ROLE OF SANGGUNIANG KABATAAN OF BARANGAY MOLINO VI: AN

ASSESSMENT TOWARDS THE DEVELOPMENT OF YOUTH

DEVELOPMENT PLAN

Chapter I

Introduction

The country expects the youths for a successful future, so its duty is to guide

them to become a responsible and productive member of a society. According to

“Daily Time”, (2018), “Youth is the backbone of any nation. Youth can play an

important role in the development of society.” In each nation, there were differences

in policy for the development of youths. This policy puts forward an overarching goal

for youth development along with related objectives and outcomes to be achieved. It

outlines a conceptual approach to youth in development and provides guiding

principles and operational practices in support of USAID’s efforts to mainstream

youth in development, carry out more effective programs, and elevate youth

participation (“USAID”, 2013).

In the Philippines, Republic Act 7160 or the “ Local Government Code” led to

the creation of the Sangguniang Kabataan, which is assigned for youth development

and programs. Sangguniang Kabataan was created because the Philippines recognizes

the vital role of the youth in nation-building. It was made to encourage youths'

involvement in public and civic affairs (Obispo, 2018). This was made to lead the

youth for becoming a better and productive member of the community in the future,

otherwise, to become a delinquents.

The goal of the researchers is to find out the demand of youths to the

Sangguniang Kabataan of Molino VI Bacoor Cavite, in order to formulate possible


and applicable programs. This study will be conducted to improve the youth

development plan of Sangguniang Kabataan of the Barangay Molino VI in addressing

youth delinquents, and the researchers would like to emphasize the different programs

that requires more attention in improving the youth development plan of Sangguniang

Kabataan in Molino VI Bacoor Cavite.

Statement of the Problem

This study will be conducted to assess the role of Sangguniang Kabataan of

Barangay Molino VI Bacoor Cavite in the creation of youth development plan.

Eventually, the purpose of this study is to answer the following questions:

1. What are the roles of Sangguniang Kabataan in improving Youth Development

Plan of Barangay Molino VI?

B. Social

C. Political

2. How these following programs improved the Youth Development Plan of

Sangguniang Kabataan in Barangay Molino VI?

A. Physical

B. Social

C. Intellectual
3. What are the problems encountered by the Sangguniang Kabataan in improving

their Youth Development Plan?

4. What are the measures proposed in order to address the problems encountered by

the Sangguniang Kabataan in improving their Youth Development Plan?

Objectives of the Study

This study is conducted to assess the role of Sangguniang Kabataan in the

formulation of different programs towards the improvement of Youth Development

Plan in Molino VI Bacoor Cavite. The purpose of the study is to determine the

effectiveness of the programs created by Sangguniang Kabataan in improving their

Youth Development Plan. The researchers intends:

1. To determine the roles Sangguniang Kabataan in improving Youth Development

Plan of Barangay Molino VI.

2. To determine the importance of programs in improving Youth Development Plan

of Sangguniang Kabataan in Barangay Molino VI.

3. To identify the problems encountered by the Sangguniang Kabataan in improving

their Youth Development Plan.

4. To establish proposed measures in order to address the problems encountered by

the Sangguniang Kabataan in improving their Youth Development Plan.

Theoretical Framework
Hirschi’s social bonds theory is based on the basic assumption that humans

naturally tend towards delinquency. The interesting question for him is what prevents

people from deviating from norms. Hirschi assumes that the stronger the degree of

social control and the denser the network of social bonds are, the more likely people

are to behave in accordance with standards. By “social bonds” Hirschi understands

elements of social cohesion (bonds). These include attachment to the family,

commitment to socially accepted norms and institutions, involvement in activities and

belief that these things are important.

Attachment describes the strength of the bonds and relationships that exist

with an individual’s social environment. The relationship with parents is particularly

important, but other institutions and actors such as school or friends also play a role.

The attachment to the circle of friends can also prevent deviance, but only as long as

the circle of friends does not represent deviant norms.

Commitment describes the level of dedication invested in conventional standards and

goals. Hirschi assumes that someone who has already invested resources, time and

energy in achieving compliant goals has more to lose through deviant behaviour than

someone who has invested little devotion in pursuing socially accepted goals. For

example, a student who has invested a lot of time to achieve good grades has more to

lose through expulsion than a lazy student who has less importance for grades.

By involvement Hirschi means that someone who is intensively involved in

conventional activities has less time and opportunity to engage in deviant behavior.

Structured, socially accepted activities such as school, work or raising children also

strengthen the self-discipline needed to resist the impulses of deviant behaviour.

Hirschi sees belief as the fourth factor in social bonding. This refers to the belief in

and validity of the values and norms of the mainstream society. The more these values
and norms have been internalized, the more difficult it becomes to violate them.

When the meaning of norms is questioned, the intrinsic motivation to obey them also

decreases (Wickert, 2019).

The theory stated that an individual will less likely become delinquents when

they were always attache to the society and always committed to their positive goals

in life, thus it is the responsibility of government institution to empower the youth and

give them a full attention by creating programs that will make them attach to the

government and will guide them to become a responsible member of the community.

