For the provision of services relating to


Website development for the Opportunities for Youth in Africa (OYA) Programme

1. General background information


The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for
poverty reduction, inclusive globalization and environmental sustainability.
UNIDO’s mission, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate
inclusive and sustainable industrial development (ISID) with programmatic focus structured in four strategic priorities: creating shared prosperity, advancing
economic competitiveness, safeguarding the environment, and strengthening knowledge and institutions.
The Department of Agri-Business (DTA/AGR) of UNIDO provides a range of technical cooperation services to assist developing countries in adding value to
the output of their agricultural sector and in generating employment opportunities in off-farm activities for rural communities, thereby contributing to
increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing
countries in collaboration with International Financial Institutions.
The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build
human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programs, the
Department addresses the root causes of migration and helps alleviate migration pressures at the origin.
Bidders are encouraged to familiarize themselves with typical UNIDO operations through www.unido.org and UNIDO’s Open Data platform containing all
ongoing technical cooperation projects, found on open.unido.org.

2. Objective of the project
The “Opportunities for Youth in Africa” (OYA) programme was developed jointly by the United Nations Industrial Development Organization (UNIDO) and the
Food and Agriculture Organization of the United Nations (FAO) in response to a dedicated call for accelerating efforts in the area of job creation for African
youth, especially through agribusiness and entrepreneurship development. FAO and UNIDO launched this joint programme at the Seventh Tokyo International
Conference on African Development (TICAD7) in Yokohama, Japan, on 29 August 2019. By joining forces, FAO and UNIDO will leverage on their comparative
advantages, technical expertise and best practices in the areas of decent employment creation and entrepreneurship, as well as agriculture and agribusiness
value chain development

The programme proposes an integrated approach for the creation of quality on- and off- farm employment and self-employment opportunities for African
youth in agriculture and agribusiness. It highlights the central role of agriculture for Africa’s development, while emphasizing the need for continuous
empowerment of African youth to be the engine of this growth. The multi-level approach (continental, sub-regional, national) reflects the need for a concerted
effort between public institutions and the private sector on capacity development, access to resources, improved coordination and linkages, and knowledge
generation and dissemination. Based on specific criteria, the programme carefully selected six (6) pilot countries: Cabo Verde, Democratic Republic of Congo
(DRC), Ghana, Kenya, Tunisia and Zambia.

One of OYA’s outcomes focuses on youth entrepreneurship development in the agribusiness sector through technical skills training, incubation services,
tackling access barriers to financial support and market as well as the promotion of innovative solutions.

The improvement of entrepreneurial skills such as confidence, resilience and enthusiasm provide a springboard to success. Hence, as part of OYA’s approach,
activities that aim at strengthening the entrepreneurial mindset of youth are important to ensure that beneficiaries have the necessary skillset that enable
them to identify and make the most of opportunities, overcome and learn from setbacks, and succeed in a variety of settings.

Therefore, OYA will be promoting best practices and successful entrepreneurial stories in order to:
- Raise youth interest in entrepreneurship and agribusiness opportunities in Africa
- Provide insights based on real examples and experiences on specific entrepreneurial topics
- Inspire young men and women by sharing the stories of young successful entrepreneurs
- Foster the entrepreneurial mindset and motivation of youth through a series of specific topics

3. Scope of the proposed contracted services


In close coordination with the Project team, potential service provider is requested to develop the online platform with the following aspects:

The main activities will include:
 Develop the user-friendly attractive design, layout, structure, all including strong visual language for the website.
 A logo and brand guidelines will be supplied.
 Responsive, mobile friendly design and cross-browser compatibility.
 Optimize the site for low bandwidth users.
 The website should be built with open-source software (preference for WordPress).

Desired functionalities:

 SEO ready: title tags, meta tags, heading tags and image alt tags.
 Linking the site with other relevant websites and microsites.
 The website should enable sharing pages/sections/content (email, Twitter, Facebook) and have enabled twitter share by text selection
 The website should have capacity for videos, photos, and uploaded PDF documents (and house those on server). Video and audio would be hosted
on third-party sites (e.g. YouTube) and need to be embedded in the site.
 Feedback form
 Website languages/translation (English and French; additionally, possibility of having the landing page in Portuguese and Arabic).
 Statistics: The website should integrate the coding of Google Analytics or similar to allow measurement of results such as information on number of
visitors (including unique visitors), pages visited, geographical origin of internet users, social network interactions, etc.
 Cloud hosting for 1 year

Knowledge transfer:

 Develop a clear and accessible user manual and a troubleshooting guide for the website and CMS.
 Deliver a webinar for the support staff and system administrators to perform content upload, system maintenance and administration.

Support and maintenance:

 Provide administrative and technical support, quality control for a period of 12 months.
