I. OBJ ECTIVES

This Order is issued to:


I . Prescribe the CY 2021 Operotionol Key Performonce lndicotors (KPls) for the
Revenue Regions (RRs), Revenue District Offices (RDOs), ond Lorge Toxpoyers
Service (LTS);qnd

2. Prescribe the policies ond procedures in the preporotion ond submission of


Accomplishment Reports on the opplicoble Operotionol KPIs ond Roting of the
implementing offices.

il. POLtCtES

The following policies ond guidelines shqll be observed:

I . The detoils of the Operotionol KPls such os the KPI weights, formulo, definiiion of
KPl, KPI torgets, implementing ond monitoring offices ore prescribed in Annex A
of this Order.

2. The Operotionol KPI sholl be monitored, reviewed ond evoluoted ogoinst


gool/torget to ossess ihe performonce of offices by the concerned Assistont
Commissioners (AClRs) who hove been identified os Meosures Owners (MOs),
os indicoted in the column "Monitoring office" in Annex A.

3. There sholl be seventeen (l 7) Operotionol Kpls.

12. The Operotionol KPls prescribed under this Order sholl be odopted in the
succeeding yeors until there sholl be omendmenis/revisions to be
recommended by the MOs.

III. GUIDELINES AND PROCEDURES

A. The following ore the guidelines ond procedures in the preporotion ond submission
of occomplishment ond evoluotion reports.

I . RDOs/Regionol Divisions, LTNOADs/ LTDs Cebu ond Dovqo/ ETTFOD/

l.l Prepore the first semester ond onnuol Accomplishment Report for eoch
opplicoble Operotionol KPI using the prescribed formot in Annex B.
1 .2 Ensure occurocy of doto prior to submission of the Accomplishment Report
to the Regionol Director ond ACIR-LTS.

2. Regionol Direclor ond ACIR-LTS sholl:


2..I Consolidqte the Accomplishment Reports per KPI using the prescribed
formot in Annex C.
2.2Yolidote the occurocy ond completeness of dotq prior io submission of the
Accomplishment Report io concerned Meosure Owner.

3. The Meosure Owner sholl:


3..l Moniior ihe timely submission of Accomplishment Report by oll Regionol
Directors ond ACIR-LTS.
3.2 Prepore the semestrol (Jonuory to June) ond onnuol (Jonuory to
December) Evoluoiion Report for eoch KPI using Annex D, detoils of which
ore os follows:
i) Score per KPI of RRs, RDOs, RDs LTS ond its implementing offices; ond
ii) Ronking of offices
3.3 Ensure the completeness ond occurocy of the Accomplishment Report
received from RRs ond LTS; ond
3.4 Submit the Evoluqtion Report per KPI to the ACIR-Plonning ond
Monogement Service, Attention: Plonning ond Progromming Dlvision
(PPD).

4. Plonning bnd Monogement Service/PPD sholt:


4.1 Monitor the complionce of concerned ACIR/MO relotive to the submission
of KPI Evoluotion Report.
