Safety Organization: Central Safety Committee and
Subcommittees
Overview
The safety committees have proven to be effective means to formulate and implement corporate safety
policies, develop and improve the safety system management and safety programs, involving workers in
an effort to generate and uphold the interests of safety
The committees are mainly composed of members of the line organization, members of the safety staff
and other specialists
The committee and sub-committees of safety are used to broaden the involvement at all levels of the line
organization
Characteristics of a Good Safety Organization
Work All units/areas and levels work together towards one goal
Maximize involvement and engagement of employees
Drive analysis and judgment at all levels
Ensure seamless communication (Information flows up and down)

Central Safety Committee (CSC)
Guidelines
Overview
This committee begins, guides and coordinates the activities of general safety, analyzes the investigation
of the most significant accidents / incidents, the trend of the audit and the progress of activities, approve
the safety vision and principles of the site, and, in general, deals with matters of high-level safety.

Executive Committee members in addition to the subcommittees leaders
Frequency
At least once a month (for 2 hours)
General Characteristics
Is always led by the top-level person on the site (President, site manager…)
Meets monthly
Has an agenda for each meeting. Agenda is prepared by the CEO, with input from all department
heads
Has a formal charter
The CSC has annual objectives

Benefits - Why a central safety body is important
Safety is a Top Down Process (not bottom-up!)
Centralized strategic direction needs to come from leadership
Lower levels in the organization can help with the processing of programs, but they can’t be expected
to make decisions on strategy and overall direction
Employee involvement is one of the cardinal rules for an effective safety program. The sub-committees
afford an excellent opportunity for broad employee involvement
Through this visible leadership, Management makes it known what its priorities are and how safety is
important in that mix.
Key Activities
Providing strategic direction to the safety effort
Establishing and maintaining the safety policy
Determining the site safety rules
Setting goals and objectives
Reviewing safety performance using proactive and reactive metrics
Monitoring the progress of the safety program
Monitoring injuries and incident investigations
Fostering the involvement of employees by the appropriate sub-committee structure. The sub-
committees should be the problem solving and action groups.
Ensuring implementation of safety programs is carried out by the Line Management Organization

Subcommittees Guidelines
Overview
The sub-committees for safety, operating in specific areas of interest, relieve the Steering Committee clear
of the development work and administration, and allow involvement of the line organization.
Chairman
Member of the Central Safety Committee (CSC)
Participants
A member of the Steering Committee, a member the HSE department, experts in the theme developed,
and line managers
Frequency
At least once a month (for 2 hours) – but can meet as needed (weekly/ bi-weekly), especially in the initial
few months.
General Characteristics
led by a manager who reports to the top management
Includes a cross-section of the unit or site as members
Membership rotates to provide maximum involvement opportunities (membership is, say, for 2 years,
with half members rotating each year)
Has a charter, similar to that of the CSC
Has a monthly meeting with an agenda
Reports to CSC through CSC monthly meeting represented by the subcommittee leader
Each sub-committee has annual objectives

Criteria for selection of members
Up to 5 members (excluding the leader)
Includes a cross-section of the unit or site as members
Good organization and planning skills
Good analytical skills
Team player
Has good work experience related to the subcommittee proposed activities
Must include members that can act as a back-up for the subcommittee leader
Previous experience in OHSAS 18001 (in developing procedures and rolling them out) is a plus
