RATIONALE:

Pursuant to Republic Act No. 9710, Section 36 of Chapter VI provides that all departments
including different agencies, offices and other government instrumentalities shall adopt gender
mainstreaming as a strategy to promote women’s human rights and eliminate gender
discrimination in the systems, policies, thrusts and programs.

In line with this mandate, the General Appropriations Act of 2013, Republic Act No. 10352
requires all agencies including the Department of Education to formulate a Gender and
Development Plan and Budget designed to address gender issues and implement applicable
provisions under Republic Act 9710 that GAD Plan and Budget shall be integrated in the regular
activities utilizing the five percent (5%) budget of the agency.

Further, it specifically aims to:

 Recognize the role of women in nation building and ensure the fundamental equality of
women and their children.

 Raise awareness in recognizing the role and contribution of women in the family and
society.

 Formulate Gender and Development Plan and Budget for SY 2021-2022.
