandising, and sari-sari store. Furthermore, the
craftsmanship of the PWDs will be practiced through activities that will train them to
create products like candles. In the long run, these skills will yield to their financial
successes as they improve themselves and their capabilities. This will also motivate
them to be more resilient and positive in life.

Having an organization that understands the PWDs and their needs is necessary
because of the organization’s objectives, goals, mision, and vision. NCDA helps by
making ways on how to make life easier to the PWDs. Thus, it paves at least a fair-
share of opportunities for the inclusion of the PWDs in work, businesses, and
communities. It strengthens and embraces the full potential of the PWDs. To assure
that the organization is in the right path in achieving its goals, plans are mindfully and
intentionally created that are spearheaded by the project management officers.

At the end of the day, with the efforts of the government and concerned
organizations, there will be a handful of Arnold Balais in Camarines Norte who received
opportunities and resources to improve and showcase what they have.
