II. PROGRAM DESCRIPTION
A. Rationale
Reading is an essential skill that opens a door of opportunities to learn anything about
everything. According to Oriogu et al (2017), it is a prerequisite of effective study which will help to
improve students’ academic performance. Therefore, for a student to diligently dig deeply to the
root cause of knowledge, one must be learned how to read.
Using why-why analysis conducted by Del Rosario Elementary School, the cause of poor
academic performance of students is the low reading abilities. 3 out of 10 students of Del Rosario
Elementary School are non-readers which resulted to low MPS, specifically in English.
Aligned with the DepEd’s Every Child a Reader-Program, all offices at the CO, ROs, SDOs and
school levels are strongly encouraged to respond to Hamon: Bawat Bata Bumabasa (3Bs Initiatives)
by intensifying their advocacy for reading and by pledging commitment to make every learner a
reader at his/her grade level (DepEd Memorandum No. 173, s. 2019).

Moreover, the CID-IMS designed a Reading Program dubbed as SPOTL2IGHTS (Strengthening
Potentials of Teachers, Leaders and Learners towards a Greater Height of Teamwork and Success).
Teamwork as conceived by the proponents of this program pertains to the collaborative efforts of all
the personnel involved in the program including the learners who will definitely benefit from the
newly designed scheme (CID, DepEd Quezon).
In harmonious with this, Buenavista District I, takes an initiative to craft an intervention
program/project called “PROJECT TUNOG”. The word itself literally means sound. According to
research, reading and listening are receptive skills, and there are substantial correlations between
these skills including other skills such as speaking and writing. Hence, when students are listening,
they are also advancing their other skills.
In addition, use of instructional materials motivate students to learn. Hence, Project TUNOG
provides materials such as speakers, flash drives (with lessons), and cellphones for monitoring. These
materials which are suited and beneficial to all non-readers would be a big help in achieving the
objectives of the project.
B. Objectives
To increase the number of readers by at least 5%
To utilize the use of listening as one of the macro skills
C. Suggested Scheme
Regular monitoring to track the progress of the learners via phone call
and/or home visitation;
Weekly monitoring report will be submitted to the ELLN coordinator of the
school for consolidation; and
Consolidated report will be submitted to the technical lead person up to the
head of the project.

The materials being used will be transferred to other students after achieving the objectives

Localized songs will be played after each topic and will be served as resting time of students.