Conceptual Framework

Figure 1 shows the conceptual framework of this study. It illustrates the role

of Sangguniang Kabataan of Barangay Molino VI: An Assessment Towards the

Improvement of Youth Development Plan. It will be conducted to determine the

programs created by Sangguniang Kabataan helps in the prevention of delinquent

acts of youth in Barangay Molino VI, also the researchers will find out the benefits of

these programs for the improvement of Youth Development Plan. This include also

the problems encountered by the Sangguniang Kabataan 3.What are the problems

encountered by the Sangguniang Kabataan in improving their Youth Development

Plan, and the researchers will also look the possible measures that should be proposed

in order to address the problems encountered by the Sangguniang Kabataan in

improving their Youth Development Plan.

Significance of the Study

The study will be conducted to determine the role of the Sangguniang

Kabataan of Barangay Molino VI in creating programs that are beneficial for the

improvement of Youth Development Plan. It is essential to the followings:

Sangguniang Kabataan - this will help the youth council on how they will improve

their Youth Development Plan that is appropriate and cost efficient which has

potential benefits for both the institution and the member of the youths in the

community.

Youth Organization - this will strengthen their partnership to the Sangguniang

Kabataan by creating different programs for the youth.

Future Researchers - this study will be used as basis in supporting data for future

research with regards to the Sanggguniang Kabataan.

Community - It will encourage the community to recognize the vital role of youth in

nation building by supporting Sangguniang Kabataan in implementing their programs.

Time and Place of the Study

The study was conducted in Barangay Molino VI, Soldiers Hills IV, Phase II,
Bacoor City, Cavite from the first semester to the second semester of the academic

year 2021-2022.

Scope and Limitation of the Study

The study will be conducted to assess the role of Sangguniang Kabataan of

Barangay Molino VI Bacoor Cavite in creating programs that is beneficial to the

improvement of youth development plan. This will be conducted also to determine the

possible programs that is applicable to the delinquent youths and this will not go

beyond to the factors of delinquency.

Definition of Terms

Assessment - Can be used to identify weakness or strengths of the existing system

in a structured way and hereby highlight factors of success and failure.

Program - a plan of activities to be done or things to be achieved.

Sangguniang Kabataan - is a council meant to represent the youth in each barangay

in the Philippines.

Youth Development Plan - gives as an objective means of assessing the situation of

the Filipino youth, it has great potential to inform and improve the planning and

implementation of youth development policies in the Philippines.

Youth - the period between childhood and maturity.


Chapter 2

Review of Related Literature

The following literature is reviewed to provide substance and support to the

conduct of the study. The state recognizes the vital role of the youth in nation-

building and shall promote and protect their physical, moral, spiritual, intellectual,

and social well-being. It shall inculcate in the youth patriotism and nationalism, and

courage their involvement in public and civic affairs. In response to this constitutional

provision the congress created the SK-Youth Council or Sangguniang Kabataan (SK)

for the purpose of introducing the young people to government in local, provincial

and national levels.

Researches show that involvement in governance at the local level can help

develop young people’s leadership skills and confidence. Through participation in the

democratic process, young people are empowered. They gain experience and learn

new skills, become responsible and accountable, develop confidence, and forge

meaningful connections with other youth and adults. The SK, the governing body of
the KK, was designed to make this happen. SK officers represent the youth in their

respective local government councils and have the same functions and privileges as

any member of the council. They have a term of three years and receive 10 percent of

barangay funds for youth projects. So far, only three, instead of four SK elections,

have been held since 1992 due to several amendments to the regular three-year term

of SK officials. Specifically, the functions of the SK are to:

1.To promulgate resolutions necessary to carry out the objectives of the youth

in the barangay, in accordance with applicable provisions of the Code;

2.Initiate programs designed to enhance the social, political, economic,

cultural, and intellectual, moral, spiritual and physical development of the

members;

3.Hold fund raising activities, the proceeds of which shall be tax exempt and

shall accrue to the Sangguniang Kabataan general fund;

4.Create such bodies or committees necessary to effectively carry out its

programs and activities;

5. Submit annual end-of-term reports to the Sangguniang Barangay on their

projects and activities;

6.Consult and coordinate with all youth organizations in the barangay for

policy formulation and program implementation;

7.Coordinate with the Presidential Council for Youths (PCYA) and other

National Government Agencies (NGA) concerned for the implementation of

youth development projects and programs at the national level; 8.Exercise

such other powers and perform such other duties and functions as the

Sangguniang Barangay may determine or delegate or as maybe prescribed by

law or ordinance.
Despite the weaknesses of the SK, there have been success stories that show

its potential as an important organization. Like the KB, the SK has produced a crop of

local government officials, as well as national legislators. SK Federations at all levels

have also been consistent in celebrating the annual Linggo ng Kabataan (Youth

Week), a yearly weeklong event when youth members get the opportunity to act as

officials of all local government and national agencies for a week. Other concrete

examples of the SK’s potential as a vehicle for youth participation:

According to the study of Grace M. Laude-Concepcion, Noel P. Tancinco ,

(2016), the programs of the youth leaders are: Cleanliness got the highest mean of 2.51

described as moderately implemented while beautification, cultural, and information

drive having 2.25, 2.04 and 2.25 mean respectively were described as slightly

implemented. The finding implies that with the overall mean of 2.26 the programs

were only slightly implemented by the youth leaders (SK officials).This also suggests

that it could be the barangays already maintained cleanliness and beautification and

that the youth leaders did not find much difficulty on implementing it.

