This expedition of assignment encountered many trials, troubles and

Case 18

Major lottery scam

Mumbai : some employees of the maharashtra state lottery, including a


deeputy director, smuggled our tockets with winning numbers from the
godown and passed them on to their friends soon after the results were
declared. This was done by manipulating the records.

Maharashtra government lotteries’ Mr. Khullar said “as per rules, a record of
sold and unsold tickets is to be maintained by the sewri office of lotteries
department and the record of unsold tickets had to be passed on to lottery
office in mantralaya at the time of taking draw. But the record of unsold
ticket were not passed on. And after the draw was held, the winning tickets
were taken out of the sewri godown and shown to have been sold. The
records were mainpulated.”

The official are now checking the extent of the scam and since how many
years the officials have been cheating the government. But sources in the
finance deparment said that the scam has been going on for several years
and at times officials dliberately withheld the tickets with wining numbers in
the godown. The scam was detected during the tenure of the then lotteries
commissioner, kavita gupta.

Gupta who was lotteries commissioner till july 2005, said “ The matter is
under investigation. The department is going to take strict action against the
officials and the persions involved. The matter has been handed over to the
police and FIRs are likely to be filed for the anamolies,” she pointed.

Question: Explain the ethical aspects in this case.

Introduction:

This case is all about a lottery scam. Which took place in Maharashtra state.
Kavita Gupta is lotteries commissioner. The records of sold & unsold world
tickets were not kept. In proper way that is why this scam comes to the
existence.

Situation analysis:

In Maharashtra the lotteries were record by the state lottery department. The
some employees including a deputy director smuggled tickets from godown
and passed them on to their friends. It happened due to manipulating of the
record. This scam was caught. After coming in the existence the matter is
under the investigation. The matter has handed over to the police and the
FIRs are likely to be filed for anamolies. The department is going to take strict
action against the officials and the person involved.

Problem identification:

The main cause in this case is not keeping the record of sold and unsold
lottery tickets. Due to this the problem is existing.

Solution:
The proper records of lottery tickets should be kept so that the problem could
not exist.

Q.1 Explain the ethical aspects in this case.

Ans. The record of sold lotteries as well as unsold lotteries should be kept.
Because the legal buyer should be given the amount of reward. But in this
case it did not happen because by manipulating records tickets were given to
people (friends). It happened due to the some employees of the government
department.
