JOB TITLE
Title: Gallaf Batch 2 Offshore HSE Supervisor – Green Field / Brown Field / SIMOPS
SITUATION IN ORGANIZATION
Manager: HSEQ Manager
Functional hierarchy: Gallaf HSE Lead
ACCOUNTABILITIES
The job holder manages, under the responsibility of Gallaf Batch 2 HSE Lead, all HSE activities related to the
Batch 2 Offshore campaign and management (Transportation, Installation, hook up and Brown field works).
He shall demonstrate an exemplary behavior about HSE rules & requirements and for implementing HSE rules
within his area of responsibility.
The job holder is accountable for the following activities during Batch 2 Project execution:
As the Company HSE reference at site, he fully understands, develops and promotes HSE policy (Incident
Free, 10 Golden rules, etc.), culture and objectives for the project.
The correct implementation and adhesion of Contractor with the requirements of the CONTRACT Exhibit L,
HSE supervision of the activities at Sites
Special HSE focus on scaffolding activities and working at height + lifting and rigging activities + Work
Over Water
Being “visible at Site and “walking the talk” with HSE as a priority.
Adhere to and effectively communicate Projects HSE Policies.
Intervene where HSE deficiencies are identified and report.
Be promoter of HSE at Site as a priority.
Attend Project HSE meetings, training and inspection as when invited to.
Work closely with the Gallaf HSE Lead to promote the realisation of the Projects HSE objectives.
JOB DIMENSIONS
Al Shaheen field development will involve several new projects that would be executed in parallel over the period
of 5 years with CAPEX investment of around 3.5 Billion USD. The Phase 2 Project consists of:
Batch 1 EPCI1: Three 24 slots WHP Jackets (FC, DC, EG), bridge linked to existing facilities and with
permanent drilling decks. Budget is around 100 MUSD. Water depth are 60 to 70m, Jacket weight is
approx. 2000MT.
Batch1 EPCIC2: Three production topsides and bridges for WHP (FC, DC, EG) to process and send
production to existing facilities. Topside weight is approx. 3000 MT, Bridge 100m/800MT.
Batch2 EPCIC3/4: Two WHP (EH, CE) jacket + topsides to process and send production to existing
facilities. Batch2 WHP will be bridge linked. EPCIC3 will be for topsides facilities, EPCIC4 for all T&I
works.
Batch3 EPCIC5/6: Two WHP (GE, GW) jacket + topsides to process and send production to existing
facilities. Batch2 WHP will be either bridge linked or remote. EPCIC5 will be for EPCC of facilities,
EPCIC6 for all T&I and subsea works where applicable.
Phase 2 Project is mainly a Greenfield Project with installation of 7 new WHP but there will be a major Brownfield
challenge for integration of these new WHP into existing facilities in term of interfaces with other NOC entities
and SIMOPS works.
He will be based in Doha offshore Al Shaheen field.
ACTIVITIES
OFFSHORE CAMPAIGN: Installation / Hook Up / SIMOPS
Ensure that the work is carried out in compliance with NOC values and policies, relevant laws and
regulations, agreed NOC priorities and objectives, NOC standards and procedures and good industry
practices.
Perform, on a regular basis, Health & Safety inspections in compliance with CPY HSE policy and
expectations
Ensure that all works are performed without any risk for surrounding areas and environment,
To ensure that pressurized habitats are properly organized, regularly checked and all equipment fit for
work,
Ensure that H2S equipment (Detection + Evacuation) are properly maintained and fully operational,
Ensure that Heat Stress management requirement are properly implemented by CTR and measurement
and equipment / shelters fully operational
Encourage and promote good HSE practices improvement during Pre-Shut Down/SIMOPS Post Shut
Down phases,
Establish good communication with FOPS / Drilling and Contractor
Able to prepare and perform presentation & inductions and to deliver IF training
Liaise daily with the Company PTW Coordinator and ensure the correct implementation at site of the e-
Permit system by regular PTW inspections/audits
Promote the Project HSE policies including the safety observations program,
Implement, communicate and monitor the correct implementation of the Incentive Scheme as per Exhibit
A, B and L.
Follow-up on mandatory HSE trainings for Company and Contractor’s staff
Promote the NOC Golden Rules as part of safety culture program implementation
Ensure robust controls of co-activity are implemented at Sites
Participate to Last Minute Assessment or JSA review at site before starting activities, implementation of
mitigations measures and identification of new risks
Ensure identification of risks due to operational changes and implementation of management of changes
procedures with associated risks analysis.
Ensure all along the Project performance that H2S and Heat Stress requirements are fully implemented
as per NOC Standards
Control and participate in Contractor Toolbox meetings
Check and monitor that environmental monitoring requirements are correctly implemented and
maintained during the whole Offshore Installation phases as per Ministry of Municipality and
Environment (MME) requirements,
Participate and observe of Emergency drills organized by Contractor
Participate and report on hygiene and safety tours
Maintain good relationships with Contractors, being flexible enough but also strict when necessary to
achieve the HSE objectives of the Project,
Report all HSE related activities (KPI, incidents registration and reporting within the time frame etc) to
hierarchy.
To carry out any other duty or task that may be assigned by Company Site Representative.
Participate in Incident investigation, participate to the root cause analysis and make proposals
Ensure that all activities related to working at heights are performed in a controlled and safe manner
Scaffolding: ensure that Contractor and its subcontractors comply with the scaffolding requirements.
Check, inspect and monitor that area is barricaded during erection and dismantling of scaffolding, that
scaffolding is erected, modified and dismantled only by qualified personnel, that scaffolders are using
appropriate fall protection, that scaffolding material is appropriate for their use and compliant to
standards. Ensure that the scaffolding tagging system is well implemented and that scaffolding
inspections are carried out periodically by qualified personnel. Obtain and review procedures,
certificates and drawings related to scaffolding. Scaffolding erection over the water at night is strictly
prohibited.
Lifting: Monitor site lifting activities. Expediting and monitoring applicable lifting plans Attend to all
critical lifting. Perform lifting gears and equipment inspections and check if they are in line with the
inspection and color coding. Ensure that defected gears and equipment are moved and banned from the
Project Construction area. Check that all lifting material and equipment are used within the correct
weight limits. Check lifting performances related communications between associated lifting personnel
and the identification of the Person in charge. Ensure that there will be NO load lifting activities over
personnel and the warnings precautions and barriers. Ensure correct slinging & rigging of materials prior
to be lifted
Skills development as per NOC requirements: IF Train the Trainer, MFO, e-Permit (Process + Tool),
RCA,
High class HSE administration skills, Incident investigation, Cause Tree Analysis lead & reporting etc.
CONTEXT AND ENVIRONMENT
To verify that HSE rules are understood, respected and implemented on site, and to ensure safe working
practices are implemented by Contractors along all phases of project.
To monitor the implementation of actions following analysis of accidents, incidents, audits and inspections.
Key participant of the reporting system for anomalies, incidents and accidents. To review, comment or
complete as appropriate. To monitor its effectiveness.
To ensure adequate and timely reporting to Batch2 Lead (progress, concerns).
QUALIFICATIONS & EXPERIENCE REQUIRED
Large experience on similar activities at equivalent position.
Familiar with Rigging & lifting activities,
Senior in Working at height + scaffolding activities,
English fluent.
Offshore SIMOPS experience,
Professional Experience (number of years) : 15
o Strong experience in offshore campaigns,
o Good communication and team leading capacities,
o Ability to work on projects in a complex and multicultural environment,
Good analytical skills,
H2S OPITO and T-BOSIET trainings,
