Intelligence Cycle Stages Explained

The intelligence cycle has 6 stages: 1) planning and direction, 2) collection, 3) processing and exploitation, 4) analysis and production, 5) dissemination, and 6) feedback. It is an ongoing process that establishes intelligence priorities, guides information gathering, analyzes the raw information, produces intelligence reports, shares the reports with policymakers, and gets feedback to improve future cycles. The stages ensure intelligence addresses policymaker needs and that information is properly gathered, evaluated, analyzed and transformed into finished intelligence.

THE INTELLIGENCE CYCLE

LESSON OBJECTIVES:
1. Define the Intelligence Cycle.
2. Identify the different stages of the
Intelligence Cycle.
3. Explain the importance of the Intelligence
Cycle.

COLLECTION PLAN
 Itis a workable collection scheme that will provide
guidance on how to undertake the collection of the
needed information.

 It is a product of intensive analysis that provides an

understanding of how much we know about the
requirements and how much we need to fill in the
gaps.
THE COLLECTION PLAN CONTAINS THE FOLLOWING:
1. What are the specific information needed?
2. Who/what are the targets for information collection?
3. When is the information needed by the end-users?
4. What are the information at hand?
5. Where to obtain the information ?
6. Who will obtain the information?
7. How to obtain the information?
8. When is the best time to obtain the information?
9. How long will it take to obtain the information?
10. What are the needed support to obtain the required information?
A WELL-PREPARED COLLECTION PLAN:
 prevents the possibility of omission, conflict or
unnecessary duplication of the collection effort
 provides definite and precise directives for
collecting agencies
COLLECTION
Planning and
Direction

 Gathering of the needed Evaluation and

Collection
info from various sources.
 The source of the needed
info may be a person, a MISSION
thing, or an activity.
 The collection of the Dissemination

needed info from a person
must be done
systematically..The process Analysis and

Evaluating Source and Information

1. Evaluation must not be influenced by personal feelings but be

based on professional judgment.
2. Evaluation of the source must be made separately to the
information.
3. Evaluation must be carried out as close to the source as possible.
Reliability of Source
A No doubt regarding authenticity, trustworthiness, integrity, competence
COMPLETELY
History of complete reliability
RELIABLE

B Some doubt regarding authenticity or trustworthiness or integrity or competence

USUALLY
History of general reliability
RELIABLE

C Doubt regarding authenticity, trustworthiness, integrity, competence

FAIRLY RELIABLE
History of periodic reliability

Definite doubt regarding authenticity, trustworthiness, integrity, competence

D
History of occasional reliability
USUALLY NOT
RELIABLE

Certainty about lack of authenticity, trustworthiness, integrity, competence

E
History of unreliability
UNRELIABLE

F Can not be judged

Evaluating Information

2 Not confirmed independently
PROBABLY TRUE
Logical in itself
Agrees with other information on the subject
Not confirmed
3
Reasonably logical in itself
POSSIBLY TRUE
Agrees somewhat with other information on the subject

Not confirmed
4
Not illogical
DOUBTFULLY
TRUE Not believed at time of receipt although possible
Confirmation available of the contrary
5
