SUBJECT: GUIDELINES F'OR THE RE.OPENING OF SCHOOLS FOR THE THIRD TERM
2021

1. INTRODUCTION AND BACKGROUND


In accordance with Public Health Covid-19 General Regulations published under Government
NoticeNo.l60of 31 July 2021 ofthe Publicand Environmental Health Act,2015 (ActNo. I of
2015), this circular amends and effectively replaces Formal Education Circular 1l of 2021on the
guidelines for the re-opening of schools for the third term 2021. This circular provides guidelines
on the re-opening and operations of schools for the period Sunday 01 August iOZt to Saturday l4
August 2021.

This circular is applicable to all government and private schools as the regulations represent
the law of the country and schools may not deviate from the law.

2. STAFF MEMBERS
All staff members (school) must return to school on the 2nd of August 2021 on a full time basis
daily in order to ensure that all cohorts are attended to.

3. GRADE 7,8,,9,10, 11 AND ADVANCED SUBSIDIARY LEVEL
All learners in these grades shoLrld return to school and the hostel (where applicable), in a saf-e ancl
responsible rrrallner, and attend school full tirne every day.

4. PRE-PRIMARY TO GRADE 6
Pre-Prirnary to Grade 6 learners should return to school on a rotational/cohort basis. Management
and teachers should intplernent a sclredule that allows equal opportunity to attend face-io-face
teaching and learning. Any cliallenges slror-rld be communicated to the regional office.

5. HOSTEL BOARDERS PRE-PRIMARY TO ADVANCED SUI}SIDIARY LEVEL


All hostel boarders, whether attending school orr a fulltime or rotational/cohort basis, shoLrld return
to the hostel on the 3"1 of August. School management together with tlie hostel superintendent
shor-rld ensure that learners who are not attending school are appropriately supervised and
constructively engaged, as well as ensuring safety rleasul"es are in place to prevent the spread of
COVID-I9.

6. RESOURCE SCHOOLS, UNITS AND BASIC PRE-VOCATIONAL SKILLS COURSE


Learners in resource schools, units and the Basic Pre-Vocational Sl<ills CoLrrse, where class
numbers allow, should return to school on a full tirne basis. Flostel learners shoLrld return to hostel
and attend school on a rotational/cohort basis where recluired.

7. CONTINUED EDUCATION
Teachers must ensure that the resilience plan is irnplernentecl and the school specific academic
recovery plan. Learners should be provided witli edr-rcational materials when they are not attendi6g
school, in order to ensure tliat they complete tlre rationalized syllabi. Learning sr-rpport should
continue for all learners.

School rnanagelrlent and teachers should make use of blended approaches, Llsing both offline a,cl
online mechanisms where appropriate. Regions are requested to identify needi of,teachers that
require ICT support and assist where possible.

8. PROMOTTONREQUTREMENTS
The pronlotion requirements as set out in Forrn Ed. Ciroular 8 of 2020 remains in fbrce. All
learners (Pre-Primary to Grade 9) who meet the relaxecl promotion requirements as set out in Forrn
Ed' Circular 8 of 2020 will progress to the following grade. School rlanagemerrt must ensure that
50o% forn,ative and 50oZ sut'nrnative assessrr-rent is done throughout the year in order to
contribute
toward tlie final promotion marks.

9. INFECTION PREVENTION AND CONTROL (TPC) MEASURES


Regiorral office sholrld establish teams to visit schoolto assess the adhererrce to IPC measures and
curricuIum implementation.

Schools are directed to strengthen adherence to COVID- 1 9 health protocols. Scliools rnust ensure
that social distancing is adhered to, that the wearing of masks ii strictly enforced and that the
provision of hand washing and sartitizing are in place. Schools rnust monitor that learners and
education staff are regr"rlarly using these facilities.

10. PSYCHOSOCIAL SUPPORT
The Ministry acknowledges thc serious mental health implications lbr learners, teachers ald
unified staff rnembers due to loss o1' Ioved ones and colleagLres. The Ministry is bLrsy training
teachers on the provisiott o1'psychosooial support and implores the school community to ensr-rre
that learners and teachers are supported. We encourage our teacliers to also reach out fbr
cottnselling, therapy and assistaltce where needed and to practice self'-care. Tal<ing care of physical
well-beirig, supports emotional and mental health.

11. VACCINATIONS
Teachers and eligible learners are urged to_plgase-get vaccinated. Vaccination remains a strong
