Project
Learning Objectives
The session primary aims to increase the knowledge and skills of the
participants on the Harmonized Gender and Development Guidelines
(HGDG)
Specifically, at the end of the session the participants are able to:

• Articulate the objectives, features, principles and application of

HGDG;
• Apply the tool in project identification, design, implementation and
monitoring and evaluation; and
• Analyze gender issues in the whole project development cycle and
assess
National GAD Resource Program

Objectives of the HGDG

To provide a common set of analytical concepts

and tools for integrating gender concerns into
development programs and projects

To help achieve Gender Equality and Women

Empowerment through, programs and projects.

National GAD Resource Program

Philippine Commission on Women
Who formulated the HGDG?

HGDG was developed by NEDA, NCRFW (now PCW) , ODA-

GAD Network with funding assistance from UNDP and ADB to
set the standard in determining the gender responsiveness of
all government programs and projects from design to monitoring
and evaluation.
National GAD Resource Program
Philippine Commission on Women
Principles of HGDG
Equality between women and men is a key women’s rights;

Participation in development is crucial to the empowerment of

women and men

Gender equality means promoting the equal participation of

women as agents change;

Achieving equality between women and men may involve the

introduction of specific measure designed to eliminate gender
inequalities and inequities