The programs of the Sangguniang Kabataan are connected to the Positive

Youth Development (PYD) Programs of United States Agency for International

Development (USAID). It is a collaborative work between YouthPower Learning (by

Cassandra Jessee, International Center for Research on Women/Making Cents

International; and Chisina Kapungu, International Center for Research on Women)

and YouthPower Action (by Kristin Brady, FHI 360).

Positive youth development (PYD) refers to a broad approach that aims to

build the competencies, skills and abilities of youth that they need to grow and

flourish throughout life. PYD is both a philosophy and an approach to adolescent

development. As a philosophy, PYD views youth as precious assets to be nurtured


and developed rather than as problems to be solved. The approach that flows from this

philosophy works on building mutually beneficial relationships between youth and

their family, peer groups, school, workplace, community, other government

institutions, society, and culture to provide opportunities for youth to enhance their

knowledge, interests, skills, and abilities. 

Youth transition through a critical developmental phase, rapidly evolving

socially, emotionally and physically within a complex world. Multiple factors

influence how they develop and thrive or struggle. Recognizing youth development as

a function of and interaction between complex environments and systems can help us

better respond to youth and to program effectively. 

Positive Youth Development programs engage young people in intentional,

productive, and constructive ways while recognizing and enhancing their strengths.

These programs promote positive outcomes by providing opportunities, fostering

positive relationships, and giving the support that is needed to develop young people’s

assets and prevent risky behaviors.

Research indicates that young people who are surrounded by a variety of

opportunities for positive encounters engage in less risky behavior and ultimately

show evidence of higher rates of successful transitions into adulthood.1 PYD programs

are one venue to ensure that young people have access to adequate positive

opportunities. The available evidence suggests that PYD programs can prevent a

variety of risk behaviors among young people and improve social and emotional

outcomes.

It is suggested in the PYD to create extra-curricular opportunities at school

and in community (vocational training, sports, arts, debate, theatre),integrate soft


skills into educational, vocational and extra-curricular and recreational programs,

create opportunities within the community for youth to participate in internships and

apprenticeships with local employers and create community service opportunities to

foster skill building. In this way , it can improved the skills, physical and intellectual

aspects of the youth.

Chapter 3

Methodology

This chapter shows the research design, respondents of the study, sampling

design, data to be gathered, reliability of the instrument, statistical treatment of data

that the researcher utilized for the study.

Research Design

The researchers used descriptive research method in assessing the

performance of Sangguniang Kabataan on improving their youth develoment plan.

Descriptive research is a quantitative research which may be defined as the purpose of

gathering, analyzing, classifying, and tabulating about prevailing conditions,

practices, beliefs, processes, trends, and cause and effects relationships and then

making an adequate and effective interpretation of such data with or without the aid of

statistical method.

Participants of the Study

The main participants of this study are the youth, who are residing at Barangay

Molino VI Bacoor Cavite, and also the Sangguniang Kabataan.


Sampling Technique

The researchers applied probability sampling technique specifically purposive

sampling method in order to identify the population of the participants of this study.

In this type of sampling technique, the researchers chooses their respondents based on

their own discretion. According to Zulueta and Costales, the sampling units that are

selected subjectively by the researcher. the researcher believes that this method is the

most appropriate in choosing the sample of the research. If the number of primary

data sources accessible to contribute to the study is restricted, purposive sampling

may be the only viable option. The researchers used the Cochran formula to determine

the number of the participants in the study.

Reliability of the Instrument

The researchers will be made a research instrument that is used for data

gathering, which was validated by the thesis adviser and panelists. Research

instrument will be distributed to the participants after thoroughly checked by the

adviser and others concerned.

Data to be Gathered
The researchers will be conducting an interview among youth residing in

Barangay Molino VI Bacoor City Cavite regarding the programs implemented by the

Sangguniang Kabataan of barangay Molino VI Bacoor City Cavite. The researcher

explains to the respondents the importance of their response to the study. The

researcher clarifies some terms to the respondents so that the respondents can answer

the questionnaire with full knowledge of their responsibility as the subject of the

study. The researcher requested the respondents to answer with all honesty.

Statistical Treatment of Data

After the respondents answered the questionnaire, the researcher collected and

tallied the data for the interpretation. The researcher asks a statistician to help in

determining the appropriate statistical tools to be used and in interpreting the data.

Based on the data the researcher comes up with the conclusion and recommendation

of this study.

For the purpose of the study, the collected data will be subjected to statistical

computation through computerization.

1. Weighted Mean. This used to determine the level on the assessment on the

performance of Sangguniang Kabataan on improving Youth Development Plan.

2. Likert Scale. This was used to interpret the results on the assessment on the role of

the Sangguniang Kabataan in creating programs for the improvement of Youth

Cavite.
