a.Participation- An active involvement of all affected and interested parties
in decision-making process.
b. Rule of law- It demands that the people and the civil society render
habitual obedience to law.
c.Effectiveness and Efficiency- An enhancement and standardization of the
quality of public service delivery consistent with international standards,
professionalization of government.
d. Transparency- It means that people are open to information
regarding to the decision-making process of the government and the
implementation of passed laws.
e.Responsiveness- A characteristic of good governance that serves all
people in timely and appropriate manner.
f. Equity and Inclusiveness- It means that all members of society, especially
the most vulnerable ones or grass-roots level, must be taken into
consideration in policy-making of the government.
g. Consensus Oriented- It means that decisions of the government are
made after taking into considerations the different viewpoints of the actors
of the society.
h. Accountability- One of the characteristics of good governance that
shows answerability or responsibility for one’s action.

Government is the instrument of the state through which the will of the
people is expressed, carried out and formulated.

Governance arises when the government involves the people in its agenda
and in the process of policy making.
