Community-Police Advisory Board Zoom Meeting


Wednesday, August 18, 2021

Minutes

The meeting was called to order at 7:06 PM followed by the Pledge of Allegiance

New member Intro:


Juan Lopez, representing the Winnetka Park Area, active Winnetka Rec neighborhood watch member

Featured Guest Speaker – Capt. Anthony Espinoza, new Patrol Captain


• Been with the Dept. for 22 years and worked with West and South Bureaus, first time in Valley
Bureau
Previous assignments have been in Vice, Narcotics, Internal Affairs, and Patrol
• Goals: Make Devonshire Area a safer community for everyone by crime reduction and continue to
engage with the community through volunteer work
• When assigned to Information Technology Bureau, Captain Espinoza was the liaison for Los
Angeles Police Foundation and worked on special projects
Currently working with the Recruitment Education Division to achieve the goal of 700 new and
diverse group of recruits for this year
• Very impressed how Devonshire, being one of the older buildings, has been very well kept thanks
to those who contributed – feel very blessed to be in Devonshire
• No specific projects in mind at this moment
• Interested in the Bike Unit – Used to be on the Bike Unit in West LA
Not only high visibility but works better when searching for missing persons on a fire trail or when
engaging with the homeless population
People find it easier to engage when they see an officer on a bicycle than a patrol car

State of Devonshire by Capt. Burns:


• Violent crime, Homicides, ROBB and AGG, are up by 18.5% YTD and fluctuating at the rate of 18
to 20%
• 2 homicides in 2 days (unrelated)
The first homicide was at Corbin/Nordhoff Way at homeless encampment
Second homicide was at 9400 Corbin Ave in the hallway of an apartment building
Both cases are still under investigation
Homicides last year was 1, this year there are 5 so far
• Received funds from CD 12 for overtime
• Starting September 3 when LAMC Section41.18 can be enforced , LAPD may be able to take
some enforcement action and hope to find housing for the Homelessness population and move
them off certain areas of the sidewalk
Waiting word regarding enforcement protocol and will plan accordingly
• Challenge is housing availability is limited in CD 12
• Officers Taylor and Knapp, both former HOPE team officers, are compassionate and always
working in a humane manner to help the homelessness receive resources and housing and at the
same time trying to make the streets safer for everyone
Discussion/Comments on Sheriff Villanueva’s town hall in Devonshire
• Will LAPD reinstate the HOPE Team?
• Will the Sheriff’s Dept. send in their HOST Team to Devonshire?
• What do you do when there are people who believe and accuse LAPD using force to make the
homeless to move?
• Who can the community write to ask to bring back the HOPE Team?

Officer Luis Ojeda, on loan from Patrol, is filling in for A67
Currently the SLO’s are handling 2 Basic Cars each
• Tomorrow is Fro Yo with the SLO at the Granada Hills Menchie’s from Noon to 2 PM
• Coffee with a Cop is scheduled for September 16
• PALS fundraiser has been postponed
• Thank you for all coming out to National Night Out

Trend: BURG and GTA – please trim shrubs and trees around the house, close/lock windows,
gates
GTA’s -- Do not leave fob in car
Place fob in a faraday pouch when you bring the key indoors to block low frequency signals which
some suspects are using to unlock the car

A81 -- Total Part 1 crimes are ­5.3% YTD


Violent crimes: ­48.1% YTD
Homicide ­200% Rape ­25% ROBB ­39.1% AGG ­50.9%
Property crimes: ¯1.6%
BURG ­8.3% GTA ­35.1% BTFMV ¯7.2% Other Thefts ¯14.7%
Had a meeting with the property management of the apartments and condos on Corbin between
Plummer and Norhodff
AGG and Homicide are occurring along the encampments
Advising the businesses near encampments to have a plan with their employees not to leave
anything out in the open, like the front desk and not provide an opportunity for transients to walk in
and take their belongings, not to sit in their cars focusing on their phones for a long time – just be
aware of your surroundings
Advising Businesses with a gymnasium for children or a soccer center for children to make sure
there is a plan for the children to stay away from the encampments
Having a cleanup at Winnetka Park with the RAP Team and LAHSA and try to move them and get
them services
Had a cleanup several weeks ago at Penfield Alley but a few individuals have moved back in
Chamber of Commerce meeting for business owners on Wednesday, August 25
Nordhoff/Independence cleanup scheduled for next week
Officer Zamora will be on vacation from next Friday…please reach out using the

A95 -- Total violent crimes: ­25.9% YTD


Rape ­50% AGG ­41.9% No increase in ROBB No Homicide
BURG ­28,9% GTA ­1.1% BTFMV ¯33.1% Other Thefts ¯34.6%
Total Part 1 crimes: ¯12.0% YTD
There was an increase in GTA along the 405, namely along Aqueduct and Blucher
Working with Mission Area to combat this problem on both sides of the Freeway
Please lock your cars, remove all valuables and try to park where there is a surveillance camera

A67 -- Officer Luis Ojeda has been in Devonshire for 8 years and served on the Gang and Vice units
He is currently on loan from Patrol and will be covering A67 until mid-October

There have been window smash burglaries along Reseda and Parthenia

Thank you to Officer Zamora for the relentless and consistent work around Winnetka Park
Asked CD 12 reps (Josh Yaegar and Matt Hernandez) to clarify what LAMC 41.18 is and how CD
12 will be instrumental in enforcing this when it goes into effect on September 3
The Committee would like to start drafting a letter asking to reinstate the HOPE Team
What happens when people refuse services?
Will there be a mandate?
• Traffic Safety
VCP continues to share data with VTD where high incidences of speeding are documented and
has led to successfully issuing speeding tickets
Recent area was Devonshire/Reseda
If you know of areas where cars are going at a higher speed, or any stop sign runners, please let
Bill Cotter know so he can set up a schedule for VCP
Street Racing Task Force does not want volunteers or VCP to be spotters or help with the speed
racing task force as speed racers are becoming increasingly violent
Instead, please report when you see the street racers starting to gather or racing
VCP has noticed a lot of semi’s driving up Balboa Blvd
GHNNC’s Public Safety Committee is going to ask for No Thru Commercial Trucks signs to replace
the No Commercial Trucks over xyz lbs sign to avoid having to weigh the truck at a weigh station

Forming a committee to go over the Devonshire APP to see what needs to be fixed or updated
• C-PAB polo shirts
Still in very early stages

Other events:
• Devonshire Area Business Owners Zoom meeting with the Captain and Officers will take place on
August 25 at 11 AM. If you know any businesses. Operating in Devonshire Division, please
contact Richard Fisk
• C-PAB plans to have a table at the Granada Hills Street Faire on Saturday, October 23.
• Seeing many tinted car windows which is a huge public safety problem -- tinted car windows are
still illegal but there is no manpower to enforce it unless the vehicle is stopped for another issue
and the officer cites the violation
When windows are tinted, officers use the PA system and ask to either roll down the windows or
ask the occupants to step out of the vehicle
• If you have time, please join the weekly Police Commission meetings and voice positive feedback
and/or legitimate concerns during the public comment period
