Vapor Line Blind (VLB) Safety Guide

This document provides dos and don'ts for removing and inserting a vapor line blind (VLB) on an FCC unit. It outlines proper preparation steps for the main fractionator system and reactor/regenerator section. Key steps include depressurizing and preparing equipment, having safety personnel present, checking for hazards before removal, and maintaining proper pressures during and after VLB removal or insertion. Personnel are advised to take precautions such as using external breathing apparatus and avoiding areas downwind when removing the blind.

• Reduce steam flow to minimum at MF, LCO, HCO Stripper.
• Open the main column vent. Watch for any steam coming out.
• Close the flare control valve.
• Keep the chain pulley system ready for insertion of blind.
• Provide external air breathing to the operating personnels.
• No person to be allowed without external breathing.
• Open all the bolts
• Loosen the flange making a gap.
• Check for CO, H2S and hydrocarbon with the detectors.
• If it is detected increase steaming in the fractionators. Wait for some time
and measure it again. If found ok proceed
• Remove the blind and install the spacer quickly in the positive steam
