Expression of Interest (EOI)
Security Services for all UN Agencies based in Pakistan
Background
Expressions of interests are invited from registered providers of Security Services, with proven capacity of
providing Security Services in Pakistan. Prospective provider would be required to provide armed and
unarmed security services at UN facilities and unarmed security services at UN international staff residence
throughout Pakistan.
The service provider/s shall be responsible for providing all equipment, materials, weapons and personnel
for the execution of the services, for up to 23 UN agencies in Pakistan. Total number of required security
personnel across all agencies is estimated to be up to 2,000 personnel, which will include but not be limited
to, guards (both armed and unarmed), supervisors (both armed and unarmed), CCTV operatives, x-ray
machine operator and lady searchers. (These figures are provided for estimate only and UN does not
provide any assurance to award any contract based on these minimum requirements).
Any supplier that fulfils the performance criteria included in this EOI, will be invited to participate in a tender,
following which Long-Term Agreement(s) will be established that will be utilized by all UN agencies in
Pakistan.
Mandatory Requirements for Pre-Qualification
The following is the mandatory minimum criteria that must be demonstrated by any supplier to be
considered:
1. Evidence of valid and current license to provide security services in Pakistan.
2. Minimum of 5 years’ experience of providing armed and unarmed security services, with experience
with diplomatic communities, or foreign companies, including embassies, in Pakistan.
3. Evidence of valid and current license to provide armed security services and carry and use firearms
and ammunition in Pakistan.
4. Compliant with all National Labour Laws and Regulations
5. Ability to provide all equipment, materials, weapons and personnel for execution of the services.
Submission of Expression of Interest
Interested suppliers meeting the mandatory requirements should submit their Expression of Interest and
the following supporting documents.

Company registration:
1 Copy of company’s registration required by law and issued by authorized agency, including certificates to provide
Security Services within Pakistan
Certificate firearms license:
2 Copy of licenses for company personnel to provide armed security services and carry and use firearms and ammunition
in Pakistan
Company Profile:
4 Company profile, providing (1) an overview of key personnel, assets, equipment, and other resources, (2) summary
of experience and past/current clients.
Staffing policies:
5 Provide overview of training provided to both armed and unarmed personnel and statement of compliance with all
National Labour Law and Regulations
Key personnel:
6 CV’s should be submitted for all key personnel. CV’s should show the qualification, competence and experience of
the key personnel proposed for the various assignments included in this project.
Expression of Interest with all relevant supporting documents should be sent through courier (not by hand)
to UNICEF Pakistan Country Office, Diplomatic Enclave, Street 5, Sector G5, Islamabad. The envelope
should be marked “Expression of Interest for Security Services”.
The deadline for the receipt of the Expression of Interest is 1700hrs on January 10, 2022.

The EOI does not constitute a solicitation. A bid or proposal is not required at this stage; we only seek
your expression of interest to participate in a potential future tender.
A response to this request for Expression of Interest does not automatically ensure that you will be
selected to participate in the tender.
UNICEF reserves the rights to change or cancel the requirement at any time during the EOI or tender
process. UNICEF also reserves the rights to require compliance with additional conditions as and when
issuing the final tender document.
