The document provides an excerpt from Philippine President Diosdado Macapagal's 1961 inaugural address where he outlines his administration's mission and calls for bipartisan collaboration and popular support to address the national crisis and provide prosperity for the Filipino people. He expresses hope that Congress has risen above partisan politics out of patriotism and recognizes the need to set aside partisanship to work collaboratively on their common task. Success of any program, he states, requires the popular sustenance of the people as demonstrated by their support in the election against long odds.

Directions. Read the given ideas carefully. Write FACT if the idea is correct and
BLUFF if it’s not. Write your answers on a separate sheet of paper.

1. Articulation means pronouncing the words and speaking with clear diction.
2. People like to listen to voices that are well-modulated which means the capability
to adjust or manipulate the resonance and timbre of the vocal tone.
3. The opposite of stage presence is stage fright.
4. The message of any speech is not complimented by nonverbal means.
5. Speech delivery does not appeal to the audience.

Principles of Speech Delivery

The Art of Speaking

Speech can make or unmake us. This is a tool to influence people. It is an

instrument to make a difference. Conversely, it empowers both the listeners and the
speakers to share their voices in the society where they are in. Think of a speaker
that one has heard and seen. State the reason for liking this speaker? Is it his slash
her confidence, appearance, mastery of the language? All these answers are
correct. A good speaker must have a clear voice and uses words that are
understandable. A good speaker also uses the right facial expression and
appropriate gestures. Moreover, speakers are like when they talk directly to the
audience, maintaining eye contact with the listeners. Speakers also move on the
stage with confidence, showing mastery of public communication.

What’s In

Before knowing the principles of speech delivery, try to recall your favorite
speakers whether local or international. These chosen speakers construct 3 to 5
statements that reveal the reasons why you are motivated by them. Write your
reasons on a separate sheet of paper.

2. _________________________________________________________________

3. _________________________________________________________________

What’s New

First Principle: Articulation

If the words of the Speaker may not be understood due to poor articulation,
the speech could not have been delivered at all. In writing the speech, word choice
and grammatical correctness are needed, but it is articulateness in pronouncing the
words and speaking with simple diction that effectively conveys the Speaker's
Message. If they are familiar or unfamiliar, it is extremely important to know the
correct way of saying a phrase. Proper techniques of breathing along with the right
molding of sounds that make up words lead to successful articulation.

WBLS-OBE MELC-Aligned Self-Learning Module Oral Com in Context 5

co
Second Principle: Modulation

There are pleasant-sounding voices, very calming to the ears, just as there
are flat-sounding, high pitched, or screeching, unpleasant voices. People like to
listen to well-modulated voices, meaning the ability to change or control the vocal

tone's resonance and timbre. As the amplifiers, such as microphones, can further
resonate voices, a microphone needs even further modulation. With or without a
microphone, however, our eardrums should not be bombarded by voices. Listeners
will pay attention if the speaker's voice is modulated. The words of the speaker will
be clearly understood, and the message of the speech will be sent and received.

Third Principle: Stage Presence

The capacity of the Speaker to "own" the stage, to fill the room and project
his/her personality to the audience - STAGE PRESENCE.

The opposite of stage presence is stage fright, which in the world of public
speaking is considered by many to be the biggest fear! But instead of trying to get rid
of stage anxiety (which can't be done anyway), all the energy that makes you feel
shaky and nervous should be used to make the speaker an engaging, energetic
speaker capable of being heard and able to move on stage.

Fourth Principle: Facial Expressions, Gestures, and Movement

It is not just the choice of words and their proper pronunciation that lead to an
efficient delivery of speech. Nonverbal communication, such as facial expressions,
movements, and movement, confirms, illustrates and complements the message of
any speech. The Speaker can be judged as dull, with flat delivery and an

WBLS-OBE MELC-Aligned Self-Learning Module Oral Com in Context 6

co
unemotional voice without these nonverbal elements. With the quality of the voice,
facial expressions will shift. Only those points should be emphasized by gestures.
Movement should encourage the speaker, metaphorically speaking, to bring the
speech around, forward, and to the audience. It should also guide the audience to
obey the speaker and to keep each word holding on to him/her.

Fifth Principle: Audience Rapport

It has been pointed out earlier that Audience Analysis is the most critical aid in
creating a link with the listeners. Using this material, one can write a speech that will
appeal to the audience. One will also know how to convey the message to the
audience and communicate with them at a deeper level because of the same
knowledge.

AN EXCERPT FROM THE INAUGURAL ADDRESS OF
HIS EXCELLENCY DIOSDADO MACAPAGAL
[Delivered at the Quirino Grandstand, Manila, December 30, 1961]
“OUR MISSION”
I believe that this is a mission formidable enough for any
President. It is an endeavor that calls for the utmost use of sound
judgment, energy and, above all, patriotism, which is demanded of
all of us. It addresses itself to the leaders the three great branches
of our Government. It requires, on the part of all, a transfiguration of
attitude from political partisanship to statesmanship. In the
1 deliberations of Congress on the proclamation of the President and
the Vice-President, the leaders and members of Congress
demonstrated their capacity to rise above partisan politics and
proved themselves equal to the challenge of patriotism. I express
the hope that this congressional performance was not a mere
involuntary recognition of an undeniable political fact but a willful
recognition of the need of setting aside political partisanship in this
time of national crisis in the interest of bipartisan collaboration in the
common task of providing, in the least time possible, a life of
decency and prosperity for our people.
Above all, this mission requires the support of our people. No
program can succeed without popular sustenance. We shall need
that faith and that support demonstrated by our people in our
election against appalling odds.
The beneficent effects of some of the concrete steps that we shall
take may not be immediately evident; what may, in fact, be instantly
visible will be adverse but transitory repercussions that in time
will clear the way for the final and favorable outcome. In those
interludes of anxiety, we shall need the full trust and confidence of
our people, and we assure now that we shall deserve that trust and
confidence because in all our actions we shall never deviate from
2
the course of integrity, sincerity, and devotion to the welfare of the
Nation.

In the past electoral combat, our people showed the strength of
our democracy in this part of the world by bringing about a peaceful
change of Administration through the ballot and not through the
bullet. Simultaneously, democracy displayed its splendor by
showing that under its aegis a poor man who sprang from the
humblest origin and who has not attained a state of riches can rise
to the Presidency of the Republic. I, whom the sovereign will in a
democracy has chosen as the means for the exhibition of the reality
of its virtue of offering equal opportunity to the rich and the poor
alike, am now called upon to prove that such a gift of opportunity to
our humble citizenry shall not be in vain. With God’s grace and the
support of all citizens of good will and good faith, and of our
common people in particular, I pray with all my heart and soul that I
shall not fail in my trust.

What I Have Learned

Key Takeaways
A speech for public communication
begins with a purpose; what the speaker
intends to happen when he or she imports
a message to the listener. Given the
purpose, the speaker gets to know the
audience, the group of listeners that will
either accept or reject the message. Given
the purpose and audience, the speaker
then organizes the information found from
various sources. These materials are to
support the message so that it may
inform, persuade or entertain the
audience.
